1.0 CALL TO ORDER AND ANNOUNCEMENT
Commission President Willie B. Kennedy called the Thursday, October 11, 2012 meeting to order at 6:06 pm and announced the 3 minute Public Comment time frame as well as the Sunshine Ordinance.
2.0 ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY
Ms. Carla Vaughn, Commission Secretary called roll at 6:07 p.m.

Commission President Willie B. Kennedy read the Consent Calendar.
3.1 PROPOSED ACTION
Commissioner Theo Ellington moved to approve the September 26, 2012 Commission Minutes as submitted.
Commissioner Karen Chung seconded the motion to approve the September 26, 2012 Commission minutes.
The minutes of the Southeast Community Facility Commission meeting of Wednesday, September 26, 2012 were adopted as submitted.

Invitation to Mr. Mike Males, Ph.D., Center On Juvenile And Criminal Justice Senior Research Fellow and William Armaline, Ph.D., San Jose State university justice Studies Professor to provide an update on the April 2012 report “San Francisco’s Arrest Rates of African Americans for Drug Felonies Worsens.”
Invitation to Ms. Theresa Sparks, Executive Director, San Francisco Human Rights Commission to provide an update on the investigation of the excessive arrest and incarceration of African-American juvenile females in San Francisco, specifically for drug offenses.
Invitation to Ms. Emily Murase, Executive Director, San Francisco Commission and Department on the Status of Women to provide an update on “A Report on Girls in San Francisco”.
Invitation to Mayor Edwin Lee to attend the 2012 Southeast Community Facility 5th Annual Health Fair.

Commission President Willie B. Kennedy announced a meeting would be scheduled to discuss the recommendation provided by Siri Datta Khalsa.
Joint PUC/SECFC Ad-Hoc Committee, (Chair, Commissioner Theo Ellington, Co-Chair, Commissioner Bobbrie Brown, PUC Representative, and Ex-Officio: Commission President, Willie B. Kennedy)

Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner Bobbrie Brown, Co-Chair, Commissioner Theo Ellington, and Community Members <see Commission Secretary for List> Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Theo Ellington, Co-Chair of the Health, Housing and Public Safety Advisory Committee, provided an update from the meeting held on October 10th and invited everyone to participate in the event.
There was discussion among the Commissioners and staff regarding the awarding of certificates and Commissioner Kennedy requested the certificates be awarded by Health, Housing, and Public Safety Committee, Co-Chair, Theo Ellington in her absence if necessary.
Economic Development Advisory Committee (Chair, Commissioner Karen Chung, Co-Chair, Commissioner Al Norman, and Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Karen Chung, Chair of the Economic Development Advisory Committee announced the next meeting would be held on Monday, November 5th at 2:00 p.m.
Facility Advisory Committee, (Chair, Commissioner Brigette R. LeBlanc, Co-Chair, Commissioner Armina Brown, and Ex-Officio: Commission President Willie B. Kennedy)
Carla Vaughn, Commission Secretary announced the date of the next Facility Advisory Committee meeting is scheduled for Tuesday, October 23rd.
8.0 PRESIDENT’S REPORT
Commission President Willie B. Kennedy provided an update on the collaboration/partnership with the Bayview Hunters Point Citizen Advisory Committee. She asked Commissioner Al Norman to take the lead and schedule a meeting with Christine Johnson and Diedra Smith the individuals representing the Bayview Hunters Point Citizen Advisory Committee in the collaboration/partnership with the Southeast Community Facility Commission.
8.1 UPDATE ON THE 9910 STATIONARY ENGINEER INTERN PROGRAM
No report.
9.0 STAFF/DIRECTOR REPORT
Toye Moses, Executive Director provided an update on the relocation of staff during the building renovation. Trailers will be delivered next week and will be occupied for approximately 3 months. Staff will be moved in two weeks. One trailer will be designated as a conference room for subcommittee meetings.
Dr. Moses and Francis Starr, Senior Management Assistant encouraged the Commissioners to attend and support the 2012 Health Fair.
Carla Vaughn, Commission Secretary announced Mr. Shamann Walton, Executive Director, Young Community Developers, is scheduled to provide a presentation at the next Commission meeting on October 24th.
Espanola Jackson asked for and received clarification regarding staff relocation and the discussion regarding the sharing work-space in the trailers with Hunter’s Point Family. Ms. Jackson noted that organizations working for the benefit of the community should be placed in the community they serve.
10.0 SAN FRANCISCO PUBLIC UTILITES COMMISSION STAFF REPORT & UPDATES
None.
11.0 NEW AND ONGOING BUSINESS (Discussion and Possible Action)
Commission President Kennedy reiterated her request to invite the authors of the report “San Francisco’s Arrest Rates of African Americans for Drug Felonies Worsens”, to provide a presentation to the Commission
Ms. Carla Vaughn, Commission Secretary said the invitation had been forwarded.
Commissioner Theo Ellington requested a letter of appreciation to Fernando Enciso-Marquez of BMAGIC for his excellent work above and beyond the call of duty.
Commission President Kennedy noted the excellent work of BMAGIC in the Western Addition and requested a letter of congratulations to the SF Giants for winning their Division Series and moving to the National League Championship Series.
In closing, Commission President Kennedy acknowledged Mr. Siri Datta Khalsa and said his recommendations would be addressed at an upcoming Governance Advisory Committee meeting.
