CALL TO ORDER
Commission President Willie B. Kennedy called the Wednesday, August 25, 2010, meeting to order at 6:07 p.m in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue. Commissioner Kennedy read the Sunshine Ordinance.

5.0 PRESENTATION
Mr. Sam Murray, SSFPUC introduced Ted Mitchell who was originally hired by Mr. Alex Pitcher in a training program with the SFPUC and is now heading up the Instruments and Controls group. He is a fine example of the successful outcome of the training program which was supported and
promoted by Commission President Willie B. Kennedy at its origin.
Mr. Murray spoke about drinking water quality being of a very high caliber in the Bay Area and San Francisco. The Hunters Point Reservoir Upgrade has everything to do with preserving the water quality in the BVHP community for the future. Mr. Murray introduced Mr. Saed Touloui, Senior Engineer III, Project Manager for the Hunters Point Reservoir Rehabilitation and Seismic Upgrade Project. Mr. Touloui made the original presentation for this project on April 28, 2010. Mr. Touloui said that all of the plaza on top of the reservoir will be fenced off. The only access is from the Community Center. They will fence it so that there will be no access to the residents. The noise and dust will be kept to a minimum. Most of the work will be inside the reservoir. The reservoir will be fed with water from other sources so there will be no interruption of water to the reservoir. Neighbors will be notified well in advance of construction activities. Commissioner Kennedy inquired about a security contractor; there will be a security fence and Sam Murray advised that all materials will be stored underground in the vault. Commissioner Chung asked about the project’s cost, the projected cost; it will be $ l.2 – $l.6 million dollars when completed.
Contract and Bid dates will be advertised neighborhood papers. The SFPUC encourages small business crafts such as welding, electrical, and plumbing to apply. The Subcontracting goal for this project 16% total for Local Business Enterprises (LBE). First Source Hiring will be handled through City Build. Mr. Touloui wants it known that the Pre-Bid Meeting is NOT a job call. It is about the contractors learning about bidding on a contract to work on this project under the guidelines of the City and County of San Francisco.
Pre-Construction Activities including construction Bid documents are getting prepared. Neighbors will be notified as soon as established. Notice will be mailed to neighbors 30 days prior to the start of Construction. Commissioner Al Norman will be a conduit for the Merchants Association and other BVHP agencies.
There is some minor concrete deterioration. A few trees (6) that are impacting the basic structure will be removed. The rest of the many trees will remain. Minor seismic retrofit work will be done inside the reservoir. There will be new operation platforms. They will replace deteriorated valves in the street and in the vault. They will replace corroded and outdated electrical components inside the vaults. The Communication system will be upgraded. City Garden Project will do the landscaping for this project mainly in the southwest planter. The proposed schedule is as follows:
Design Phase: Completed
Advertise Project: September 15, 2010 (tentative)
Pre-Bid Meeting: September 28, 2010 (tentative)
Bid Open: October, 2010
Proposed Construction: Early 2011 to early 2012

City Build’s, Joe Pryor from the Mayor’s Office, Economic Development said that 50% good faith referrals will go to San Francisco residents, 20% apprentice is required, direct referral, journeyman, and a broad spectrum of San Francisco residents will be referred to them. Their Database has a large proportion of Southeast residents. Mr. Touloui expects to get a good response and he pointed out that outreach is extended to a month and one-half at least. Sam Murray stressed that the Commission be kept informed at every commission meeting He will make contact with the SFPUC, City Build and HRC. 6.0 STAFF/DIRECTOR REPORT
Director Toye Moses announced that a new Dean Augustine will replace Dr. Veronica Hunnicutt at the Southeast Campus. Dr. Hunnicutt will be at the Main Campus, Student Affairs. City College classes have started at the Southeast Campus. Francis Starr, Management Assistant, gave a report on staffing with a new 1426 Sr. Clerk starting on August 23rd, He is expecting a 1452 Executive Secretary to be on board September 20, 2010. He is working on small improvements around the facility.
7.0 S.F. PUBLIC UTILITIES COMMISSION STAFF REPORT & UPDATES
Mr. Larry Spillane, Superintendent of Maintenance at the Southeast Water Treatment Plant spoke about working with Francis Starr and Dr. Moses with elevator repair at the SE Facility and they are in the process of getting a Bid for the Fire Alarm system upgrade when the contractor returns from vacation. He said that at the Southeast Water Treatment plant, they are in the midst of a odor control project. Commissioner Al Norman said as you pass by the Plant or Evans St., one notices the smell, but that the odor has been worse than ever all over the neighborhood and he was wondering why? Mr. Spillane advised that they have been working with their Operations staff on some shut-downs and they use “good bugs” in the digestion process. They were experiencing low numbers of “good bugs” and good bacteria in their process and the Operations division is working on getting the numbers back up on the “good bugs” and good bacteria and they are also installing a number of carbon scrubbing units over on the Clarifier area and they are hoping that things should be improving now. He will bring that comment to Operations, that there is a belief that things are getting worse. Mr. Sam Murray of the SFPUC reminded the Commisson that he did advise them that there would be some shutdowns because they are running some tests. They are also doing some upgrades and repairs along Third Street on September 6th tentatively. The Digester Task Force advised them that when the new Digester is brought on line, the old digesters will still be functioning and the odor problem should not be worse. The Digester Task Force Report is before the Citizens Advisory Committee at present and will go on to the SFPUC Commission.
8.0 NEW BUSINESS
Commission President Kennedy requested staff to send letters of invitation to the following:
A. Newly appointed Chancellor of the UCSF Medical School, for
a get-acquainted meeting to address the Commission and BVHP residents on matters of interest, e.g. jobs at the UCSF/Mission Bay etc.
B. Assemblyman Tom Ammiano: Updates on State budget cuts and their impact on the Community Based Organizations in San Francisco.
C. State Senator Mark Leno: Updates on the State of the Union and issues of interest to the residents of the Southeast Sector of San Francisco.
Commissioner Kennedy stated that we know that they have a Budget that has not passed yet. She understands that a lot of our small 1C3 and those other agencies that are most benefitting the majority of people in the community are losing out on the funds that are coming into the City. She has heard that a good deal of the funds are going to big agencies like Goodwill and other large agencies to be the fiscal agents for the smaller foundations and that the funds are not being distributed to smaller organizations. She wants a speaker from the Mayor’s Office to address these questions for the Commission on why this is happening and why the local people who have always been the fiscal agents for some of the smaller agencies have been cut out of the process.
9.0 PUBLIC COMMENT
Tony Caruso spoke about an unannounced, but welcome visit from Michael Carlin, SFPUC, and Sheriff Michael Hennessey last week, and it sounds like there may be some plans in the future that will bring the Southeast Community Facility and his company closer together in job development training and its outreach to the community. The three tenants met with them and welcomed them looking forward to working with the SFPUC, the Sheriff’s Department and the Commission on future plans.
