1. CALL TO ORDER AND ROLL CALL
Chair Redmond Kernan called the meeting to order at 10:10 a.m..

2. APPROVAL OF MINUTES
By motion of Mr. Green and second by Ms. Evans, the minutes were approved.
3. CHAIR REPORT
Mr. Kernan explained that work group members have one more week to submit their individual comments to the group report and encouraged early submittal. Catherine Stefani stated that Supervisor Alioto-Pier feels only one presentation to the Community and Neighborhood Services Committee will be necessary. Catherine Stefani further explained that although an interim hearing will no longer occur, she still, like Mr. Kernan, encourages the work group members to submit their comments sooner rather than later.
4. OVERVIEW OF WORK GROUP ISSUES/CONCERNS
Ms. Hulka asked what traditionally happens before a major development is made that will affect two communities at once. She suggested we look to past examples for inspiration. Mr. Green stated that he and two other members of the work group will meet with representatives from the Presidio Trust in order to get more technical insight into the Trust’s modeling plans. They will report their findings back to the work group at a future date. Ms. Hulka suggested that the work group highlight alternative traffic including pedestrians and cyclists in its report. Mr. Bancroft suggested that work group members cite examples from the SEIS throughout their reports.
5. REPORTS FROM CITY DEPARTMENTS RE SEIS
a. City Attorney: not present
b. Municipal Transportation Agency: Rana Ahmadi was present and explained that MUNI representatives received the work group’s questions and they were passed on to Julie Kirschbaum who will be responsible for responding to the work group. Ms. Kirschbaum is also going to participate in The Presidio and City and County of San Francisco Transportation Work Group. Since modeling might be necessary, Ms. Kirschbaum projected that she will be ready to respond to the work group in 3 to 4 week’s time. Mr. Singh suggested the work group request that MUNI respond within the week. Ms. Vaughey suggested the work group write a letter to MUNI urging them to contact the Presidio Trust and ask for an extension of time to complete their investigations.
c. Mayor’s Office of Economic & Workforce Development: not present
d. Mayor’s Office of Neighborhood Services: not present.
e. Planning Department- not present
f. San Francisco County Transportation Authority: Gary Kennerley was present and gave a presentation on the proposed developments of Doyle Drive. Mr. Kennerley explained that environmental documents should be circulated in mid September, and the SFCTA is looking for approval by the Board of Supervisors in mid November. Light construction for the project is expected to begin in the last quarter of 2010 with full-scale construction projected to take place between 2011 and 2014. Mr. Kennerley suggested that the work group make up a sheet of questions for the SFMTA similar to the one sent to MUNI.
g. Public Utilities Commission: Arleen Navarret of the PUC was present and explained that the PUC will request a waste water volume analysis for this project from the Presidio Trust. The PUC will also request that the Trust perform a water demand analysis for the project to see if their demands match up with the PUC’s water predictions through 2030. Ms. Navarret suggested that work group members include the implementation of alternative energy sources within their comments.
h. Public Comment: Ruth Gravanis asked when the city department’s comments are due to the City Attorney’s office. Catherine Stefani explained that department comments are due on September 1, 2008.
6. CALENDAR OF REPORTS FOR FUTURE MEETINGS
The workgroup has extended invitations to Randall Dean from the Planning Department’s archeological investigation, Julie Kirschbaum from MUNI, and a representative from the Department of the Environment for next week.
7. REPORT ON VISITATION STATISTICS
No discussion of visitation statistics occurred.
8. WRAP-UP OF ISSUES WORK GROUP MAY CONSIDER AT FUTURE MEETINGS
Members of the work group agreed to continue to prepare individual lists of their concerns regarding the SEIS and their preferred alternative contained within the SEIS and/or a description of an alternative they would like to see. They also agreed to cite the SEIS within their reports.
