1.0 CALL TO ORDER AND ANNOUNCEMENT
Commission Vice-President Bobbrie Brown called the Thursday, June 27, 2012 meeting to order at 6:11 pm and announced the Sunshine Ordinance.
2.0 ROLL CALL AND ANNOUNCEMENT OF SUNSHINE AUDIO RECORDING POLICY

Commission Vice-President Bobbrie Brown read the Consent Calendar.
3.1 PROPOSED ACTION
Commissioner Al Norman moved to approve the June 27, 2012 Commission Minutes.
Commissioner Armina Brown seconded the motion to approve the June 27, 2012 Commission Minutes.
Commissioner Brigette R. LeBlanc abstained from voting.
The minutes of the Southeast Community Facility Commission meeting of Wednesday, June 27, 2012 were adopted as submitted.
4.0 PUBLIC COMMENT IS LIMITED TO 3 MINUTES
Emily Wade-Thompson, SFUSD Director Community Engagement, presented the Commission with a Certificate of Support and acknowledged and thanked the Southeast Community Facility for participating in the Superintendent’s PreK-12 Bayview Zone & Paul Revere Swun Math Bee.
Ms. Wade-Thompson reminded the Commissioners of the retirement of Dr. Patricia Gray and announced the new Assistant Superintendent would be Davida Desmond and the Executive Director is Dong Shil Kim.

Commission Vice-President Bobbrie Brown provided an update on the Health, Housing and Public Safety Advisory Committee meetings and the planning of the 2012 Health Fair.
The schedule is as follows:

Toye Moses, Executive Director of the Southeast Community Facility Commission introduced Ms. Diane Wesley Smith a new staff addition to the Southeast Community Facility Commission personnel.
Ms. Diane Wesley Smith said she appreciated the opportunity to work with the Commission on their outreach efforts.
8.0 PRESENTERS
Commission Vice-President Bobbrie Brown introduced Mr. Mohammed Nuru, Executive Director, Department of Public Works.
The Department of Public Works employs approximately 1200 full and part time staff. The agency maintains 850 miles of roads, 3000 litter receptacles and 35,000 street trees. The department is also responsible for three bridges and two tunnels. All Street structures/stairways are maintained by the Department of Public Works and the Department is responsible for $1 billion in active public infrastructure projects.
The agency receives up to 103,000 service calls annually through the city 311 system with requests for street cleaning and reports of illegal dumping and graffiti. The agency also receives calls regarding potholes and tree maintenance.
In the Bayview last year there were over 11,700 calls for roadway repair and defects, street cleaning and illegal dumping. Calls to remove graffiti are high. There have been at least 300 calls to date.
The department strives to ensure safe, clean, and green infrastructure and public rights-of way. Because of the passing of proposition B 1,389 street blocks will be repaved and renewed. 1900 curb ramps will be repaired along with 125,000 square feet of sidewalk. Pedestrian safety and streetscapes are a highlight of Proposition B. There will be pavement renovations on San Bruno Avenue and Bayshore. Funding has been provided for more greenery (streetscapes) on Potrero, Palou, Bayshore and Paul bike lanes, Hudson, Oakdale and Underwood. Keith Street and McKinnon Avenue have been completely repaved. The Department of Public Works is involved in several capital projects. They are as follows: Earthquake Safety & Emergency Response Bond ($412M) Public Safety Building ($239M) Neighborhood Fire Stations ($65M) San Francisco Public Utilities Headquarters ($190M) Pier 27 Cruise Ship Terminal ($92M) San Francisco General Hospital Rebuild ($887M) Laguna Honda Hospital ($584M) Veterans Building ($90M) Moscone Center Improvements ($56M) Branch Library Improvement Program ($189M).
Projects specific to the Bayview are as follows: New Bayview library/ Opera House landscaping/renovation/ Fire Station 17 – 1295 Shafter/ Coordination of infrastructure for the Shipyard and Hunters View/ Hilltop Park restroom renovation/ Arelious Walker stair replacement/ Quint-Jerrold connector road.
There are over 180 youth involved in the youth summer program.
Director Nuru introduced Rodney Hampton, Illegal Dumping Specialist, who focuses on illegal dumping in the area.
Mr. Hampton said his job is to raise awareness, educate, and hold homeowners accountable.

Director Nuru said the Department was happy with the program and a new generation of workers/leaders were being guided and developed.
Commission Vice-President Bobbrie Brown opened the floor to Commissioners for questions.
Commissioner Brigette R. LeBlanc asked if DPW was aware of the posting of illegal dumping on Facebook and expressed she was impressed with the youth summer program.
Director Nuru advised DPW is aware of social networking and has a Facebook page, a Twitter and YouTube account. He noted part of the problem in the Southeast sector is that a lot of people do not have garbage service.
Commissioner Brigette R. LeBlanc requested information be shared with the Commission regarding openings in the apprenticeship programs and had a question regarding the tunnels and bridges that are overseen by the Department.
Director Nuru said the tunnels and bridges are as follows: Stockton Tunnel/ Broadway Tunnel/ Geary Underpass/ Islas Creek Bridge.
Commissioner Theo Ellington had questions regarding the illegal dumping and the process to report it.
Director Nuru recommended calling 311 to report illegal dumping. The call will be directed to DPW. Every resident is entitled to two free pick-ups a year.
Because of the economy people have not wanted to pay for services and have used areas near and around Candlestick Park to dump their trash. An association of retired police officers and individuals from the sheriff’s department have been formed to approach people that are dumping illegally who can sometimes become violent.
Commissioner Theo Ellington inquired as to the process to change the street cleaning times to accommodate students taking classes at the Southeast Campus.
Director Nuru suggested forwarding a letter to DPW requesting accommodating the school.
Director Moses thanked Mr. Nuru for his presentation and commented regarding the fines to homeowners.
Commissioner Brigette R. LeBlanc had a question regarding the citations.
Director Nuru responded the citations could be as low as $100 or as high as $1,000.
Commissioner Al Norman had a question about individuals removing garbage from homeowners cans for personal recycling.
Director Nuru said the practice was illegal and would result in rates being increased for homeowners. He suggested homeowners place their garbage out in the morning, rather than the evening when dumpster diving was done.
Commissioner Karen Chung commented regarding the infrastructure projects.
Director Nuru said the bond measures provide funding for the projects.
Director Moses asked about career opportunities in the area of horticulture.
Director Nuru said from time to time opportunities are available through a gardener apprenticeship program. Classes are outlined through City College.
Director Nuru provided a Community Clean Team Volunteer flyer and invited everyone to participate at the kickoff on Saturday, July 14th.
Commissioner Armina Brown thanked Director Nuru for his presentation and commended the youth for their participation in the summer program.
Commission Vice-President Bobbrie Brown opened the floor to the community for questions and comments.
Diane Wesley Smith thanked Director Nuru for the work being done by the Department of Public Works and commended the youth for their participation in the summer program.
Emily Wade-Thompson, SFUSD, requested help in calming traffic near the schools.
Director Nuru said the Department of Public Works is working with the Municipal Transit Agency to determine what is needed to provide a safe environment for the schools.
Commission Vice-President Bobbrie Brown thanked Director Nuru for his presentation and said the community appreciates the work being done by the Department of Public Works.

10.0 STAFF/DIRECTOR REPORT
Director Moses reported on the current activities and operations of the Southeast Community Facility Commission and the services provided to the community. There are no issues other than the elevators and the Public Utilities Commission was responding to the maintenance needs of the facility.

11.0 SAN FRANCISCO PUBLIC UTILITES COMMISSION STAFF REPORT & UPDATES
Sam Murray, Southeast Community Outreach Director/Communications announced the possibility of electrical shutdowns due to testing going on at the Wastewater Plant.
12.0 NEW BUSINESS REQUESTS for Future Agenda Items. (Discussion)
Commissioner Brigette R. LeBlanc requested an invitation to Lolita Sweet to provide an update on the Clean Water Project in August.
Commissioner Theo Ellington requested an invitation to Jeffrea Morris, Parks 94124 to provide an update on the grants received for parks, and also to send a letter to DPW requesting a change in the hours for street sweeping to accommodate the students of the Southeast Campus.
Director Moses asked the Commission to direct staff to invite Davida Desmond and Dong Kim of the SFUSD Bayview Zone Schools.
Commissioner Karen Chung asked if there had been any response from the Small Business Administration. Director Moses responded there was no response and Commissioner Chung requested follow-up.
Commissioner Brigette R. LeBlanc wanted to know who invited Barbara Ockel, Director, Bayview Opera House to provide a presentation.
Carla Vaughn, Commission Secretary advised she was directed by the Commission President who has the authority to direct staff at any time to fulfill requests of the Commission.
