1.  Call to Order: Commissioner Gina Fromer, Chair called the meeting to order at 6:00 P.M.

2.  Roll Call: Present: Chung, Fromer, King, Murphy, Sanchez, Satele, Tran          Â

3.  Approval of the Minutes of the September 25, 2019 Meeting:  APPROVED - It was moved and seconded (Sanchez, Chung) to adopt the minutes of the September 25, 2019 Regular Commission meeting.
Ayes: Chung, Fromer, King, Murphy, Sanchez, Satele, Tran.

4.  Public Comment: Jessica Fontenot, Community Engagement Coordinator, RDJ Enterprises provided an overview of the work being done to secure jobs and training for community members in District 10.
Commissioner Tran congratulated Ms. Fontenot for the work that is being done.

5.  Presentation:
a) Port of San Francisco Waterfront Resilience Program – Lindy Lowe, SFPort Planner provided a presentation addressing San Francisco’s shoreline which will experience more frequent and severe flooding in the future. The presentation specifically addressed Islais Creek and the challenges facing the Bayview community which require solutions responsive to the needs and priorities of people living and working in the area.
Following the presentation there were questions and comments from the Commissioners.
It was determined from the Commissioner comments that opportunities in contracting were needed for the community.
Lindy Lowe, SFPort Planner said the SFPort needs to join with the Army Corps of Engineers to train community members for the available work.
Tiffany Tatum, SFPort stated the Port needs to do a better job creating opportunities and economic activities.
Jacque Taliaferro, community member questioned the ownership of Pier 80 and said there was major construction creating mixed media and incubator office space.

b)Â Insight into the Office of Cannabis - Â Jeremy Schwartz, Permit Analyst and Ray Law, Senior Administrative Analyst provided an overview of the department, the equity program, and the permit process.
Following are the 8 core functions of the department:
Permitting: Business & Events/ Equity Verification & Program Administration/ Rulemaking/ Enforcement/ Community Outreach/ Collaborate with City Partners/ Limit Youth Access & Exposure/ Oversight Committee.
An overview of the Equity Program was provided and is available on the departmental website. Oakland, California was the 1st city to offer an equity program and now there are 10 jurisdictions with equity programs. The Office of Cannabis has issued 162 permits throughout the city since July 2017, when it was established. The department has received 135 applicants for the 300 permits that are currently available.
Following questions and discussion from the Commissioners Mr. Schwartz and Mr. Law provided a brief history of the Cannabis Industry and why it was changed from illegal to legal.
Following public comment Mr. Law noted the Cannabis business permits were $5,000 per year.
Chair Fromer thanked Mr. Law and Mr. Schwartz for their presentation. Â

6.  SECFC Committee Reports
a)Â Community Programs Advisory Committee report from the Tuesday, October 15, 2019 meeting
Commissioner Amerika Sanchez provided a report from the October 15 committee meeting where Director Rogers-Pharr lead a discussion regarding the planning of the Health and Harvest Fair. Several of the Commissioners have contacted organizations to provide various activities such as Tai Chi and Zumba.
Mr. Ralph Payton, Chief Executive Officer, Ms. Hattie Breed, Youth Development Division Director and Ms. Melody Daniel, Ujamaa Workforce Programs Director were all on hand to provide an overview of the Hunters Point Family programs and services.
Ms. Suzanne Gautier, Manager, SFPUC Communications & Public Outreach provided information and insight into the discount program offered through the SFPUC. SECFC Staff will include the information in a monthly newsletter to help get the word out to the community so more people can take advantage of the program.
Ms. Jessica Campos, Center Manager, Mr. Eric Chan, Enrollment Manager, and Ms. Monica Walters, Vice-President of Wu-Yee Children’s Services provided and overview of their programs and services.
Wu-Yee will partner with the SECFC to create a strategic enrollment plan that will help families that are experiencing barriers in the enrollment process.
The next SE Community Programs Committee meeting is scheduled for Tuesday, November 12, 2019.

b)Â Facility Advisory Committee report from the Tuesday, October 22, 2019 meeting
The Brainstorming and Branding meeting for 1550 Evans was facilitated by Larry Berry, II, SECFC Coordinator of Citizen Involvement and DNA Consultants.
The next SE Facility Advisory Committee meeting is scheduled for Monday, November 18, 2019.

7.  Executive Director of SECF Report -  Emily Rogers-Pharr, Executive Director reported staff has hosted three successful branding campaign workshops with the community. The Commission will now begin to look at the Repast Policy. From September 25 through October 23 the Alex Pitcher Jr. Community Room was activated for 30 separate events. Every weekend through the end of the year is booked. The online Reservation System is in the final stages of development and will be presented to the Facility Advisory Committee soon.
In closing, Executive Director Rogers-Pharr encouraged everyone to attend and support the upcoming 2019 Health & Harvest Fair.

8.  Action: Letter in Support of Candlestick Point -  APPROVED - It was moved and seconded (Murphy, King) to approve a letter in support of Candlestick Point.
Ayes: Chung, Fromer, King, Murphy, Sanchez, Satele, Tran.

Chair Fromer assigned Commissioners Susan Murphy and Marlene Tran to the Community Programs Advisory Committee and Commissioners Amerika Sanchez and Falaofuta Satele to the Facility Advisory Committee.

9.  New Business Requests: None.

10.  Announcements/Comments: Commissioner Chung announced the annual Christmas Bike Distribution Project was under way and bikes would be distributed in the Bayview, Tenderloin, Mission, and Southern Station.
Commissioner Murphy announced a hiring event at 1099 Sunnydale Avenue on October 25 from 10am – 2pm. She announced there would be 20-25 employers in attendance and 600 applicants are expected. Amazon will attend and offer jobs onsite.
Community member Sala Haqueen thanked the Commissioners for their service to the community
The next meeting of the Southeast Community Facility Commission will be held on Wednesday, October 23, 2019.
