SOUTHEAST COMMUNITY FACILITY COMMISSION

1.  Call to Order: Commissioner Gina Fromer, Chair called the meeting to order at 6:06 P.M.

 

2.  Roll Call:  Present: Fromer, Sanchez, Chung, King – arr. 6:18pm, Murphy, Satele, Tran

                

3.  Approval of the Minutes of the November 20, 2019 Meeting: APPROVED - It was moved and seconded (Sanchez, Murphy) to adopt the minutes of the November 20, 2019 Regular Commission meeting.

Ayes: Fromer, Sanchez, Murphy, Sanchez, Satele, Tran.

 

4.  Public Comment:

Public comment was provided by community members Gwen Jackson-Fagan, Brigette LeBlanc, and Christopher Kidd, SFMTA Transportation Planner.

At the direction of the Chair Item #6a was heard.

 

6.  a) 1550 Evans Naming/Engagement Strategy and Groundbreaking Event Planning:

Larry Berry, provided a presentation regarding community engagement strategy, the groundbreaking event, and the naming campaign.

 

Following the presentation Commissioners had questions regarding transportation for the community to attend the groundbreaking event and there was a brief discussion regarding the artwork.

 

ACTION: - APPROVED

Director Rogers-Pharr read Resolution #20200122 directing the SECFC staff to begin a year-long naming and engagement process for the new center being built at 1550 Evans Avenue.  It was moved and seconded (Chung, King) to approve the Resolution.

5.  Introduction of City College of San Francisco Southeast and Evans Campus Dean Ilona McGriff:

Torrance Bynum, CCSF Associate Vice Chancellor introduced Dean Ilona McGriff as the Southeast and Evans Campus newly appointed Dean of the Capitol Improvement Project.  She has 15 years of experience in Workforce Development.  She thanked the Commission and is looking forward to working with Director Rogers-Pharr and the Southeast Community Facility Commission team to develop a robust program at the Southeast campus.

 

The Commissioners had questions regarding the limited number of classes for the semester and they also wanted information regarding the chain of command and how to advocate for classes. 

 

The Commissioners noted there were no ESL or Citizenship classes for 10 years and Dean McGriff responded the power is with the faculty and she plans to bring the department heads to the Southeast campus, so they can see what we have to offer.  There need to be at least 20 students per class.

 

Dean McGriff advised Tom Boegel is the Vice Chancellor of Instruction.

 

Regarding ESL classes the Dean advised the Commissioners and the community that San Bruno Family Connect has ESL classes that will be moving to the Southeast Campus as a part of the plan to bring classes to the Southeast Campus.  The Dean noted she would like to see English, Math, Sewing, and Electrical Engineering.  She advised she was not opposed to a partnership with the community.

 

Commissioner King said she would like to see a resource center dedicated to mental health and Commissioner Murphy added that as a workforce Director she would be interested in a workforce development partnership.

 

Members of the community requested a nursing program and SAT Prep classes for high school students.  There discussion on how to market classes to the public.

 

In closing, Dean McGriff offered information regarding a dual enrollment program that would provide custodial classes with training into civil service positions.

 

6.  b) SFPUC Construction Updates:

Kristen Asato-Webb, Senior Outreach Liaison, SFPUC Southeast Treatment Plant Construction  Management provided the following update:

 

As of January 8, the parking has been removed on Jerrold Avenue between Phelps and Rankin streets for site preparation.  There have been some concerns from merchants regarding encampments and RV parking.  The SFPUC is partnering with many City department on this complex issue.  Ms. Asato-Webb offered to relay any concerns from the community to SFPUC upper management regarding impact to the community.  In closing, Ms. Asato-Webb advised jurisdiction over homeless relocation belongs to the Mayor’s Office of Homelessness and Supportive Housing.  They have conveyed the best course of action for residents and businesses experiencing abandoned vehicles or trash is to report it to the City through the appropriate channels by calling 311 or submit a request at www.sf311.org.  The issue will be registered, documented and tracked.

 

7.  SECF Chair’s Report:

Commissioner Gina Fromer, Chair spoke regarding the challenge of achieving quorum at the subcommittee level and the difficulty of the Commission to be effective as a result.  She noted the Commission is organized into two committees so more can be accomplished within the Commission.  The committees provide organizational structure and allow enough flexibility, so the Commission can adapt quickly to the demands of the environment and the community.  The committees are comprised of both commissioners and community members.  They are:

 

Community Programs Advisory Committee and Facility & Design Advisory Committee

 

As Chair of the Southeast Community Facility Commission, as highlighted in the Commission bylaws, Commissioner Fromer exercised her authority to restructure the Committees as follows:

  • Committees will be comprised of 7 (seven) members and 1 (one) alternate

  • A quorum is defined as 4 committee members

  • There are 3 (three) Commissioners on each Committee. Chair will float as needed.

  • At least 1 (one) Commissioner must be present to establish quorum.

  • 4 (four) members of the community and 1 (one) alternate will be appointed.

In closing, Chair Fromer advised she will work with the Executive Director over the next fewweeks to confirm the interest and availability of the current community volunteers that serve on the committees.

 

Executive Director Emily Rogers-Pharr provided the 2020 Meeting Schedule for the Commission and the Committees. 

 

8.  SECFC Committee Reports:

     a) Community Programs Advisory Committee reports from Monday, December 9, 2019, and January 13, 2020.No Quorum for January 13, 2020
Commissioner Susan Murphy provided a brief report from the Monday, December 9 Community Programs Advisory Committee meeting.  A presentation was provided by Ms. Tempi Priestly, President of Renaissance Parents of Success, a tenant of the Southeast Community Facility.  RPOS trains individuals in the community for jobs in security and guides them in the process of obtaining their guard cards.  Commissioner Murphy offered to refer candidates to the program.

 

There was a discussion regarding the need to meet with Barbara Orkel regarding the Bayview Opera House.  And there was a suggestion to invite Young Community Developers and the India Basin Group to present to the committee.

 

The next SE Community Programs Committee meeting is scheduled for Monday, February 10,    2020.

 

     b)  Facility & Design Advisory Committee report from Monday, December 16, 2019, and Thursday, January 16, 2020 – No Quorum

 

The next SE Facility Advisory Committee meeting is scheduled for Thursday, February 13, 2020.

 

9.  SECF Executive Director Report: -  Emily Rogers-Pharr, Executive Director provided an update on the 1550 Evans construction.  She reported the project team is readying for construction and the contractor has gone out to bid for approximately 80% of the trade packages.  We are trending toward achieving a 44% Local Business Enterprise (LBE) subcontractor rate, more than double the 20% goal set by the City.  The SFPUC issued the Notice to Proceed with Construction to the contractor and the contractor will start prepping by clearing vegetation in and around the site and getting ready to start demolition in February.  The Groundbreaking Ceremony is scheduled for Saturday, March 7th

           

The SFPUC is partnering with the Arts Commission, in alignment with the City’s 2% for the Arts Ordinance, to commission new works of public art for the future Southeast Community Center at 1550 Evans.  On January 7th, 2020 a public panel selected artist Mildred Howard’s proposal for a sculpture in the plaza of the future Community Center.  This artwork will be one of many commissioned for the future Southeast Community Center.

 

Executive Director Rogers-Pharr reported the SFPUC and Young Community Developers are accepting applications for the 2020 CityWorks Program.  The program provides interns aged 16-19 from San Francisco’s Southeast neighborhoods work-based learning and mentorship opportunities through summer jobs with the SFPUC, and private engineering firms working on the Sewer System Improvement Program (SSIP) and other projects.

 

SSIP work continues at the Mariposa Pump Station at the corner of Illinois Street and Terry    Francois Boulevard.  For those taking the Embarcadero Exit, there will be some lane closures in the spring.  More details will be provided by the contractor in a future report.

           

As of January 8, parking has been removed on Jerrold Avenue between Phelps and Rankin Streets to prepare the site for major construction.  SFMTA has advised the #23 Muni will be rerouted and when we are notified of the new stops along Palou we will work with SFMTA to post, mail and email notices to the neighborhood.

Director Rogers-Pharr announced Javier Padilla Reyes, Environmental Justice & Land Use Analyst will provide a presentation to the Facility Advisory Committee on Air Monitoring.

 

Briyana Butler, Tenant Partner Liaison met with the tenant partners to foster a productive working relationship to strengthen the network, build collaboration, and leverage impact.  The meeting placed an emphasis on the development of Key Performance Indicators.

 

Staff processed more than 411 reservation applications for the Alex Pitcher Jr. Community room during the 2019 calendar year.  The calendar is now open for July 2020 reservations.

 

The Maisin Scholar Award program applications are available.  The deadline for applying is February 14, 2020.

 

Director Rogers-Pharr announced the new Southeast Community Center 1550 Evans Groundbreaking and Block Party will be held on Saturday, March 7, 2020 starting at 11:00 a.m.

 

The Commissioners discussed briefly the status of the closure of the Walgreens located in the Bayview Plaza.

 

Gwen Jackson-Fagan, community member had a question regarding tenant partners and who will be moving to the new center.

 

Director Rogers-Pharr reported there is no new information regarding Walgreens at this time, and there are no changes in the plans for the current tenant partners regarding the move to the new center.

 

10.  New Business Requests:

Presentation on the upcoming 2020 Census and outreach by Larry Berry to Census organizers.

Invite Jacqueline Flin of A. Philip Randolph Institute to address a partnership with Workforce Development.

Invite Young Community Developers to present as well as Wu-Yee.

Invite the Transportation Triangle to present to the Facility Committee.

Request to Larry Berry and Briyana Butler to provide a report on the surveys that will be gathered from the Naming Campaign.

           

11.  Announcements/Comments:

The next meeting of the Southeast Community Facility Commission will be held on Wednesday, February 26, 2020.
