Presidio Neighborhood Representative Work Group

1. CALL TO ORDER AND ROLL CALL

Jill Lerner of the City Administrator’s Office called the meeting to order at 12:10 p.m..

Present: David Bancroft; Bob David; Becky Evans; Donald Green; Judith Hulka; Rich Worner; Sanjay Jain; Doug Kern; Redmond Kernan; Carola Shephard; Bill Shepard; Peter Singh; Kelly Keiser; Patricia Vaughey
   
Absent:  Ron Blatman; Chris Donahoe; Jack Gold

2. APPROVAL OF MINUTES

By motion of Ms. Evans and second by Ms. Hulka, the minutes were approved with correction stating that at the last meeting the Work Group discussed asking the Presidio Trust for an extension of time to comment to the SEIS. 

3. ELECTION OF VICE CHAIR

By motion of Ms. Vaughey and second by Mr. Bancroft, Donald Green was elected as Vice Chair.

4.  REPORTS FROM CITY DEPARTMENTS RE SEIS

a. City Attorney:  Andrea Ruiz-Esquide was present and stated she would be assisting the group. 
b. Controller’s Office:  Not present
c. Department of Public Works: Not present
d. Municipal Transportation Agency:  Rana Ahmadi was present and explained how she saw her role and the MTA’s role in the Work Group as being a source of information for the Work Group.  She also explained that the MTA will be the lead agency another Work Group created by Supervisor Alioto-Pier – The Presidio and City and County of San Francisco Transportation Work Group. 
e. Mayor’s Office of Economic and Workforce Development:  Kyri McClellan explained that the City will prepare an official response to the SEIS while taking into consideration the Work Group’s concerns.  The City’s response will be separate from the Work Group’s official report and response to the SEIS.  Chair Kernan stated he was dismayed that the Mayor had already taken a position before hearing from the City Departments and neighbors.  Several members of the Work Group echoed Chair Kernan’s concerns. 
f. Mayor’s Office of Neighborhood Services – not present
g. Planning Department: Jessica Range of the Planning Department was present and stated she would be assisting the Work Group. 
h. Public Utilities Commission – Edward Hope was present.  He stated that the PUC was paying close attention to Stormwater Runoff issues.  He also stated that increased vehicular traffic could have an impact on water quality. 
i. Transportation Authority – not present
j. Public Comment:  Kevin ______; resident in the Presidio stated he was concerned that the SEIS did not take into consideration the impact on the residents that lived in the Presidio.


5. REPORT FROM PRESIDIO TRUST RE SEIS

John Pelka, Tia Lombardi and Clay Harrell provided were present to answer questions.  Stated that the Presidio Trust will extend the time period for comments on the SEIS but they did not have a firm date.  They also stated they hope to have that information available at the public meeting on July 14th.   They also stated that the City has not asked to participate in the Section 106 process. 

6. OVERVIEW OF ISSUES WORK GROUP MAY CONSIDER AT FUTURE MEETINGS

The Work Group asked that the following city departments be asked to participate in the next meeting:  City Attorney’s Office; MTA; SFCTA: Planning Department; Controller’s Office.  They also asked that the Work Group reach out to the San Francisco Visitors and Convention Bureau.

Also to be considered is a Resolution regarding the Mayor’s role and a request for an extension from the Presidio Trust regarding the length of time to comment on the SEIS.
