Chairperson Karen Chung called the Wednesday, March 11, 2015 meeting to order at 6:05 p.m.
Commission Secretary Carla Vaughn read the Mission Statement and called the Roll.

Commissioner Brigette LeBlanc moved to adopt the commission meeting minutes of Wednesday, February 11, 2015 as submitted.
Commissioner Bobbrie Brown provided the second for the motion.
The minutes of the February 25, 2015 commission meeting were adopted as submitted.
Commission Secretary Carla Vaughn read the Public Comment rules.

Staff has been in contact with Dr. Veronica Hunnicutt, Chair of the Mayor’s Hunters Point CAC and she has accepted the Commission’s invitation to provide a presentation at the June 10, 2015 meeting.

Commissioner Brigette LeBlanc, Interim-Chair said the next meeting of the Governance-Facility Advisory Committee would be the last week in March 24th at 4:00 p.m.
Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner LaVaughn King, Commission Member, Commissioner Janine Greer, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Michele Davis, Veronica Shepard, Lyslynn LaCoste, Harrison Parker, Onika Shabazz)
Commissioner Janine Greer, Commission Member announced the next meeting of the committee would be on March 16th from 12 noon to 1:00 p.m. Everyone is invited to attend.
The Wellness Center is interested in co-hosting the Kid’s Zone this year at the 2015 Health Fair. There is also a desire to have more community involvement so there will meetings planned for the evening time as well. Documentation of the meetings will be provided to staff. Â
Economic Development Advisory Committee, (Chair, Al Norman Commission Member, Commissioner Eddy Zheng, Alternate, Commissioner Karen Chung, Community Members, Dan Goldman, Tempe Priestly, Lyslynn LaCoste, ShamannWalton)
Commissioner Eddy Zheng, Commission Member provided an overview of the meeting held on Thursday, February 26 at 2:00 p.m. in the Bungalow Conference Room.
The discussion has continued regarding the upcoming Job Fair and the committee preparations to promote goals of advocating and encouraging the entrepreneurial business opportunities in the Southeast Sector.
The committee plans to publicize a pre-job workshop the day before the event so individuals can be prepped on reviewing and writing their resumes as well as practice for interviews.
The Save the Date flyers will be translated into Chinese and Spanish for the multi-lingual population.
An update on the recruitment of participants was provided as well as an update on the outreach to job seekers. There was a suggestion regarding the collection of data and follow-up procedures. Greeters may carry clipboards to complete surveys and after the completion of the survey a ticket for free lunch will be provided as an incentive. The Job Fair will be held on May 6, 2015 from 10 a.m. to 2 p.m.
The next meeting of the Committee will be on Thursday, March 12th at 2 p.m.

PUBLIC COMMENT
Dr. Espanola Jackson, Community Advocate had a question regarding the prevailing wage and if it would be addressed at the Economic Development Advisory Committee meeting.
Commissioner Zheng advised it was not on the agenda.
Dr. Jackson advised there was not a certified state compliance officer making sure residents of Bayview Hunters Point are being hired.
Chairperson Karen Chung directed the Commission Secretary to remove the SECFC & SFPUC Ad-Hoc Committee from future agendas.

8.0Â Â Â Â PRESENTATION
Chairperson Karen Chung introduced Mr. Anietie Ekanem, Bayview NERT Coordinator who introduced the NERT training. NERT is the only organization in San Francisco offering free, hands-on emergency preparedness training to anyone who lives or works in the city. Individuals trained in NERT provide search teams, fire extinguishment, search and carry, victim assessment and many other services that support communities.
Mr. Ekanem introduced Lt. Erica Arteseros, Program Coordinator of the San Francisco Fire Department, and contact for the NERT program, who provided more information about the program. Â
Following the presentation there were questions from the Commissioners and the public. There is also a disaster animal rescue team. NERT participants receive on-going training and certificates of completion.
Commissioner Janine Greer invited NERT to participate in the upcoming Health Fair.
There will be NERT classes provided in the Bayview from May through July with a minimum of 60 people per class.
Following more discussion with the Commissioners and the public Chairperson Chung thanked Mr. Ekanem and Lt. Arteseros for their presentation

9.0Â Â Â Â ITEMS FOR DISCUSSION
The discussion item regarding the number, locations and dates for holding SECFC meetings within the neighborhood to foster outreach to members of the community that may not be able to attend meetings at 1800 Oakdale Avenue is on-going.Â
The discussion item regarding a proposal to restructure the SECFC meeting agenda will be on the agenda as an action item next week.
The discussion item to schedule a 2015 retreat is on-going and Commissioner Brigette LeBlanc and Commissioner Janine Greer will work on available dates and the suggestion of a location.
The discussion item of options for the Commissioners to participate in a tour of Hetch-Hetchy on August 12 or 13 is on-going.
Commissioner Brigette LeBlanc announced she would be the point person for a tour of the Hunters Point Shipyard.
Dr. Espanola Jackson advised anyone planning to tour the Hunters Point Shipyard should wear a mask for their protection.

In closing Chairperson Karen Chung announced there will be a joint meeting with the San Francisco Public Utilities Commission Citizen’s Advisory Committee on April 8th.

11.0Â Â Â Â STAFF/DIRECTOR REPORT
Dr. Toye Moses, Executive Director provided an update on the current activities, operations, and services provided by the Southeast Community Facility Commission staff.
Carla Vaughn, Commission Executive Secretary provided a list of upcoming presenters.

11.1Â Â Â Â SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & GENERAL UPDATE
Andrea Tacdol, SFPUC/SECF Building Manager provided a memo and budget from the San Francisco Public Utilities Commission outlining expenditures and revenues. Also provided was information regarding a Bayview Garden Supply Pop-Up on March 14th on Phelps between Galvez & Fairfax where soil, mulch, compost and plat starts would be given away. Free classes would also be provided on seeding, native plants soil health and more.
The event is sponsored by the San Francisco Recreation & Parks, Quesada Gardens Initiative, San Francisco Public Utilities Commission, San Francisco Environment and Hunters Point Family.
Following Ms. Tacdol’s report there was a lengthy discussion with the Commissioners and they expressed their desire to receive a more comprehensive report on the budget with line by line explanations of how the funds were being distributed.
Commissioner Brigette LeBlanc expressed a desire to receive the information no later than July 8th.

Dr. Espanola Jackson reminded the Commissioners that it was their responsibility to make sure funds were being properly used for the community.

12.0Â Â Â Â Â NEW BUSINESS REQUESTS for Future Agenda Items
Commissioner Janine Greer requested an item for discussion be added to the upcoming agenda regarding the seating arrangement for the Commissioners.

PUBLIC COMMENT
Onika Shabazz, Community Member requested an update from representatives from the Cambi Group who during a previous presentation provided information that committed their organization to widespread hiring in the Bayview District. The item will be referred to Commissioner Zheng and the Economic Development Advisory Committee. Â
