Presidio Neighborhood Representative Work Group

1. CALL TO ORDER AND ROLL CALL

Chair Redmond Kernan called the meeting to order at 10:10 a.m..

2. APPROVAL OF MINUTES

By motion of Ms. Evans and second by Mr. Kern, the minutes were approved with corrections including the addition of Kevin Whilden’s last name on item 4, section j, and the word “for” on item 4, section d, line 3.

3. WORK GROUP RESPONSE MAYOR’S LETTER IN SUPPORT OF CAMP

After voicing frustration with the Mayor’s decision to publicly support CAMP, David Bancroft introduced a Resolution to serve as the work group’s official response to the Mayor’s letter. After eliminating the phrase “sought to” from the final paragraph, and replacing the word “prescribing” with “jeopardizing,” the work group unanimously approved the resolution by motion of David Bancroft and second by Ms. Evans. 


4. EXTENSION OF TIME REQUEST TO PRESIDIO TRUST RE COMMENT PERIOD

By motion of Mr. Shepard and second by Ms. Evans, the work group unanimously approved a request that the Presidio Trust extend the public comment period for the draft SEIS for 90 days following the issuance of the section 106 report known as finding of effect and issuance to the public of all documents used in the drafting of the SEIS including all appendices. 

A representative from the trust also confirmed that in addition to the September 19th hearing, a second public hearing will be held sometime earlier in the month (exact date and location tbd). 
 

5. REPORTS FROM CITY DEPARTMENTS RE SEIS

a. City Attorney: Andrea Ruiz-Esquide was present and explained that the city has yet to decide whether it wants to participate in the formal section 106 process or simply comment on the SEIS instead.  Ms. Ruiz-Esquide also provided the work group with a NEPA fact sheet which highlighted the main differences between NEPA and CEQA (While NEPA demands informed decision making, unlike CEQA, it does not require agencies to select the most environmentally sound alternative).
b. Municipal Transportation Agency: Manager of City Planning for MTA Transit Effectiveness Project, Peter Strauss, was present and explained that he reads the SEIS to suggest the Presidio Trust is ready to assume a more involved role in intra-Presidio transportation.  The MTA is currently taking a comprehensive look at services throughout the city through their Transit Effectiveness Project (TEP).  He also stated that the MTA is currently in the process of preparing staff proposals after their public outreach meetings which will differ greatly from the original proposals.  They are still at the beginning of the TEP process and will have to go through an EIR before any implementations are made.   Mr. Green asked the MTA to analyze what the impact will be, whether or not it can be met and who will pay for it.  Mr. Worner asked the MTA how they’re going to move these people – wants projections and realistic solutions. 
c. Mayor’s Office of Economic & Workforce Development: not present
d. Mayor’s Office of Neighborhood Services: Lisa Ang of the Mayor’s Office of Neighborhood Services was present and stated that she is the Mayor’s liaison for District 2. 
e. Planning Department- Archeology: Jessica Range of the Planning Department was present and stated Randall Dean will be heading the Planning Department’s archeological investigation and that all questions for Mr. Dean can be directed to her.
f. San Francisco County Transportation Authority: not present.
g. Public Comment: Ruth Gravanis agreed that the work group should request drafts of documents from the city departments as they are submitted to the City Attorney’s office. 

6. REPORT: VISITATION STATISTICS AT EXISTING SF CULTURAL INSTITUTIONS

Mr. Worner requested more time to finish his visitation statistic research and stated that once completed, his findings will be sent out to the Work Group via email.  Mr.Worner also questioned how the visitation statistics used in the SEIS were decided upon and Ms. Range explained that the Presidio Trust based their statistics on the building square footage of the De Young museum. 

7. OVERVIEW OF ISSUES WORK GROUP MAY CONSIDER AT FUTURE MEETINGS

Members of the work group agreed to come back with a list of their concerns.  

8. PUBLIC COMMENT

Ruth Gravanis reminded the work group that if it wishes to present its findings at a Board of Supervisors hearing it will need to schedule that arrangement in advance. 

9. ADJOURNMENT

The meeting was adjourned at 2:10 p.m.
