1. CALL TO ORDER AND ROLL CALL
Chair Redmond Kernan called the meeting to order at 10:20 a.m..

2. APPROVAL OF MINUTES
By motion of Ms. Shepard and second by Ms. Evans, the minutes of the August 28, 2008 meeting were approved as corrected. There were no minutes to approve for the September 4, 2008 meeting as there was no quorum reached to conduct business.
3. CHAIR REPORT
Mr. Kernan reviewed the work group’s upcoming schedule and deadlines with the handout on meeting schedule and important dates. There was discussion whether or not the work group wanted to take action to have the Board of Supervisors introduce a resolution adopting the work group’s final report before it is sent to the Presidio Trust. Mr. Green moved that the work group should ask the Board of Supervisors for such action. The motion was seconded by Mr. Beresford. All were in favor.
The work group members also discussed asking the City to invite itself into the Section 106 process. By motion of Mr. Green and second by Mr. Beresford, the work group agreed to send a letter to Planning Director John Rahaim asking the City to consider involving itself in the discussions surrounding the Section 106 process.
4. REQUEST TO RENEW EXTENSION OF TIME REQUEST TO RESPOND TO SEIS
Given the fact that the Section 106 process is not yet complete and the Presidio Trust just initiated public workshops to discuss the proposed developments outlined in the SEIS, Mr. Shepard moved to ask the Presidio Trust for another extension of time (past the recent extension of October 20, 2008). The motion was seconded by Mr. Green. All were in favor.
5. REVIEW DRAFT REPORT COMPOSED BY DOUG KERN
The work group reviewed the report and made comments on drafting and points of follow-up. The final draft should be ready by the September 25, 2008 meeting and ready to send to the Supervisors sitting on the City Operations and Neighborhood Services Committee (Supervisors Chu, Elsbernd and McGoldrick) by September 30, 2008.
6. REPORT ON STATUS OF CITY DEPARTMENT REPORTS ON SEIS
Doug Kern stated that he believed he had enough information from city departments based on the presentations thus far to fold into the final report.
7. REPORT FROM DEPUTY CITY ATTORNEY ON NEPA & SECTION 106 PROCESS
Ms. Andrea Ruiz-Equide stated that the work group did not have to respond to the PTMP and the SEIS in separate documents. One document with a cover letter will suffice. She also stated she would review the work group’s draft report and make comments for the work group’s review.
