Nicole Agbayani serves as the Director of the Office of Financial Empowerment.  Previously, Nicole served as the Director of Community Affairs since 2016 under Carmen Chu in her current role as City Administrator, as well as her previous role as elected Assessor-Recorder.  From both Offices, Nicole has spearheaded citywide community engagement programs serving thousands of local families and small businesses, bringing public services and relevant financial help directly to communities.  During her time in the Assessor's Office, Nicole founded the award-winning Family Wealth Forum series, connecting over 3,000 residents with financial and legal counseling around asset building and estate planning.  
Prior to joining the City, Nicole led programs of community and economic development in various San Francisco neighborhoods.  She is a proud native of the Excelsior neighborhood and brings her commitment to an inclusive vision for San Francisco where families are best positioned to thrive.

Peter provides customer service and processes account related requests for
Kindergarten to College (K2C). Prior to joining OFE, Peter worked in the financial
aid and accounting departments 
at Heald College. Peter is passionate about
supporting students and families along their college savings journey.

Mohan - K2C Program ManagerMohan Kanungo

Mohan leads the Kindergarten to College Savings program and the K2C team. Mohan has more than 10 years of experience in the non-profit sector, most recently with the Children’s Council of San Francisco as the Director of Community, Innovation and Impact. Prior to Children's Council, he served as the Director of Programs and Engagement with Mission Asset Fund (MAF).  Mohan brings a commitment to financial inclusion and a passion for championing equity-driven, tech-enabled initiatives. He has worked with community-based organizations in New York and California, and has lived, studied and traveled extensively abroad. Mohan graduated from the University of California at San Diego in 2007 with degrees in International Studies & Ethnic Studies.

BeccaRebecca Loya

Rebecca (Becca) Loya provides research support and policy expertise to the OFE team on matters related to financial access and inclusion. Becca has more than a decade of experience with community-engaged, applied research in the domain of financial inclusion and asset-building for low- and moderate-income families. Before joining OFE, Becca was a Research Scientist with the Institute for Economic and Racial Equity (IERE) at Brandeis University’s Heller School for Social Policy and Management. Becca’s prior work focused on children’s savings account programs; inclusive financial services; gender-racial wealth gaps; the economic impacts of trauma; and the protective effects of financial assets and social capital. Becca has a Ph.D. in Social Policy and a master’s degree in Psychology.

Teresa serves as the Community Engagement Specialist for the Kindergarten to College Program. Prior to joining OFE, Teresa served the Property Tax and the Real Estate Services Departments within the City and County of San Francisco. Teresa is eager to promote the K2C program and assist students and their parents save for college.

Donna provides customer service and account management for Kindergarten to College (K2C). Prior to joining OFE, Donna served as an administrative assistant in San Francisco's public school system.


 

AndreaAndrea Yee
Financial Capability Program Manager

Andrea is OFE's Financial Capability Program Manager, and leads financial education and access initiatives including Smart Money Coaching and Bank On. Andrea was most recently the Senior Manager of Design and Innovation at MyPath, where she was the lead visual and curriculum designer, and piloted launches of innovative credit building and financial mentoring programs with financial institution partners and youth programs.

Community Engagement Coordinator, Kindergarten to College

Celia supports community outreach and promotes participant engagement for the Kindergarten to College (K2C) program. Prior to joining OFE, Celia served as an Administrative Assistant at an elementary school in the San Francisco's public school system. Celia has also worked as early childhood educator with Family Connections Centers.  Celia earned her B.A. in child and adolescent development from San Francisco State University in 2007.
