a. AB 483 (Ting): Taxes, Fees, Assessments, and Charges
Recommended position: Support
Clarifies that Business Improvement Districts, like Property-based Improvement Districts, are exempt from Prop. 26’s supermajority-vote requirement.
No public comment. Position of “support” adopted 7-0.
DEPARTMENT OF THE ENVIRONMENT
a. SB 461 (Leno): State Tide and Submerged Lands
Recommended position: Support
Appropriates between $6 and $10 million a year to state agencies for activities that prepare, plan and implement measures to address and adapt to sea level rise and coastal climate change.
No public comment. Position of “support, and advocate for appropriation of funds to go directly to local governments” adopted 7-0.
OFFICE OF THE TREASURER & TAX COLLECTOR
a. AB 792 (Mullin):Utility User Tax: Exemption: Distributed Generation Systems
Recommended Action: For Discussion
Creates an exemption from a local utility user tax through 2019 for electricity generated from a clean energy source on the premise of a customer. This could reduce UUT revenues in the coming years. AB 792 offers an incentive that may be consistent with the City’s Climate Action Plan.
