b.  Health and Harvest Fair Planning:  The Health and Harvest Fair will be held on November 9, 2019.   Director Rogers-Pharr noted the Community Benefits team would be involved through employee participation.  There was a discussion regarding the budget, participation of the school district with entertainment and performances, the Senior Zone, the involvement of Veterans, the inclusion of the Food Pantry, and participation from the Sheriff’s Department.

5.  Presentation:  Mr. Ari King, representing Fred & Leslie Karren, owners of the 3801 3rd St. property provided a presentation regarding the leasing strategy to bring “Have A Heart” cannabis club onto the property.  He stated “Have A Heart” would provide the appropriate security for the location.  Committee community member Ellouise Patton asked if his organization had reached out to the Mayor’s Office of Workforce Development prior to working with “Have A Heart”.  It was noted the removal of Walgreens would leave a void in the community because it is an anchor tenant and many people relay on the pharmacy to fill their prescriptions.

Mr. King provided a list of organizations that had been contacted regarding their interest in locating to the area.  Committee members pointed out many of the organizations on the list were already closed and it was important that the business coming into the area should already be a part of the community.

It was noted that 30% of Bayview community members are Asian and they have no idea that a cannabis club is coming to their community due to the language barrier.

The committee questioned what had drawn the cannabis club to the area and Mr. Blake Reynolds, representative for “Have A Heart” said the equity applicant was Geneva Whitmore, who is originally from the area.  It was noted by community members the area is already plagued with drugs and alcohol.  It was noted that cannabis dispensaries tend to access communities that are gentrifying.

There was a suggestion to research the area and determine if it is a green zone.  It was also suggested the cannabis organization contact the Bayview CAC as well as the Cannabis Working Group which is supported by Supervisor Walton and Mayor Breed.  In closing it was determined “Have A Heart” would not meet the needs of the community.
