CALL TO ORDER



Commissioner President Willie B. Kennedy called the Wednesday, May 26, 2010 meeting to order at 6:10 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue. Commissioner Kennedy read the Sunshine Ordinance.

1.1 ROLL CALL

1.2 CONSENT CALENDAR

Commission President Willie B. Kennedy announced the Consent Calendar.

The consent calendar was moved by Commissioner Louise Jones and seconded by Commissioner Bobbrie Brown.

2.0 COMMUNICATIONS

l) Announcement: Dwayne Jones, Executive Director, Communities Of Opportunity Wednesday, May 26, 2010 6:00 p.m. at the Southeast Community Facility Commission

3.0 PRESENTATION

President Kennedy introduced Dwayne Jones, Executive Director, Communities Of Opportunity. He will be speaking on Updates On Job Placements, SF Census Complete Count2010 – participation, etc.

President Kennedy also welcomed the large group of people in attendance and invited them to attend future commission meetings which occur twice each month and she told them that these are important meetings for the community because the meetings present many significant people and important issues of interest to this community that they would not get an opportunity to hear and be kept up to date on what these people are doing downtown in various departments

Eric Butler spoke about Community Of Opportunity being the first effort of public property management. COO hopes one day to take over management of public property. They have a mission of Education, Employment, Housing and Health. Along with Catholic Charities, they were able to stop 1300 people from being evicted from their homes. COO has a goal to eradicate poverty. Dwayne Jones arrived and addressed COO work on the 2010 Census. They vigorously challenged the BVHP and Visitacion Valley communities to open their doors to get residents to fill out the Census forms. 10,000 door hangers were distributed and the Bayview was higher than 70% response to the Census. He said that 30,000 people live here and 15,000 are in public housing. Mr. Jones advised that COO, with the help of their partners, exceeded getting 20,000 people to participate in the Census. COO plans to do it again in 2020. COO has a one-stop center where they have registered 600 people in the San Francisco Health Plan. They also provide van pick-up service to take children to school from Alice Griffith and Sunnydale. COO has helped over 600 people get jobs who they feel would never have been able to get a job without COO’s support. They provided youth summer camps without much funding and provided mentorship programs at four of their centers.

Mr. Dwayne Jones spoke about COO’s goal of positive change, and
intolerance for the status quo. He stated that whether the members get paid or not, the work gets done, and how he appreciates the Commission’s support as he tries to figure out how to empower residents to take control of their own lives in their own communities. He observed that all of the Commissioners and Dr. Moses have been great mentors and leaders and he hopes they will continue to do so as these young leaders continue this work to transform this community. President Kennedy thanked Mr. Jones and his “soldiers” who do the work to develop leadership and inspiration. Commissioner Louise Jones thanked COO for the work they are doing with schools, providing transportation and supporting school principals and teachers and students. Commissioner Karen Chung spoke in thanks and appreciation for the work COO is doing and extended her support into the future. Executive Director Toye Moses spoke in enthusiastic support of COO, and offered his continued availability to their members. He also thanked Dwayne Jones.

Commissioner Kennedy asked Dwayne Jones “Will this COO work continue?” He responded that there is no way that you can stop these people now. The COO members shouted their affirmation and joy. They were invited to come back soon and often! .

4.0 REPORT OF THE PRESIDENT

There was no report; however, President Kennedy once again expressed her appreciation for the Communities of Opportunity presentation.

5.0 STAFF/DIRECTOR REPORT

Director Toye Moses reported that the Health Fair was excellent and he thanked Sam Murray of the P.U.C. for the donation of money to the Health Fair. Director Moses said he is sad to report that City College decided there will be no summer classes at the Southeast Campus. The Chancellor also decided to move Gateway to College to the Main Campus. Director Moses asked the Communities of Opportunity too attend the Commission meeting when the Chancellor of City College addresses the Commission. The COO group responded that they will positively be here on that date.

Director Moses reported that two new employees are in the pipeline, and that the hiring process has begun.

6.0 S.F. PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATES

Mr. Sam Murray spoke to Dwayne Jones as a former resident of BVHP. He acknowledged Mr. Jones work, and Mr. Murray wants to do a letter of commendation sent out by the Southeast Facility Commission. In the past, Herb Dang and Greg Mayer from the Public Utilities Commission have been attending commission meetings. Mr. Murray introduced John Powell, Acting Maintenance Manager, who will be attending the meetings in the future. Mr. Powell says there are probably a dozen vacancies right now in his division of approximately 140 employees. He also encouraged
COO members to go to Local 39 to find out about the exam. He cited
Successful employees who went through the apprenticeship program and became Stationary Engineers. He said the city libraries have books on how to study for exams. He indicated that if one does not make it the first time, but keep showing up for the test to retake it.

Mr. Murray spoke about the Health Fair. He has lost 50 lbs himself, and he thanks Director Toye Moses and Commissioner Louise Jones for involving him in the Health Fair without whose activities and information, he probably would not have been successful in losing the 50 pounds. He stated that without Commissioner Jones, the Health Fair might not have ever come into being.

Mr. Murray addressed the apprenticeship program and the upcoming test for Stationary Engineers give by Local 39 in July. A journeyman Stationary Engineer makes $80,000 a year. Stationary Engineers positions are globally located. Mr. Murray stated that Dwayne Jones and he took a trip up to Cal Maritime and that they learned that ship pilots start at $450,000 a year He encouraged members of COO to look into these opportunities for careers and employment. Commissioner Churchwell inquired about getting prepared before taking the test, and the above contact information will get you information on tutoring and books (“GED For Dummies” , “Mechanical Aptitude”) and online training.

Mr. Murray said that the Digester Task Force is hold it last meetings. It will be going before the SFPUC Commission on June 22nd with its report.
They will also bring the report to the Commission for them to look over.
He thanked Commissioner Bobbrie Brown and Commissioner Helen Yang for their outstanding work and attendance at the Digester Task Force Meetings. Commissioner Kennedy also encouraged COO members to look into the Stationary Engineer Exam as an excellent career opportunity especially available to the BVHP community. Mr. Sam Murray pointed out that one of the people who scored the highest on the exam comes from the BVHP community and he is now a highest Grade 5 Engineer making an excellent salary and he still lives in the community.

7.0 NEW BUSINESS

Request for writing a letter to the Mayor about Dwayne Jones. The commission will honor him at the next commission meeting on June 10, 2010.

8.0 PUBLIC COMMENT

Mr. Tony Caruso, tenant and training “Careers In Horticulture” would like to be on a future agenda. They hire from the community.

Antoinette Ogley congratulated the COO. She spoke about the Alice Griffith Women’s Opportunity Group which started in 2009. They meet every Wednesday at 400 p.m. at the Opportunity Center and serve a meal. They are also about positive change and how to raise families and to try to visualize how to transition their lives from living in a crisis mode to a more manageable lifestyle. This is for women; however, men are welcome to attend. She also advised about the Alice Griffith Investment Club which is to create a self-sufficiency fund directed by the member that will enable to be self-employed and to employ other women and to break the cycle of poverty. They are having a luncheon on Saturday, June 5th at 2525 Griffith St. at 12 Noon to discuss Health Issues for women of all ethnicities. Childcare will be provided.

9.0 HEALTH AND HOUSING AD HOC COMMITTEE REPORT

Commissioner Louise Jones reported that they are taking care of a variety of tasks left over from the Health Fair. She stated that the vendors at the Health Fair were excellent. Said stated that the organization for the Fair was outstanding. She will have further information at the next meeting.
