I. MINUTES

Public Comment
Chalres Pitts said that the Minutes should reflect when a Member is late or absent. He said the Minutes should be on the web site before the meeting.

II. REPORTS
A. Department of Public Health (DPH)
Committee Member David Nakanishi apologized for his lateness and explained he was staffing Project Homeless Connect. Committee Member Nakanishi said that in April, on 7th and 21st, the Health Commission will review budget cuts.

B. Shelter Status Report
Committee Member Cindy Ward reviewed the vacancy reports, stating that with the exception of Providence, there was an average of a 93% occupancy rate in the single adult shelters in the month of February.

Committee Member Ward said that there was work being completed at Compass Family Shelter including the construction of a community kitchen and elevator improvements.

There was no Shelter Advocate report.

C. Standard of Care
Committee staff Bernice Casey reviewed the Standard of Care report for the month of February. Ms. Casey stated that two clients had recently expressed distrust for the Committee, stating that they were working with the shelters as well as stating the Committee did not help clients.

Vice Chair LJ Cirilo stated that teams should start attending community meetings and doing outreach to clients, explaining the scope of the Committee.

Committee Member Robert Weber said that it was important the site visits allowed for a minimum of 10% of clients interviewed.

The Committee discussed the response process from the Department of Public Health and requested staff to prepare a report analyzing past responses for the April meeting.

III. PUBLIC COMMENT
Kathy Treggiari of ECS said she enjoyed collaborating with the Committee and DPH on the investigation. She said that the investigations allowed her to see what needed to be done.

Charles Pitts said the Committee needed to better use the few tools it had. He said the Committee needed to get more information from clients and said that the drop in hours were only for a few hours a week.

IV. OLD BUSINESS
A. Policies and Procedures .
The Committee reviewed and made changes to draft Version 12 of the Policies and Procedures.

III. NEW BUSINESS
A. Site Visit Forms
Ms. Casey reviewed the forms and alerted the Committee of consistent discrepancies with the visits and inspection reporting, specifically the new language with Standard 8 require sites to have written information for clients regarding services.

Chair Ramses Teon-Nichols suggested that teams carry the methodology with them when conducting visits. Chair Teon-Nichols continued the item to the April 20, 2011 meeting.


Public Comment
Briana Moore asked if there had been an opportunity for input on the forms beforehand. She suggested changes to the survey and stated she would follow up with Committee staff.

B. Quarterly Report
The Committee reviewed and made changes to March 2011 Quarterly Report, which covers the second quarter of 2010-2011.

Public Comment
Charles Pitts pointed out a typo in the report and suggested that the Committee look at the report and what clients are saying.

Nan Kaiser said discussed what she considered health hazards at Sanctuary shelter.

Briana Moore said that she was concerned with the lack of site visits being conducted by the Committee and asked if staff could do visits.

Charles Pitts said that hopefully Committee Members not doing site visits will be in the past.

IV. INFORMATION REQUESTS
A. Staff Report
Committee staff reviewed the March 2011 Staff Report.

Public Comment
Charles Pitts said to read the Sunshine Ordinance and told the Committee to show up and do your job.

B. Information Requests
The Committee reviewed the Information Request items and requested a report back at the April 2011 Committee meeting.

Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
