1.0 CALL TO ORDER AND ANNOUNCEMENT
Commission President Willie B. Kennedy called the Wednesday, February 27, 2013 meeting to order at 6:10 p.m. and announced the 3 minute Public Comment time frame as well as the Sunshine Ordinance.
2.0 ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY

3.0 CONSENT CALENDAR
Commission President Willie B. Kennedy read the Consent Calendar.
3.1 PROPOSED ACTION
Commissioner Brigette R. LeBlanc moved to approve the January 10, 2013 Commission meeting minutes as submitted.
Commissioner Karen A. Chung seconded the motion to approve the January 10, 2013 Commission meeting minutes.
The minutes of the Southeast Community Facility Commission meeting of Thursday, January 10, 2013 were adopted as submitted.
4.0 PUBLIC COMMENT IS LIMITED TO 3 MINUTES
Commission President Willie B. Kennedy provided the rules for Public Comment.
Rod, community member spoke briefly against the shelter project which was the topic of the presenter, Director Bevan Dufty.
Commission President Kennedy suggested he save his comments until after the presentation.
5.0 COMMUNICATION

5.1 CORRESPONDENCE
Letter of Invitation to Mr. Michael Baines, President, Baines Group, Inc. to provide a presentation about training programs that can assist Bayview residents to qualify for various construction positions available in the current re-flourishing construction field.
6.0 ANNOUNCEMENTS
The next meeting of the Southeast Community Facility Commission will be Thursday, March 14, 2013.
Commission President Kennedy announced the following:
The Annual Black Cuisine event is scheduled for Saturday, March 2, 2013 on Yosemite Avenue.
The Planning Department has provided a notice of a Public Hearing to be held on Thursday, February 28th, at 12:00 p.m. at City Hall, room 400. This discretionary review is proposed to establish a 17,014 square-foot social service and outpatient medical clinic (d.b.a. the Child Advocacy Center and Center for Youth Wellness) at 3450 Third Street, Units 2A and 2B. The proposal does not result in any expansion of the physical building and pertains solely to the change in use.
Family Night at the Academy (California Academy of Sciences) is open to all 3rd – 5th grade students, and their families in the Superintendent’s Zone-Bayview Schools! There is no cost for admission and a free family portrait, dinner & transportation will be provided. The event is Friday evening, March 1, 2013 from 6:00 – 9:00 p.m.

Economic Development Advisory Committee (Chair, Commissioner Karen Chung, Co-Chair, Commissioner Al Norman, and Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Karen A. Chung provided a report from the February 12th committee meeting. The presenter was Regina Dick-Endrizzi, Executive Director of the Office of Small Business. The focus of her presentation was on how the Office of Small Business can partner with the SECFC Economic Development Advisory Committee to promote local economic growth in the community and lay the ground work for a community business startup workshop or Business Fair in early 2013 with an emphasis on how to obtain funding for starting a business. A business fair is planned for May 30th to be held in the Alex Pitcher, Jr. Community Room.
Commissioner Al Norman provided an overview of the Economic Development Advisory sub-committee meeting on February 26. The sub-committee is overseeing the planning of the business fair. The sub-committee meetings will be held on March 12 & 26, April 9 & 23. All sub-committee meetings will be held from 12:00 p.m. to 2:00 p.m.
Commission President Kennedy acknowledged an award presented to Commissioner Brigette R. LeBlanc from District Attorney Gascón for fostering a safer San Francisco and for her work as a Community Leader.
Facility Advisory Committee, (Chair, Commissioner Brigette R. LeBlanc, Co-Chair, Commissioner Armina Brown, and Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Brigette R. LeBlanc thanked those who had attended the Facility Advisory Committee meeting that was held on Tuesday, February 26 and provided a brief overview of the meeting. She noted the facility was in Phase One of the remodeling efforts and reported there would be a new state of the art conference room which would be known as the Founders Room and would pay tribute to former Commissioners. Once the construction is completed there will be some rent increases for tenants. Last but not least there will be outreach efforts to organizations interested in the horticulture aspects of the building.
8.0 PRESENTER (Discussion and Possible Action)
Commission President Willie B. Kennedy introduced Mr. Bevan Dufty, Director, Housing Opportunity, Partnerships & Engagement (HOPE) and acknowledged his birthday.
Director Dufty addressed the Commission in support of the planning process for a Homeless Shelter serving in the Bayview next door to Mother Brown’s United Council of human Services for which the Human Services Agency received $1 million loan/grant to develop a 100 bed shelter.
Director Dufty introduced the following individuals who spoke in support of the proposed shelter:
Ms. Joyce Crumb who leads housing and homeless services for the Human Services Agency;
Ms. Gwen Westbrook, CEO United Council of Human Services/Mother Brown’s;
Mr. G.L. Hodge, Administrator, Providence Baptist Church and Ms. Helen LaMar, Executive Director, Providence Foundation.
Commissioner Chung had questions regarding the $1 million funding.
Ms. Crumb responded and advised the $1 million is for the building/facility.

There was overwhelming support for the project and only two comments against the project. Individuals also commented on the need to provide permanent housing for the homeless population and also the need for better lighting in the community.
Director Dufty provided the following phone number for homeless individuals in distress (415) 734-4233. He thanked everyone for their participation and spoke briefly about the application process.
Commission President Kennedy said the Southeast Community Facility Commission should support the project.
Commissioner Brigette LeBlanc provided a motion to send a Resolution to the San Francisco Board of Supervisors in support of the 100 bed shelter to happen expeditiously.
The second was provided by Commissioner Norman.
The meeting was suspended momentarily to commemorate the birthday of Director Dufty.
9.0 PRESIDENT’S REPORT (Discussion)
Commission President Willie B. Kennedy thanked everyone for their cards and letters during her illness. She advised the Commission of the housing being built behind 5800 and 5900 Third Street. Commissioner Kennedy thanked the community for their attendance and read the Mission Statement of the Southeast Community Facility Commission.
Commission President Kennedy announced the intent of the Commission to hold a Town Hall meeting to discuss plans moving forward for the Community at large. This meeting will be held in conjunction with the Citizens Advisory Committee sometime after the Job Fair.
9.1 UPDATE ON THE 9910 STATIONARY ENGINEER INTERN PROGRAM

10.0 STAFF/DIRECTOR REPORT (Discussion)
Dr. Moses reported meeting the new City College Chancellor and encouraged the Commissioners to invite her to provide a presentation to the Commission.
Francis Starr, Senior Management Assistant provided a report on the upcoming Phases for the building remodeling project. In 2014 the building will be vacated by tenants to allow the completion of the remodel which will be completed in 2015.
Director Moses announced the Alex Pitcher Jr. Community room will be available for events through June 2014.
11.0 SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATES

12.0 NEW BUSINESS REQUESTS for Future Agenda Items (Discussion and Possible Action)
(This item is to allow Commissioners & Staff to suggest/introduce agenda items for future consideration)
Commission President Kennedy requested a letter of condolences be forwarded to Dr. Espanola Jackson on the recent loss of her daughter Yvonne.
Commission President Kennedy suggested inviting representatives from the San Francisco County Transportation Authority who are leading the Bayview Hunters Point Mobility Solutions Study, working with community-based organizations to develop a pilot shared-vehicle program. The program will help organizations provide better services through more cost-efficient and extensive transportation.
Carla Vaughn, Commission Executive Secretary II announced Director Theresa Sparks of the Human Rights Commission will address the Commission at the March 27th Commission meeting providing an update on the investigation of the excessive arrest and incarceration of African American juvenile females in San Francisco, specifically for drug offenses.
