ORDER OF BUSINESS
I. Call to Order, Roll Call/Introductions, Sue Cauthen Chair 6:05 PM

III Public Comment
Deborah Doyle, Friends of the Library, said she visited the LCAC meeting to see it in action and announce that she is chair of the California Librarian Assn’s legislative committee.
IV. Branch Library Improvement Program: Update

B. Bannon reported that the BLIP is going well. 8 renovations and 4 new libraries have been completed, 7 are in progress, 3 are in the bidding stage and 3 are under design. The improved bidding climate will allow adding to reserves and transferring funds to the Visitation Valley and Presidio projects, and fully funding a new Bayview branch without issuing new revenue bonds.
E. Lopez reported 13 projects (12 libraries plus a service building) completed, which is 52% of the BLIP program. By the end of 2010, BLIP will be 84% completed. North Beach and the Bayview branches are in the design phase.
E. Lopez also outlined strategies adopted to streamline the bidding and payment process and intensify outreach to contractors. As a result, more bids are coming in on each project.
There followed a discussion in which each member of the LCAC asked a question of the speakers.
A resolution regarding interim audits of the BLIP projects was presented for approval.
A motion to approve the following revised BLIP audit resolution carried by an 8-4 vote.
BLIP AUDIT PROGRAM
Whereas the San Francisco Controller’s audit of the West Portal library modernization project found numerous violations of the contract terms; and
Whereas, the Library Citizens Advisory Committee heard presentations from the audit team in the Controller’s office and the Department of Public Works official who managed the project; and
Whereas, it is critical that projects of the Branch Library Improvement Program (BLIP) adhere to their contract requirements;
Therefore be it resolved that:
The Board of Supervisors Library Citizens Advisory Committee recommends that the BOS adopt a resolution urging the Department of Public Works and San Francisco Public Library to take the necessary steps to (1) adhere to BLIP contract terms, (2) facilitate completion of BLIP projects on time and on budget and (3) audit other BLIP projects with a dedicated funding source..

V. Outreach
Ted Bamberger reported that the activities page found on the Library’s website for each branch library shows the programs taking place at that library. He said Supervisor Avalos suggested that each supervisor place in their monthly e-mail newsletter a link to the activities page of each library in their district. T. Bamberger moved, and C. Moody seconded a motion directing T. Bamberger to contact the Library re linking branch programs to each supervisor’s e-letter.
A motion to approve the outreach resolution was carried by a 12-1 vote.

VI. Approval of September, October Minutes
Cuttler moved and Soto seconded a motion to approve the minutes, which carried by an 11-2 vote.
