John Marian, I am a 7368 Senior Communications Systems Technician with the City and County of San Francisco. My comment is in reference to a supported agreement between the Department of Technology (DT) and the vendor Motorola regarding support for the next 15 years in the public safety radio system. Over the past 50 years, the radio shop has maintained communication for the City and County of San Francisco. For the past 20 years, the current system that we are on now will be changing to a newer system. For PSC #41337-15/16, the current agreement between DT and Motorola for the next 15 years for 26M dollars gives Motorola 15M for labor and maintenance support and 11M for technical refresh. The concern at the radio shop members is that over time when budgets are tight 7362 Communication Systems Technician and 7368 Senior Communications Systems Technician can possibly face termination. |

Demetrious Cutino, I was here approximately a year ago because I filed a complaint and that was denied by HR. I appealed the denial to the CSC and it was approved. However, DHR took the complaint and discarded it. I am just here to get what I asked for last time. |

Michael Brown, Executive Director made three (3) announcements:  (1) Consent Agenda Item #9 (Appeal by Angela Long, IFPTE Local 21 on the Decision to Change the Minimum Qualifications of the Forensic Toxicologist Classification Series 2403, 2456, 2457, and 2558) is requesting postponement to November 4, 2019 by mutual agreement between the Local 21 and the Department.  (2) Agenda Item #11 (Appeal by Stephanie Winston of the Human Resources Director’s Determination to Administratively Close Her Complaint of Harassment and Retaliation), a request was received today by the appellant to postpone the item to November 18, 2019 due to conflict in scheduling and to allow a union representative to be present. When the item is called, the Department will come forward to state if they are in agreement with the postponement.  (3) Closed Session Agenda Item #16 (Appeal by Manisha Lal of the Human Resources Director’s Determination to Administratively Close Her Complaints of Harassment) has officially been withdrawn by the appellant. |

Micki Callahan, Human Resources Director made the following announcements: Â
Resources (DHR) is focusing on improving employment opportunities with persons with disabilities in the City. Our newly promoted Diversity and Recruitment Manager, Porsche Bunton presented at the HR meeting last week about ways departments can support persons with disabilities through CSC Rule 115. Porsche Bunton also explained how she will be providing services to departments by providing a diversity tool kit, developing best practices, and collaborating with departments to find out where they need to improve their efforts and how DHR can support them. Â

The SFMTA's Advanced Train Control System ("ATCS") is a proprietary system that was supplied to the San Francisco Municipal Transportation Agency (SFMTA) by Thales Transport & Security, Inc. ("Contractor" or "Thales") on August 10, 1992. This contract provides a framework Master Agreement under which the SFMTA can issue purchase orders to the supplier for specific proprietary goods and services. Each purchase order has its own scope, schedule, funding source, and approval cycle. Staff anticipates that equipment, software, and associated services to be procured under this contract may include but are not limited to: Upgrade ATCS software, including upgrades to diagnostic devices, Upgrade ATCS system simulator hardware and software; Equip new rail vehicles with ATCS equipment; Add digital signal processors to Axle Counters; overhaul and upgrade Vehicle Control Center computers; overhaul and upgrade Station Controller computers; Upgrade I/0 & Data Transmission Racks; Upgrade the data transmission medium from inductive loop to wayside radio; Refurbish shop special test equipment. |
