1.0       CALL TO ORDER, ROLL CALL AND CONSENT CALENDAR

 

Commission President Willie B. Kennedy called the Wednesday, April 27, 2011 meeting to order at 6:16 pm in the Alex Pitcher Community Room at 1800 Oakdale Avenue.

 

1.1       Call to Order and Announcements from President

2.0       PUBLIC COMMENT & ANNOUNCEMENT OF TIME ALLOTMENT

 

 

President Kennedy announced the time allotment and invited public comment.

 

 

Commissioner LeBlanc announced the following:

5.0       PRESENTERS

 

Commission Chair Kennedy introduced and welcomed Ms. Adrienne Pon, Executive Director, Office Of Civic Engagement and Immigrant Affairs who addressed the Commission regarding the 2010 census results.

 

 

The Census Bureau is a survey organization of the federal government.  The first of three major surveys is the Decennial Census which occurs every 10 years and determines the number of congressional seats for each state, and is used to distribute billions in federal funds to local communities. Second is the annual population estimate and projection where the latest census numbers, birth rates, death rates, and migrations are used.  Third is the American Community Survey which provides detailed characteristics of the population.

 

 

Ms. Pon stressed the importance of participating in the upcoming redistricting meetings and she provided charts from the SF Planning Department which showed the change in the San Francisco population by race and supervisor district.

 

 

The 2010 census results for District 10 show dramatic demographic shifts and increased diversity with a total population of 78,661.  The census bureau will continue releasing data through mid-2013.

 

 

In closing Ms. Pon said the census is about a community using their voice.  It is about the money, services, and representation provided based on the numbers of individuals in the community.  Also, it is important for the community to participate in every way possible.

 

 

Following are questions from the Commissioners:

 

 

Commissioner Chung requested clarification regarding the population increase in District 10.

 

 

Ms. Pon responded the biggest increase was in District 6 with a population of 94,788,  followed by District 11 with 79,539, and District 10 with 78,661.

 

 

Commissioner LeBlanc thanked Ms. Pon for acknowledging the success of the census survey in District 10 was due in part to community support and she asked for the names of the community groups.

 

 

Ms. Pon said they were Renassaince Parents For Success, Sojourner Truth, Bayview Adult  Multipurpose Center, and San Francisco Housing Association.

 

 

Commissioner LeBlanc had a question about the African-American population in District 11.

 

 

Ms. Pon advised the census showed 4,509 African-Americans in District 11.

 

 

Following are questions from the public:

 

 

Ms. Barbara Cohen, community member asked if the report was available on-line.

 

 

Ms. Pon advised the charts from the Planning Department were currently available and reports from the census would be available shortly.

 

 

Commissioner Kennedy thanked Ms. Pon for her presentation and welcomed newly elected Supervisor Malia Cohen who provided community and legislative updates.

 

 

Supervisor Cohen thanked the Commission for the invitation and for the note her family received  acknowledging the recent loss of their family member.

 

 

Supervisor Cohen thanked Ms. Pon for the Chinese and Spanish translation work her office provided which helped to disseminate information to the non English speaking residents of District 10.

 

 

Supervisor Cohen noted Bayview Captain Suhr was now the new Police Chief and she encouraged the community to actively participate in the process to find a new Captain for the Bayview community.

 

Supervisor Cohen serves on three committees and they are as follows:

Vice-Chair of Land Use and Economic Development Committee (meets weekly Monday at 1pm), Public Safety Committee (meets twice a month Thursdays at 3:30pm), and Chair for City and School District (meets once a month).

 

Supervisor Cohen is working with Supervisors Mark Farrell and David Chiu regarding Payroll and Tax Reform to benefit the small business community, especially those along the Third Street corridor.

 

The fate of the Redevelopment Agency is still unclear, however the Shipyard project will be going forward.

  

Regarding job development there are many projects such as:  Pier 70/ Merrit Power Plant/ Eastern Neighborhood Plan/ High Speed Rail.

 

The position of Dean for the Southeast Campus is important and has been vacant for some time.  There will be a committee of administrators, faculty and staff that will review applications and make a recommendation to the Chancellor.  The Chancellor and the Board of Trustees will review the applicants and the Board of Trustees will vote on the appointee.  It was noted that no one from the SECF Commission had been contacted to participate in the process.

 

Supervisor Cohen invited Sam Murray, Southeast Community Outreach Director to provide an update on the PUC 9910 program.

 

Mr. Murray introduced graduates from the 9910/9916 programs; Darrell Andrews/ Stationary Engineer, Mark Harris/ Superintendent Southeast Treatment Facility, Ted Mitchell/ Process Control Supervisor.  Mark Harris provided a brief summary of the 9910/9916 programs.  Applications were made available.

 

Supervisor Cohen provided an update on local hire.  Ms. Brown in the City Administrator’s office is the point person coordinating the implementation of the Local Hire Ordinance.

 

There are conversations regarding Pension Reform with Jeff Adachi, the Mayor, and key labor leaders.

 

Chair Kennedy thanked Supervisor Cohen for her presentation and announced Mrs. Loretta Cohen, the Supervisor’s mother would be honored on May 7th at the Gamma Phi Delta Sorority Mother’s Award Luncheon along with Mrs. LeBlanc, mother of Commissioner Brigette LeBlanc.

 

Commissioner LeBlanc had comments regarding the 9910 program and requested assistance from Supervisor Cohen to assure one or two persons from the Commission participate as  part of an Ad-Hoc committee to oversee the 9910 program. 

  

Commissioner LeBlanc requested an update on the opening of Fresh & Easy grocery, and if there were any plans to improve FoodCo.

 

Supervisor Cohen said the fate of FoodCo hinges in the balance of Redevelopment dollars so there is nothing tangible right now.  There is also a snag in the Fresh & Easy having to do with labor.

 

Supervisor Cohen requested a letter from the full Commission to the Chancellor requesting access to the hiring process for the new Dean of the Southeast Campus.

 

Commissioner Chung had questions regarding the percentage of completion and occupany of the Armstrong development.

 

Supervisor Cohen advised it was 70% filled.

 

Director Moses asked Supervisor Cohen to speak about her plans to house a community office at the Southeast facility on May 6th.

 

Supervisor Cohen said she will be available to the community from 4pm to 6pm on the 6th  of May and appointments can be scheduled through her office.

 

Supervisor Cohen noted the foreclosure rate which started in the Bayview was now spreading throughout the City.

 

Chair Kennedy said the Adult Day Care facility on LaSalle was in jeopardy of losing their funding and needed some attention.

 

Supervisor Cohen said she has met with Ms. Kathy Davis regarding the center and has been working on a document to be submitted to Carmen Chu, Chair of the Budget Committee, and Mayor Ed Lee, highlighting District 10’s budget priorities and the Adult Day Care facility is among them. 

 

Chair Kennedy introduced Tony Caruso, Vice-President of Decorative Plants.  Supervisor Cohen presented Mr. Caruso with a Certificate of Honor from the Board of Supervisors and Chair Kennedy presented Mr. Caruso with a Certificate of Commendation from the Southeast Community Facility Commission. 

   

6.0       PRESIDENT’S REPORT

 

 

Chair Kennedy reported the planning process for a Town Hall meeting with SECFC, CAC & PAC was on-going.  The suggested dates are July 30th  or August 13th  from 10am to 2pm pending the availability of Mayor Lee.

 

7.0       AD-HOC COMMITTEES REPORTS & UPDATES

Commissioner Brown reported the schools will be helping with the Health Fair.

 

Chair Kennedy reported PG&E and the Red Cross would also be invited.

 

Community Outreach & Public Safety (Chair Al Norman, Co-Chair Brigette LeBlanc, Member Karen Chung, Alternate Theo Ellington)

 

Commissioner LeBlanc reported the Outreach Committee was working hard to make sure the community stays engaged with the ongoing efforts of the Commission.  She thanked the Osirus Organization for helping to get the word out and following up on Facebook.  A survey is being prepared to request subject matter from the community to make sure the interests of the community are being addressed.  Said survey will be presented to the full Commission upon completion.

 

Economic Development Committee, (Chair Karen Chung, Co-Chair Theo Ellington, Member Brigette LeBlanc, Alternate Al Norman)

 

Commissioner Chung reported there had been no response from the UCSF Chancellor as of yet.  Also, the 9910 program was extended through May 13th.

 

Chair Kennedy added hard-copies of the application would be accepted.

 

 

8.0      STAFF/DIRECTOR REPORT

 

Director Moses thanked SECFC staff for their hard work.  He also provided an update on the letter from the LaSalle Heights Homeowners Association which was forwarded to the Department of Human Services Agency and Mr. David Curto, Director of Contracts would address the Commission.  As directed previously staff forwarded a letter to Mr. Phil Arnold concerning the issues at E.P. Mills Auditorium.  Mr. Curto has pledged to provide the help necessary to improve the E.P. Mills Auditorium.

 

Mr. Curto said upgrades would continue at the Whitney Young Community Center and the LaSalle Heights Homeowners Association had been contacted to resolve the issues and any misunderstandings that may have occurred over the neighboring situation with the Child Care Center.  There will be continuing improvements at the Whitney Young Center.  There are state cuts in funding for all childcare but it is still a high priority within the Department to maintain those facilities at a level that is acceptable to the community.  

 

Director Moses thanked PUC for making the new podium possible.

 

Francis Starr, Senior Management Assistant announced the Health and Housing Ad-Hoc Committee meeting on May 10th.

 

 

9.0   SAN FRANCISCO PUBLIC UTILITIES COMMISSION STAFF REPORT AND UPDATES

 

Sam Murray reported the PUC has a web address that is available and shows job announcements for the PUC.

 

Commissioner B. Brown said she was advised several individuals were not able to open the web page announcement for the 9910 program because the link did not open.

 

Mr. Murray said he would look into it and suggested they go to 1155 Market Street, 8th floor to pick up applications.

 

Carla Vaughn, Commission secretary advised applications and the job announcements were also available at the SECFC office.

 

 

 

10.0   ONGOING BUSINESS

 

Director Moses reported the PUC has agreed to fund the retreat facilitators and refreshments.

 

Commissioner LeBlanc requested healthy refreshments.

 

 

11.0   NEW BUSINESS REQUESTS

 

Commissioner LeBlanc requested a letter to Ed Harrington, SFPUC General Manager requesting someone from the SECFC participate in the oversight of the 9910 program to ensure it’s success, with a copy to Linda Marini, SFPUC Human Resources Department.

 

Commissioner LeBlanc requested a letter to the Chancellor of City College requesting participation of the SECF Commissioners in the selection process of a Dean for the Southeast Campus, with a copy to the Board of Trustees.

 

Director Moses suggested SECFC staff should also be included in the process.

 

Commissioner LeBlanc requested a letter of congratulations to the new Chief of Police, Chief Suhr, along with an invitation to address the Commission.

 

Commissioner LeBlanc requested a letter of invitation forwarded to the Chancellor of City College to provide updates.

 

Commissioner LeBlanc requested a letter of invitation to SFUSD Board Member, Kim-Shree Maufas, along with Dr. Patricia Gray to provide an update on the state of the schools in District 10 and to advise the community in how they can support Ms. Maufas as the District moves forward building the schools in District 10.

 

Carla Vaughn, Commission Secretary announced an invitation had been extended to Ms. Linda Marini for May or June.  Also, an invitation was extended to Ms. Geoffrea Morris to discuss 94124 Parks for May.  An invitation has been extended to Ms. Tacing Parker, Director, Truancy Assessment & Resource Center for June.  There is an outstanding invitation to City Build and Young Community Developers.  We have not received responses to invitations to Commissioner Timothy Simon of the PUC Commission, or Dennis Herrera, City Attorney.

 

Commissioner LeBlanc requested forwarding letters to the four Community Based Organizations mentioned by Ms. Pon that were so helpful during the 2010 census.

 

 

12.0   PUBLIC COMMENT

 

 

Jackie Philips, Bayview resident, thanked the Commission for their help in getting the extension for the 9910 program and requested that at least 50 trainees be hired since the plant was expanding.

 

Mike Brown, community resident had comments regarding the promises made to the community and commended Commissioner LeBlanc on her questions. 

He said he hoped the Commission would put a committee together to oversee the 9910 process. 

 

Kevin Epps, community film-maker, said he hoped the process would continue to move forward and include participation from more young people.  He thanked Director Moses for his ongoing support and Commissioner LeBlanc for her questions.

 

Antoine Perry, case manager for Inner City Youth addressed the Commission regarding employment opportunities for youth.  

 

Commissioner Kennedy invited the youth to attend the CAC and PAC meetings. 

 

Kendahl Starling, of Inner City Youth requested help from the Commission in providing more jobs to the youth of the community.

 

Brandon Jackson, of Inner City Youth requested help in acquiring more opportunities for the youth in the community.  He suggested combining two salaries and sharing it among 3 individuals instead of two.

 

Omar Ward, of Inner City Youth requested help in acquiring jobs not just with the PUC but with all City Departments.

 

Commissioner Kennedy said training programs were good, but job placement was even better and Supervisor Cohen should be included in the conversation.

 

Nadine Boyd, SFPUC general laborer asked for an opportunity to advance and requested the PUC be held accountable to give status reports and updates.  She noted the 9910 program was cut to 77 hours.
