1. Call to Order
Chairperson Steve Good called the meeting to order at 6:11 P.M.

3. Approval of the Minutes of May 23, 2018 Meeting

Steve Good, Commission Chair announced the departure of Mary Holing who has served as Deputy City Attorney for the past several years.
Mary Holing thanked the Commission for the opportunity to have served in the Southeast Sector of the City. She noted that she would miss everyone and was looking forward to new adventures and experiences.
John Roddy, City Attorney spoke regarding Ms. Holing’s departure and noted that she had been an asset to the Commission and he introduced Jonathan Knapp, Deputy City Attorney who will now provide guidance to the Commission.
Steve Good Commission Chair announced the departure of Shakirah Simley, Acting Executive Director. Ms. Simley will be departing to join the staff of Vallie Brown, newly appointed Supervisor of District 5, as one of her legislative aides.
Ms. Simley thanked the Commission for the opportunity to serve in the Southeast community and noted that she looked forward to continuing to be of service to the citizens of San Francisco in her new capacity.
4. Report of the Chair
a) Carla Vaughn, Commission Secretary read the Resolution for former Commissioner Louise Jones.
Commissioner Eddy Zheng moved to accept the Resolution.
Commissioner LaVaughn King provided the second.

b) Shakirah Simley, Acting Executive Director provided a brief report from the 2018 Futures Fair which was held on Thursday, August 2nd from 10am to 2pm. Youth learned about job opportunities in city government, technology and construction. Professionals from these industries guided the youth through workshops developed to help them hone the skills needed to start their careers. The event was a success with at least 300 attendees will here at the Southeast Community Center.
c) Restructuring Committees and the assignment of Committee Chairs was tabled until the next regular Commission meeting.
d) A letter of congratulations was forwarded to the Honorable Mayor London Breed.
e) A letter of congratulations was forwarded to the President of the Board of Supervisors, Malia Cohen.
5. Public Comment
Mr. Francisco DaCosta, community member noted the many contributions of community leader Mr. Jim Jefferson. He suggested Mr. Bruce Jared as a community member that might be interested in serving as a Commissioner. He stated that 50,000 families of color have left San Francisco. Mr. DaCosta advised the community needs jobs not artist. He stated the Community College use to train registered nurses and he said those programs need to return to the community.
Dr. Rocha, Chancellor of City College, thanked Dean Bynum for helping the college grow through the “Free City” campaign. He advised he was looking forward to an historic partnership with the SFPUC for the Educational Center at 1550 Evans. This comprehensive Education Center will be created through the partnerships of San Francisco Unified School District, San Francisco State University and City College.
Mr. Francisco DaCosta, community member noted the sound system need improvement.
Ms. Josephine Chou, community member, introduced herself and announced she was running for a position on the SFUSD board.
Mrs. Gwen Fagan-Jackson, community member said the Wu-Yee Childcare Center was not servicing the 94124 community.
6. Community Announcements for Upcoming Events and Engagement
Ramon Ross, community member introduced his organization the SF Brown Bombers and invited the community to a family event scheduled for Saturday, August 4th where $5 back to school haircuts would be available. He announced the organization has served the community for 18 years.
7. Presentations
a. Shelby Campbell, SFPUC Project Manager provided a brief update on the 1550 Evans Southeast Community Center project.
Ms. Campbell provided information regarding the Planning Department – Environmental Review & Rezoning. She reported the project was over budget primarily due to the site work and the CM/GC RFQ/RFP for the construction team was ready to be issued within the next two weeks, before August 10th. A general contractor will be on board by February and local participation is a top priority. There is an LBE goal of 20% and a Workforce goal of 30% of higher.
There is a plan to provide business support for small contractors.The LBE participation plan accounts for the capacity and availability of LBE’s trade package sizes, scopes of work, and scheduling for the project.
A Gap Analysis with analyze the difference between LBE’s capacity and trade package scope and size based on the LBE participation plan.
There is a Technical Support Plan that establishes the planned training and support for LBE’s to increase their capacity, align project scope and maximize utilization of LBE’s on the project.
A Technical Support Delivery Report will be provided to record the trainings/support provided and LBE’s supported.
Overall there is a plan to maximize the local workforce by an initial local hiring projection that will estimate how local hiring requirements will be met for the project.
A strategic workforce plan will be developed to account for the craft needs, local worker availability, trade package sizes, scopes of work, and scheduling for the project.
In closing Ms. Campbell advised reports will be provided on the implementation of pre-apprentice and apprentice job readiness trainings to support and prepare residents for indenture into the San Francisco Building and Construction Trades Unions and to work on the project, including schedule and attendees.
Steve Good, Chair thanked Ms. Campbell for the update and opened the floor for questions from the Commissioners.
Steve Good, Chair asked for the date of the ground breaking and the length of time to complete the project?
Ms. Campbell responded the groundbreaking would take place in 2019 and the building would be completed and ready for occupancy the end of 2021.
Steve Good, Chair asked if there were any potential roadblocks?
Ms. Campbell advised the rezoning campaign could present a roadblock.
Eddy Zheng, Commissioner asked if logistics could be created to include local hires before the RFP is presented?
Ms. Campbell advised it is the responsibility of the contractor and we need to work with someone now to figure it out.
Eddy Zheng, Commissioner noted if the RFP is done later contractors will hire outside of the Bay Area.
LaVaughn King, Commissioner asked who will monitor the hiring process?
Ms. Campbell suggested inviting the Contract Assistance Center to provide a presentation to the Commission.
PUBLIC COMMENT
Noah King, community member asked why are there always extra steps after the trainings are completed?
Another community member asked what other efforts are put forward to hire local?
Ms. Campbell responded subcontractors also provide local hires.
Mr. Francisco DaCosta, community member said some people are not culturally competent and he wondered if the SFPUC could be trusted with the Community Benefits Plan. He noted that many community members come to the meetings and cannot hear or understand what is being said because of the faulty sound system. In closing he noted that 1550 Evans was formerly Butchers Town and the area was prone to flooding and was a toxic hotspot. He said people in the area suffer from asthma and respiratory problems.
Ms. Campbell responded the right people should be invited to address the community and provide answers to these questions.
Another community member said Mr. DaCosta’s comments regarding the Community Benefits were not addressed.
Steve Good, Chair said the Community Benefits Program will stay in place.
Shakirah Simley, Acting Executive Director commented the Community Benefits are in perpetuity and will not change.
Ms. Tonie Brock, community member commented that the building has gone through so many changes and still has not reached the intended full potential.
Steve Good, Chair advised the mitigation will not change and will remain in place. He said the presentation and the updates to the community were appreciated.

9. SECFC Staff/Director Report
Shakirah Simley, Acting Executive Director reported the 1st Annual Legacy Brunch was a success and it was wonderful to greet the former and current Commissioners and to extend to them the appreciation of the community and staff.

10. New Business Request
a) Steve Good, Chair requested a letter of invitation to the Contractors Assistance Center.
b) LaVaughn King, Commissioner requested a letter of invitation to Jessica Campos, Center Manager – Wu Yee Children’s Services.
c) Eddy Zheng, Commissioner requested a letter of invitation to Steven Ford, Bayview Police Captain.
d) Karen Chung, Commissioner requested a letter of invitation to the Department of Public Health regarding the Shipyard Toxins.
11. Adjournment
The meeting adjourned at 8:10 pm.
