SOUTHEAST COMMUNITY FACILITY COMMISSION
Wednesday, July 22, 2020
6:00 P.M.

This meeting was held by Teleconference Pursuant to the Governor’s Executive Order N-29-20 and the Twelfth Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency Dated February 25, 2020.
1. Call to Order: Commissioner Gina Fromer, Chair called the meeting to order at 6:08 P.M.
2. Roll Call: Present: Fromer, Sanchez, Chung arr. 6:10pm, King, Murphy (recused 6:21 returned 6:36), Satele arr. 6:15, Tran

6. Discussion and Possible Action
a) ACTION: Bayview Community Shuttle Grant Application Letter of Support
Christopher Kidd, SFMTA Planner introduced the Sustainable Transportation Equity Project (STEP), a new program from the California Air Resources Board with a $20-million-dollar grant for implementing community-based projects in under-resourced communities throughout California. The project will include a community shuttle program that will be managed by SFMTA.
$1 million dollars will be available to support a workforce development program where APRI and Young Community Developers will provide training for Bayview residents as drivers for the shuttle program. Also included in the project are plans for a Transportation Resource Center that will be managed by CYC.
Mr. Kidd advised community engagement would continue to ensure the needs of the community would be met, and he requested a letter of support from the SECF Commission that will be included in the application packet. He expressed the desire to engage the Commission as a continued community partner in the implementation of the grant if it is awarded.
Commissioner Comments:
• Commissioner Murphy recused herself at 6:21p.m. due to her interest in the proposal.
• Director Rogers-Pharr added that she has worked closely with the community committee that Mr. Kidd put together and the application is a testament to the community effort.
• Chair Fromer asked the Commissioners to check their packets to view a copy of a template for the letter of support. She also asked who will oversee the grant implementation and oversight of deliverables? The Chair also reminded Mr. Kidd to ensure there will be diversity in drivers.
• Commissioner Tran asked about special transportation accommodations during COVID – 19.
• Mr. Kidd responded there will be a plan for taking necessary precautions in the event COVID – 19 continues.
Public Comments:
• Frank Martinez, of BMagic said SFMTA has been a great partner with many successful collaborations with BMagic.
• Gwen Jackson – Fagan wanted to know the requirements to apply for the application.
• Mr. Kidd responded the implementation and partnership of the 4-year grant program is focused on transportation equity. Community-based organizations interested in applying should have 501c status and are in the community.
• There was a question regarding the selection process to hire Bayview residents as drivers.
• Mr. Kidd said SFMTA will be working with the A. Phillip Randolph Institute hiring program. A shuttle plan is being developed that will use smaller vehicles and people with a class C license can operate them and build a pipeline to sustainable high-paying jobs.
Chair Fromer requested a motion to approve the letter of support-
Commissioner King moved to approve the letter of support – Commissioner Chung provided the 2nd.
Chung, King, Fromer, Sanchez, Tran, Fromer voted Yes
Murphy recused herself.
The Letter of Support for the Bayview Shuttle Grant Application passed.
Commissioner Murphy returned to the meeting at 6:36 p.m.
b) ACTION: Adoption of Resolution commending the San Francisco Public Utilities Commission for adopting the Condemning Systemic Racism and Action to Promote Racial Justice Resolution
Director Rogers-Pharr introduced the resolution which was created by the SFPUC in response to the murder of George Floyd and the world-wide community response to the trauma the Black community has been subjected to due to institutional racism.
Director Rogers-Pharr read the resolution. You may access it in its entirety here.
Commissioner Comments: Commissioner King requested the resolution be amended to add to the last resolve “first residents of District 10 and then open to the rest of the City.”
Public Comments: None.
Chair Fromer requested a motion to approve the resolution commending the San Francisco Public Utilities Commission for adopting the Condemning Systemic Racism and Action to Promote Racial Justice Resolution.
Commissioner Murphy moved to accept the resolution and include the recommendations of Commissioner King.
Commissioner King provided the 2nd.
Chung, King, Sanchez, Murphy, Tran, Fromer, Satele voted Yes.
The motion carried.
c) ACTION: Approval SECC Specific COVID-19 Prevention Health and Safety Plan
Director Rogers-Pharr introduced the plan and is recommending the Southeast Community Center remain closed for the health and safety of the community. A plan is being developed to help the tenant-partners formulate a schedule that will allow them to continue to be efficient and effective in their remote workplace.
Commissioners Sanchez, Fromer and Tran commented regarding the tenant lease payments and if they would be retroactive. It was noted that Wu Yee Children’s Services is one of the few organizations operating and remaining onsite.
Director Rogers-Pharr reported negotiations were ongoing with SFPUC Real Estate and there has been a conversation regarding retroactive lease payments. She noted Wu Yee Children’s Services is a program deemed essential and they are providing services for essential workers that need childcare. They have their own protocols.
Dean McGriff of City College of San Francisco said the college is not collecting payments from the smaller CBO’s however payments were received from the Human Services Agency.
Larry Berry reported the building is being exterminated during the closedown and additional cleaning precautions are being taken due to the pandemic.
7. Presentations (discussion only)
a) Update on Futures Fair
Larry Berry provided a brief update on plans for the 2020 Virtual Futures Fair scheduled to be held on July 27 – 29. The 3-day event is the first virtual event for youth offered by the Southeast Community Facility Commission. Speakers include Harlan Kelly, SFPUC General Manager and Shamann Walton, Supervisor District 10.
8. Commissioner Reports (discussion only)
Chair Fromer reported she attended Resilient Bayview meetings which are accessible through Supervisor Walton’s office. She talked about COVID numbers and testing. There have been no deaths in District 10 related to COVID-19.
Chair Fromer encouraged everyone to continue to access the Bayview Bistro and she invited everyone to view Supervisor Walton’s website for more information regarding the District 10 community. The Bayview Bistro is open every Friday at the Southeast Community Center. You must order by Wednesday at 3pm and pick up is every Friday between 3pm and 5pm.
Commissioner Murphy reported the Resilient Bayview meetings provide updates from the Office of Economic Workforce Development, SFMTA, and information regarding the status of the homeless in District 10. Commissioner Murphy thanked the SFPUC regarding their support for assistance for supplemental wages through the Locked-Tight Program in Sunnydale. The Commissioner noted that 4 of the 20 young adults in the program were victims of gun violence and 1of the youth lost his life at the start of the COVID-19 lock down.
Commissioner King announced she was working with UNITI Brothers to provide food to seniors who are experiencing isolation.
Commissioner Tran expressed the need to receive information from MUNI in multiple languages because there are no signs and people don’t understand the new schedules.
9. SECC Director’s Report (discussion only)
Director Rogers-Pharr offered condolences to Commissioner Murphy for the loss of the lives of young people that were receiving help through the Locked-Tight Program and she noted the trauma that is experienced by people of color on a regular basis.
The Director provided updates on the 1550 Evans construction. Art Enrichment Funds allocated to renovate 1800 Oakdale have been reallocated for art at 1550 Evans. The Southeast Sewage Plant construction has shifted from demolition to site preparation for excavation and foundation work.
Director Rogers-Pharr acknowledged the Maisin Scholarship Fund which was designed to identify and support San Francisco public school students who are determined to achieve their academic goals beyond high school. The scholarships are sponsored by the SFPUC’s social impact partners: Brown and Caldwell, Carollo Engineers, AECOM, and Avila Associates/Hazen and Sawyer Joint Venture.
The Dr. Espanola Jackson Scholarship was created to honor Dr. Jackson, a long-time civil rights and community advocate from Bayview-Hunters Point. Karla Magallenes is the recipient of the scholarship and Carollo Engineers is the sponsor.
Karla is interested in mental health issues from a multicultural perspective. She plans to major in Psychology and is likely to attend the University of Miami.

Ronnie Versher, SFPUC Manager provided information regarding the 2020 City Works program which was successfully executed this year in a virtual format.
10. New Commission Business (discussion only) Chair Gina Fromer requested a conversation regarding the “Black Lives Matter” movement be placed on the agenda.
11. Announcements (discussion only) The next meeting of the Southeast Community Facility Commission is Wednesday, August 26, 2020.
