8. 2012-2013 Civil Grand Jury Report, “Are the Wheels Moving Forward? A Follow-Up to the 2009-2010 Civil Grand Jury Report: Sharing the Roadway – From Confrontation to Conversation” – The BAC is tasked with participation in reporting on progress in meeting the Findings and Recommendations from the 2009-10 Civil Grand Jury, by addressing the Recommendations of the 2012-13 Civil Grand Jury. The BAC requests continued discussions with representatives from the MTA and SFPD on progress toward the still unfulfilled recommendations approved by the Office of the Mayor, Board of Supervisors, and Superior Court in 2011. This month, the BAC requests a review of steps taken to report progress on reporting citations with regard to targeted enforcement directed to reduce collisions involving bicyclists and pedestrians. Progress toward development of a ‘Redi-Ref’ to assist Police Officers and the public in understanding and interpretation of the Vehicle Code as pertains bicycle use will also be discussed.
Action: Report to the Board of Supervisors Audit and Oversight Committee on March 13, 2014.

9. Change to Meeting Schedule Revision for 2014 – With the movement of the Housing Authority to City Hall, their meeting date and time conflicts with the BAC on the fourth Thursday of each month, except November and December, wherein the BAC schedules a single date for both months in early December. The annual schedule requires a revision to accommodate a conflict on May 26, Memorial Day, and agree to re-establish November 24 and December 22, as meeting dates.
Action: Motion for Change of meeting dates in 2014, requiring a quorum vote.

10. Sharing Lanes with MUNI Vehicles – In 2012, a number of media sources criticized the placement of sharrows on Sutter Street on the left side of an HOV lane, conforming to a rule that only MUNI vehicles and taxis were permitted use of the lane. After criticism, the sharrows were removed, but no explanation was provided for appropriate lane placement by bicycles on roads with HOV lanes. Recently, a MUNI vehicle was witnessed driving on a buffered bike lane in severely congested traffic on Portola.
Action: Discussion towards establishment of approved actions by bicyclists and MUNI operators to legally, safely, and efficiently share travel in restricted traffic lanes.

11. Continuing Status Review on Spot Project Requests – The lifting of the Bike Plan injunction has already resulted in a large expansion of bicycle treatments throughout the City. While overall they are working as expected, we have been notified of some necessary spot projects that would clarify and improve use of the routes at little cost. Over the past few years the list has become unwieldy and out of conformance with the MTA list.
Action: Progress report on establishment of an MTA process for identifying and mitigating isolated problems with road treatments and facilities that create unsafe conditions for bicyclists.
