Full job description

Under general direction of the Director of Information Technology and Operations, the GIS Business Analyst advances the efficient use of Geographic Information Systems in the Planning Department and oversees the full GIS development life cycle by examining current and future business processes and GIS needs, assessing GIS technology and software alternatives, deploying enterprise GIS server, and organizing, planning, designing, testing, maintaining and upgrading the various GIS data resources in the Department. Serves as the primary GIS contact and expert for the Planning Department’s complex and multi-tiered GIS system and program.

The essential functions of this job include: analyzing the Department’s GIS data processing needs, determining GIS operating characteristics and requirements, assessing GIS system designs through review and analysis of user needs, gathering business and information requirements to incorporate software solutions into an intranet portal, installing and configuring operating systems, applications servers and other software for the department’s Enterprise GIS server; monitoring the Enterprise GIS to ensure proper functionality, troubleshooting software problems and providing technical assistance in planning, engineering, and architecture of unique systems for diverse applications; conducting GIS user training; installing, maintaining, and updating GIS system software and modifying system configurations; creating and generating reports and statistics to meet user and program requirements, and compiling parcel-related data to create custom layered maps.

1. Possession of a baccalaureate degree from an accredited college or university in computer science, information systems, information technology, business administration, or a closely related field; AND

2. Four years (8,000 hours) of business analysis experience working with GIS or related systems, including two years (4,000 hours) of experience working with JavaScript, web services development, and experience independently developing web enabled applications using Python.

Note: Required experience must have been obtained within the last five years.
