1.0 CALL TO ORDER AND ANNOUNCEMENT
Co-Chair Bobbrie Brown called the Wednesday, October 23, 2013 meeting to order at 6:08 p.m.
Ms. Carla Vaughn, Commission Secretary announced the 3 minute Public Comment time frame as well as the Sunshine Ordinance.
2.0 ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY

Ms. Carla Vaughn, Commission Secretary read the Consent Calendar.
3.1 PROPOSED ACTION
Commissioner Bobbrie Brown moved to approve the Thursday, October 10, 2013 Commission meeting minutes.
Commissioner Janine Greer seconded the motion to approve the October 10, 2013 Commission meeting minutes.
The minutes of the Southeast Community Facility Commission meeting of Thursday, October 10, 2013 were adopted.
Toye Moses, Executive Director welcomed Co-Chair Bobbrie Brown.

5.0 COMMUNICATION

5.1 CORRESPONDENCE
Update on letters to Harlan Kelly, SFPUC General Manager and Dr. Thelma Scott-Skillman, Interim Chancellor, City College of San Francisco regarding the request to include the SECFC in meetings on issues relating to City College are ongoing.
6.0 ANNOUNCEMENTS
Ms. Carla Vaughn, Commission Secretary announced the following:
-The next meeting of the Southeast Community Facility Commission will be Thursday, November 14, 2013.
-Residents of 94124 receive FREE vaccines for your dog every 2nd Saturday of every month through December 2013.
-Residents of 94124 can enter SPCA drawing to win a share of $6,500 in prizes.
Commissioner LeBlanc announced the NAACP SF Branch 2013 Annual Freedom Fund Gala, Saturday, November 9, 2013 at the Hilton Union Square.

Commissioner LeBlanc reported the work on the MOU is ongoing.

SECFC Committee Coordinator, Eleanor Fernandez provided the following update from the October 17th planning meeting:
The request to provide flyers in the Samoan language has been deferred because most of the population speaks English and there is no need to translate it.
There are 72 confirmed vendors to date. The program and floor plans are being created by Francis Starr, SECFC and Brenda Jones, SFPUC. Veronica Shepard and Lyslynn Lacoste of BMAGIC have suggested vendors/participants check-in at a registration table for orientation.
Emily Wade-Thompson, SFUSD has confirmed FacesSF and Juan Pazmino, Outreach & Enrichment for FacesSF as well as Bret Harte Middle School. Tamara Jones, SFPUC has confirmed the participation of her daughter Ashley George, 2012 Carnival Queen to provide a samba or yoga activity. Veronica Shepard is spearheading donations for give-away bags and t-shirts for staff.
Regarding media efforts posters have been created and banners are being handled by Sam Murray and BJ Jones, SFPUC staff. There will be an email blast from the SECFC office and a press release has been provided in the Bayview Footprints newsletter. Radio station KMEL announced the event this week and will add it to their on-air calendar and website. There is an announcement on the SECFC website.
Flyers have been distributed by Sunbourne Nursery, The Ambassadors, WWE, SFUSD, BMAGIC and many others. Flyers have been distributed in English, Spanish and Chinese. The UCSF Dental School through Michelle Davis has passed out their own flyers.
The certificates of honor for awardees have been provided from Mark Leno, Phil Ting, Nancy Pelosi, Tom Ammiano, Malia Cohen and Mayor Ed Lee. The crystal awards and a plaque honoring the late Willie B. Kennedy have been provided by the Southeast Community Facility Commission.
In closing, Ms. Fernandez thanked the SECFC staff for their help and Executive Director Toye Moses thanked Ms. Fernandez for her work on the project which proved invaluable.
Commissioner LeBlanc suggested contacting Rochelle Metcalf, reporter with the Sun Reporter and reporters from the San Francisco Post.
Ms. Fernandez said the papers had previously been contacted and she would follow-up.
Commissioner King commented regarding the raffle prizes acquired for the 2013 Health Fair which include a handmade quilt and tickets for four on a bay cruise. The Commissioner shared her passion for mental health issues and provided green ribbons to be worn in solidarity.
The final scheduled meeting of the Health, Housing and Public Safety Advisory Committee will be October 24. The public is cordially invited to attend.
The Health Fair is scheduled for Saturday, October 26 from 10 a.m. to 2 p.m.

Commissioner Chung reminded everyone to participate by donating to the food barrel for Mother Brown’s Dining Room.

Commissioner LeBlanc requested staff provide information regarding the MOU between the SECFC and the Human Services Agency to share space at the Earl P. Mills Auditorium to Commissioner Norman prior to the next meeting scheduled for the Facility Advisory Committee.
8.0 NEW BUSINESS
Director Toye Moses announced the nominations for Commission President and Vice-President would be accepted by the Presiding Officer, the Commission Secretary.
Carla Vaughn, Commission Secretary requested nominations for Commission President.
Commissioner Zheng, “Before the nominations is there any way I can make a comment?”
Carla Vaughn, Commission Secretary/Presiding Officer, (designated by Director Toye Moses), “I don’t believe so, no, the comments were for the public so if you want to nominate somebody you can do that.”
Commissioner Norman nominated Commissioner Karen Chung for President.
Carla Vaughn, Commission Secretary called for more nominations. There were none. The Commissioners voted unanimously to elect Commissioner Karen Chung as President.
Carla Vaughn, Commission Secretary called for nominations for Vice-President.
Commissioner Greer nominated Commissioner LaVaughn King.
Commissioner Norman nominated Commission Brigette LeBlanc.
Carla Vaughn, Commission Secretary provided ballots, collected them and tallied them.
The vote was as follows:
Commissioner LeBlanc – 3/ Commissioner King – 4
Carla Vaughn, Commission Secretary announced the new Vice- President is Commissioner King.
Director Moses invited Commissioner Zheng to express his ideas to increase community attendance at Commission meetings.
Commissioner Zheng suggested more strategic efforts in outreach to get community members to participate in the Commission meetings, such as sending someone from staff to attend the BMAGIC conveners meeting, social media usage, phone calls, door to doorknob and flyers to the monolingual population. In closing he reported meeting with community leaders from religious groups who agreed to help pass out flyers to church members.
Commissioner LeBlanc had comments regarding capacity and current staff responsibilities. She suggested each Commissioner take responsibility for an area of outreach and assist staff.
Commissioner Norman suggested inviting presenters that might provide more exciting subject matter and he hoped to start with SFPUC head staff.
Commissioner Greer had comments and questions regarding what worked in the past.
Toye Moses, Executive Director shared comments regarding the use of Facebook which was implemented by Commissioner LeBlanc.
Commissioner LeBlanc noted the community comes out when they are interested in the subject matter. Specifically she referred to the meeting attended by the supporters of the 100 bed homeless shelter to be located at Mother Brown’s.
Commissioner Zheng commented regarding the implementation of the following subjects; education, mental health, violence and jobs.
Commissioner LeBlanc commented regarding previous and ongoing efforts to reenergize the community. She said she hoped the Commissioners would utilize the information provided in the minutes from previous meetings to help understand the efforts being made.
Commissioners Zheng, LeBlanc and Norman continued the conversation and Commissioner Chung recommended creating an Outreach sub-committee. Dr. Moses agreed and suggested creating a Diversity and Outreach Committee.
Newly elected President Karen Chung and Vice-President LaVaughn King thanked the Commission for electing them.
9.0 UPDATE ON THE SOUTHEAST COMMUNITY FACILITY COMMISSION PUBLIC ART ORIENTATION
Commissioner LeBlanc congratulated President Chung and Vice-President King and provided an update on the public art orientation. Staff was thanked for helping to provide a list of community historians who will be interviewed for the purpose of creating the public art.
Commissioner LeBlanc invited the Commissioners to provide any ideas or input through email.
10.0 STAFF/DIRECTOR REPORT
Toye Moses, Executive Director thanked Bobbrie Brown for the leadership she provided. He also thanked Commissioners Karen Chung and LaVaughn King.
Dr. Moses thanked Eleanore Fernandez for her help coordinating the upcoming Health Fair and requested help from Renee Willette, SFPUC, to provide a full or part time position to help with outreach as requested by the Commissioners.
Dr. Moses said the outcome of City College accreditation is unknown and the Commission will invite the new Chancellor to provide a presentation and let the Commission know what the plans of the College will be.
Commissioner LeBlanc announced she would not be in town during the Health Fair but offered her support.
10.1 SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATE
Renee Willette, SFPUC welcomed the new Commissioners and thanked the current Commissioners for their service. She also thanked the Commission for partnering with the SFPUC on the Health Fair and the Job Fair. Ms. Willette said the SFPUC would like to partner with the Commission in December when the staff returns to their newly renovated office in the Phelps wing.
The real estate division at the SFPUC is working on a draft lease with 5 Keys Charter School and Ms. Willette would like to invite the school to the Commission to provide information about their program.
Karen Kubick, Director SSIP (Sewer System Improvement Program) would like to return and provide an update on the work that is going on. Sam Murray will provide an update on the digesters and the Project Manager will also present on this significant project.
Ms. Willette advised the request for outreach has been noted and will be considered within the draft MOU.
11.0 NEW BUSINESS REQUESTS for Future Agenda Items
Commissioner Greer said she is interested in a Bayview specific mental health coalition.
Commissioner LeBlanc requested a Commission retreat to help flush out ideas and suggestions. She also suggested staff consider dates for the November and December regular Commission meeting dates due to the upcoming holiday scheduling.
Commissioner LeBlanc requested a letter to the SF Arts Commission reminding them to mention the Commission when holding events in the community. She would like a similar letter forwarded to the Bayview Merchants Association as well as Supervisor Cohen’s office.
Commissioner Norman suggested the second meeting in December could be less formal and possibly a potluck event.
Commissioner Zheng proposed having a discussion regarding one commission meeting per month instead of two. He also requested clarification from the City Attorney regarding the ability of the Commissioners to comment prior to the election of officers.
Commissioner LeBlanc said the Commissioners should be allowed to voice their concern prior to the close of the meeting.
Dr. Moses said there would be a discussion regarding available dates for the 2nd meetings in November and December and the item would be on the calendar for the next agenda.
Dr. Moses suggested staff be directed to invite the new Chancellor of City College to provide a presentation to the Commission.
Commissioner LeBlanc suggested tabling the invitation until the 1st of the year.
12.0 PUBLIC COMMENT
Ms. Carol Tatum, community member had questions regarding the goals and objectives of the Commission. She suggested the Commission use community publications to reach out to the Community and also address the issue of Re-Entry which will affect many in the District because people newly released from the prison system will be returning to this community. Public parking on Sundays is also an issue for the churches.
Mr. Robert Woods, member SF Black Human Rights Leadership Council commented regarding the need of the Commission to advocate for the community. He noted the community has a lot of problems surrounding the need for jobs. He said labor and construction are the backbone of the community.
Mr. Noah King, community member, requested the Commission do more to relate to the youth of the community. He noted the closing of the Boys and Girls Club and the loss of the Midnight Basketball program.
Ms. Joy Richards, community member, requested the Commission address the issue of pipelines to prisons.
13.0 ADJOURNMENT
Commissioner Chung thanked everyone for their attendance and the meeting adjourned at 7:43 p.m.
