1. Call to Order and Roll Call
The meeting was called to order at 4:58 pm. Commissioners present: Carrion, Ontiveros. Staff present: Yedidia. There was quorum.
2. Approval of Agenda (Action Item)
Commissioner Ontiveros, seconded by Commissioner Carrion, moved to approve the agenda. The agenda was approved unanimously by acclamation.
3. Public Comment on Items not on Agenda (Discussion Only)
There was none.
4. Election of Chair
Commissioner Ontiveros was elected Chair and Commissioner Carrion was elected Vice-Chair.
5. Business (All Items Below Discussion and Possible Action)
A. Setting policy priorities for FY 11-12
Commissioners Carrion and Ontiveros agreed to draft a Youth Justice Committee Mission Statement to consider at an upcoming meeting.
Angel expressed an interest in implementing a class on Kingian Non-Violence as an A-G level course at the high school for youth incarcerated at the Juvenile Probation Department’s Juvenile Justice Center.
B. Working on presentation to the Juvenile Justice Coordinating Council Joint Funders Meeting (to happen on Wednesday, September 21)
Commissioners Carrion and Ontiveros expressed a desire to speak with Department of Children, Youth and Their Families (DCYF) Violence Prevention and Intervention (VPI) staff—Diana Oliva-Arcohe and Veronica Martinez—to better understand what would be expected of them at this upcoming presentation. They developed the following questions to ask DCYF VPI staff:
What does this kind of presentation entail for the Joint Funders?
Do members of the Juvenile Justice Coordinating Council (like the Youth Commission) present regularly? Is this an exception or anomaly?
What kind of impact can a presentation like this have on the Joint Funders?
What else is on the Joint Funders’ agenda that day or in recent meetings?
What did the “community conversations” that VPI staff undertook in crafting the Local Action Plan actually look like? (Rene is very passionate about improving the quality of case management and assuring that case managers are properly supported and receive adequate professional development; by the same token, Rene worries that too much emphasis on professionalism will eliminate case management as a viable job for some people who might not have college degrees, but who are excellent case managers?
What do “wrap-around services” look like on the ground?
6. Adjournment
Commissioners Carrion and Ontiveros agreed to meet next Wednesday, September 14, 2011 from 1pm-2pm, and the meeting was adjourned at 6:11pm.
