Presidio Neighborhood Representative Work Group

1. CALL TO ORDER AND ROLL CALL
Chair Redmond Kernan called the meeting to order at 10:11 a.m..

2. APPROVAL OF MINUTES
By motion of Ms. Evans and second by Ms. Hulka, the minutes were approved.
3. CHAIR REPORT
With the help of Catherine Stefani, Mr. Kernan provided an overview of the work group’s upcoming schedule and deadlines:
8/12 Supervisor Alioto-Pier will place a hearing request for the work group’s report
9/9 Supervisor Alioto-Pier may introduce a resolution for the board to adopt the work group’s
report with the goal that the resolution could be voted on by the full board on Sept. 16th
9/11 The work group’s report will be heard in the City Operations and Neighborhood Services Committee at 1 p.m.
9/16 The Board of Supervisors may vote on the resolution
Catherine Stefani urged the Presidio Trust to respond the work group’s extension of time request placed on July 24. Ms. Stefani further urged the trust to accept the extension request before August 12, taking into consideration the Board of Supervisors recess and the additional pressure it places on the work group’s schedule. Ms. Stefani explained that the city departments are aiming to get their comments turned in to the City Attorney’s office by September 1. Ms. Stefani recommended that the work group finish a draft of its report by August 28 so that work group members can vote to adopt the report at the last work group meeting before the September 11 committee hearing.
4. OVERVIEW OF WORK GROUP ISSUES/CONCERNS
Ms. Stefani explained the Supervisor Alioto-Pier has sent requests to the Mayor’s office that work group members receive drafts of the city department reports. She is waiting to hear back. Mr. Kernan requested that Supervisor Alioto-Pier send an additional extension of time request to the Presidio Trust. Mr. Kern urged work group members to submit their comments ASAP so he can take them into consideration when drafting the work group’s report. He plans to submit a draft report to the work group on August 14. He then hopes to make corrections and submit the edited version on August 21. Mr. Kernan requested an after action report from the Presidio Trust regarding the parking, traffic, visitation statistics, etc. of the recent Aloha Festival in the Presidio.
5. REPORTS FROM CITY DEPARTMENTS RE SEIS
a. City Attorney: not present
b. Municipal Transportation Agency: not present.
c. Mayor’s Office of Economic & Workforce Development: not present
d. Mayor’s Office of Neighborhood Services: not present.
e. Planning Department: Randall Dean of the archeology sector was present and explained that his responsibility is to review the SEIS from a CEQA perspective, even though it is not necessarily a CEQA document. Mr. Dean explained that although the maps used in the SEIS do not represent archeological updates since 1993, the text used in the document does represent the changes in archeological fieldwork since that time. Mr. Dean explained the process of geo-probing, which has occurred on the proposed CAMP site in search of prehistoric deposits. When asked whether all of the potential CAMP locations within the Presidio had been geo-probed, Mr. Dean stated that they had not. Mr. Kernan stated that he believes the alternative CAMP sites should be tested as well.
f. San Francisco County Transportation Authority: not present.
g. Public Utilities Commission: Arleen Navarret of the PUC was present and distributed a written copy of the comments she made last week.
h. Department of the Environment: Ruth Gravanis was present and explained the Department of the Environment will be commenting on the SEIS in regard to environmental sustainability, climate change, federal regulations pertaining to storm water runoff, and city laws surrounding the transit-first program.
i. Public Comment: no comment.
6. CALENDAR OF REPORTS FOR FUTURE MEETINGS
None
7. REPORT ON VISITATION STATISTICS
Mr. Worner distributed a copy of the visitation statistics he received from the DeYoung Museum and the Legion of Honor.
8. WRAP-UP OF ISSUES WORK GROUP MAY CONSIDER AT FUTURE MEETINGS
Members of the work group agreed to continue to prepare individual lists of their concerns regarding the SEIS and their preferred alternative contained within the SEIS and/or a description of an alternative they would like to see. They also agreed to cite the SEIS within their reports.
