SOUTHEAST COMMUNITY FACILITY COMMISSION

1.      Call to Order and Roll Call
 

Chairperson LaVaughn King called the Wednesday, February 24, 2016 meeting to order at 5:06 p.m.

 

Commission Secretary Carla Vaughn read the Mission Statement and called the Roll.

 

Commissioners Present: Karen Chung/ LaVaughn King/ Steve Good/ Eddy Zheng

 

Commissioners Excused: Bobbrie Brown/ Al Norman

 

Staff Present: Carla Vaughn, Commission Secretary/ Eleanore Fernandez, Committees Coordinator/ Mary Holing, Deputy City Attorney

 

2.    Sunshine Ordinance and Audio Recording Policy

 

Commission Secretary Carla Vaughn read the Sunshine Ordinance and Audio Recording Policy Rules.

 

 

3.     Adoption of Minutes

 

Commissioner Steve Good moved to adopt the minutes from the January 27, 2016 Southeast Community Facility Commission meetings.

 

Commissioner Karen Chung provided the second and the minutes were approved.

 

 

4.    General Public Comments

 

None.

 

 

5.         Report of the Chair

 

Chairperson LaVaughn King announced there would be a combined meeting with the Health, Housing and Public Safety and Economic Development Advisory Committees on March 10th.  The purpose of the meeting is to move forward with plans for the combined Health Fair and Job Fair.   

 

 

6.     SECFC Staff/Director Report

 

a) Dr. Toye Moses provided information regarding the 2014-15 Annual Report

b) Carla Vaughn reported condolences to the Woods Family was on-going and a card would be forwarded on behalf of the Southeast Commission.

c) Carla Vaughn reported a Letter of Invitation had been accepted by Sheriff Hennessey and she is scheduled to attend the March 23rd SECFC meeting.

 

7.    SFPUC Staff Report & General Update

 

Andrea Tacdol provided a report on the successful tenants meeting that was held on February 3rd and she provided a general update on behalf of the San Francisco Public Utilities Commission. 

 

8.    Advisory Committees Reports

 

a) Governance-Facility-Education Advisory Committee, (Chair, Commissioner Steve Good, Commission

Members, Commissioner Al Norman, Commissioner Eddy Zheng, Community Members, James Autry,  Siri Datta Khalsa, Ellouise Patton)

Goal: Develop recommendations on the Governance-Facility-Education Advisory Committee and the Southeast Community Facility Commission.

Commissioner Steve Good provided a report from  the February 10th committee meeting regarding a discussion about developing selection criteria for future agencies that wish to occupy 1800 Oakdale, or in the future 1550 Evans if the development of the site takes place. 

There was also a discussion at the meeting regarding a possible Digital Tech Hub and Dean Bynum has been asked to provide an update on the plan.

Tempi Priestly, fiscal agent for Commission events provided information regarding the account balances and there was discussion regarding expanding the role of the fiscal agent.

In closing, Commissioner Good advised a pre-commission mixer was discussed as a way to engage the work community and it was suggested it take place once the new Executive Director is in place and the vacant commission seat is filled.

The next meeting of the Governance-Facility-Education Advisory Committee will be held on Thursday, March 24th.

 

b) Health, Housing & Public Safety Advisory Committee, (Chair, Commissioner LaVaughn King, Commission

Member, Commissioner Janine Greer,  Community Members, Dr. Caesar Churchwell, Dan Goldman, James Illig, Louise C. Jones, Lyslynn LaCoste, Nancy Leung, Darryl Morgan, Dr. Harrison Parker, Onika Shabazz, Veronica Shepard, Kathryn Summers, Cecilia Thomas, Lydia Vincent-White)

Goal: To advocate and increase awareness of health problems affecting the Bayview Hunters Point residents.

Commissioner LaVaughn King provided a report from the Health, Housing & Public Safety Advisory Committee meeting held on February 19th.

The next meeting of the Health, Housing & Public Safety Advisory Committee will be Thursday, March 10th.  This will be a joint meeting with the Economic Development Advisory Committee.  The Committees will combine their efforts to provide a joint Health and Job Fair on Saturday, October 8th.

c) Economic Development Advisory Committee, (Chair, Commissioner Eddy Zheng, Commission Member, Commissioner Al Norman, Community Members, Anietie Ekanem, Jeffery Williams, Tempe Priestly, Shamann Walton, Tai Seals, Representative from City College Staff – Southeast Campus)

Goal:  To advocate and encourage entrepreneurial business opportunity in the Southeast Sector. 

Commissioner Eddy Zheng requested the San Francisco Public Utilities Commission provide a coordinator to organize the joint Health and Job Fair.

 

Andrea Tacdol advised the San Francisco Public Utilities Commission had committed $50,000 to provide a coordinator to organize the event on October 8th.

The next meeting of the Economic Development Advisory Committee is scheduled for March 10th which is a joint meeting with the Health, Housing and Public Safety Advisory Committee.

           

9.    Items for Discussion and Action

 

SECFC staff is forwarding a letter to the Board of Supervisors on behalf of the Southeast Community Facility Commission expressing their support for accountability in the investigation regarding the shooting of Mario Woods.

 

10.      New Business Requests and Commission Discussion

Commissioner Eddy Zheng led a discussion regarding naming a scholarship fund in memory of Dr. Espanola Jackson and he offered to begin the fund by donating his Commission stipend and invited the other Commissioners to agree to donate as well.  Discussion continued regarding other names that might be suggested for the name of the fund.

In closing Dr. Toye Moses suggested seeking guidance from the City Attorney

11.      Announcements

Andrea Tacdol announced the SFPUC Newsletter was available as a resource for staying updated with SFPUC projects.

Commissioner Steve Good announced the upcoming Five Keys Job Career Resource Fair.

 

12.      Adjournment

 

Chairperson LaVaughn King adjourned the meeting at 6:07 p.m.
