Commission President Willie B. Kennedy called the Thursday, August 9, 2012 meeting to order at 6:07 pm and announced the Sunshine Ordinance.

Commissioner Brigette R. LeBlanc moved to approve the July 25, 2012 Commission Minutes as submitted.
Commissioner Bobbrie Brown seconded the motion to approve the July 25, 2012 Commission Minutes.
The minutes of the Southeast Community Facility Commission meeting of Wednesday, July 25, 2012 were adopted as submitted.
4.0 PUBLIC COMMENT IS LIMITED TO 3 MINUTES
Mr. Gabriel Galleread, American Red Cross Bay Area Representative/ Bayview Coordinator, introduced himself to the Commission and invited everyone to access the Red Cross website to arrange visits to businesses and organizations to assure they are Red Cross Ready in the event of a disaster.

Carla Vaughn, Commission Secretary, announced the following correspondence:
Letter (copy) from Torrance Bynum, Interim Dean, Southeast Campus, City College of San Francisco to Mohammed Nuru, Executive Director, Department of Public Works requesting the Oakdale Avenue street cleaning time be changed to accommodate students attending classes at the City College/Southeast Campus.
Letter of Invitation to Ms. Frances Matthew, Outreach Coordinator, Department of Elections, to provide an update to the community prior to the November Elections.
Letter of Invitation to Mr. John Rahaim, Director of Planning, San Francisco Planning Department, to reinstate the process of advising the Southeast Community Facility Commission of any building plans in District 10 prior to the start of construction.
Letter of Confirmation to Juliet Ellis to present Phase 1 of the Construction for the Renovation for the Southeast Community Facility at the Facility Committee meeting on August 21st.

6.0 ANNOUNCEMENTS
Carla Vaughn, Commission Secretary announced the next meeting of the Southeast Community Facility Commission will be on Wednesday, August 22, 2012.
Copies of issue #15 of The Clarifier, a bi-monthly publication of the Wastewater Enterprise, were provided to the Commissioners.
Commissioners and the community were provided an announcement inviting SBE contractors/firms licensed in Personnel and Material Hoists to attend a pre-proposal conference sponsored by the Transbay Joint Powers Authority, Webcor Builders and Obayashi.
The Golden Gate Section of the National Council Of Negro Women, Inc., presents their Sixteenth Annual Community Awards Breakfast on Saturday, September 15th from 9am to 12pm in the Alex Pitcher Jr. Community Room.
Quesada Gardens Initiative Blog – provided a look into the positive relationship between Sunborne Nursery, an independent nursery that has been in the community since 1989, and Young Community Developers, a 39-year-old training organization located at 1715 Yosemite Avenue.
Save the date: Annual Southeast Community Facility Commission Health Fair, Saturday, October 13, 2012 from 10am to 2pm in the Alex Pitcher Jr. Community Room at the Southeast Community Facility.
Commissioner Brigette R. LeBlanc urged everyone to take copies of the flyer announcing the pre-proposal Conference and SBE Teaming Workshop which will be held on August 16th, 2pm at the Webcor/Obayashi Joint Venture Project Office.
Commission President Willie B. Kennedy provided flyers/agendas and a brief history of the creation of the Citizens Advisory Committee. She encouraged participation.

Commission President Willie B. Kennedy provided a report on the Thursday, July 26 meeting held at 525 Golden Gate Avenue. The attendees were as follows:

The Public Utilities Commission is continuing to meet with the Department of Public Works on the remodel of the Southeast Community Facility.
The Facility Advisory Committee, chaired by Commissioner Brigette R. LeBlanc will meet on August 21st and an update on the remodel project will be provided.
Juliet Ellis met with Harlan Kelly, Assistant General Manager, Infrastructure and Ed Harrington, General Manager of the Public Utilities Commission. The preliminary drawings of Phase I have been approved. The focus of Phase I is on the Southeast Community Facility Executive Offices and Hunters Point Family wing of the building. The current Executive Office will be remodeled for the use of 5 Keys Charter School and Public Utilities Commission staff. The remodel will close the current entry and access will be provided through the City College Campus doors and the current kitchen hall. Staff will be relocated during the remodel to an undetermined location. The Department of Public Works has determined the budget to be approximately $10 million or less. The current proposed budget is $14 million.
If the remodel is phased out the work will not be done until 2015. The question has been raised as to whether or not Phases 3, 4 & 5 can be done at the same time rather than in stages. In other words, would it be better to move everyone out of the City College wing and complete the work, or process in Phases. Public Utilities Commission General Manager Ed Harrington has asked the Department of Public Works to consider the possible budget savings if the work were to be consolidated and completed at the same time.
Director Moses met with the architect and is concerned about relocating while the work is in progress. The Public Utilities Commission has asked City College if they can provide any available space during Phase I and they have advised there is no space available. The Human Services Agency will not be moving so there is no plan to relocate to that area. The Public Utilities Commission is considering trailers but has not confirmed that option. If trailers are to be used the location is currently undecided. Director Moses wants to be sure the trailers are ready before staff is expected to move.
The 5 Keys Charter School has not signed a lease as of yet, however this is a priority for the Public Utilities Commission.
HeadStart will not be remodeled. The organization is federally funded and their lease contract is continuous. Federal funding provides constant upgrades and remains consistent with the necessary rules and regulations of the childcare industry.
It is a priority for the Public Utilities Commission to hire locally for the construction work that will be done at the Southeast Community Facility. In keeping with this goal PUC Manager Masood Ordikhani has worked closely with Miguel Galarza, a local businessman who works and hires from within the community and who has offered on the job training for local workers who are certified.
The Commission and sub-committees have been working closely with City Attorney Roddy on the Memorandum Of Understanding (MOU).
The cycle of the MOU is as follows: Forwarded to sub-committee for review and edits>Forwarded to Deputy City Attorney John Roddy>Forwarded to the Commission for approval>Forwarded to the Public Utilities Commission.
The Public Utilities Commission will be hiring new employees beginning September 4 and one will be assigned to work with the Southeast Community Facility Commission as point person on the MOU. Director Moses feels the new hire would be administrative, but this issue requires a legislative person who knows the history of the Commission. Juliet Ellis thinks that without seeing the MOU and knowing the content would make it hard to assign a person so she has offered to be the point person. Commissioner Ellington will head the division of labor/sub-committee. It is understood that the Southeast Community Facility Commission will not be a charter commission.
Juliet Ellis has received letters of invitation from the Commission and feels that some of the requests have already been addressed therefore a visit to the Commission is not warranted. Director Moses advised he works at the discretion of the Commission and they requested the letters be forwarded. Director Moses addressed the fact that previously Ms. Ellis answered letters of invitation with written statements that could be read at the Commission meeting. Ms. Ellis offered a tour of the new Public Utilities Commission building at 525 Golden Gate Avenue upon her return from vacation.
Health, Housing and Public Safety Advisory Committee, (Chair, Commissioner Bobbrie Brown, Co-Chair, Commissioner Theo Ellington, and Community Members <see Commission Secretary for List> Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Bobbrie Brown, Chair of the Health, Housing and Public Safety Advisory Committee, provided a report of the August 9 meeting.
Edits have been finalized for the flyer of the 2012 Health Fair and it has been forwarded to the graphics and communications department. The sub-committees for division of labor and the list of nominees to be honored have been finalized.
Former Commissioner Louise C. Jones and Ms. Emily Wade-Thompson, San Francisco Unified School District, Director of Family & Community Engagement, Bayview Zone Schools, discussed the essay contest for school children and the awards to be given at the Health Fair. Ms. Jones will meet with the San Francisco Unified School District Assistant Superintendent on Monday to discuss the involvement of the schools in the Health Fair. The discussion will include how to bring in the parents, children and families, along with the creation of more activities for the children.
President Willie B. Kennedy thanked Commissioner Brown for the report and announced the following dates for upcoming Health, Housing and Public Safety Advisory Committee meetings: Wednesday, August 22, Thursday, September 13 and Wednesday, September 26. All Health, Housing and Public Safety Advisory Committee meetings are scheduled for 4pm. The 2012 Health Fair is scheduled for Saturday, October 13th. There are still tables available and anyone interested in sharing their talent should contact Commissioner Bobbrie Brown.
Economic Development Advisory Committee (Chair, Commissioner Karen Chung, Co-Chair, Commissioner Al Norman, and Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Karen Chung announced the next meeting of the Economic Development Advisory Committee will be Monday, August 13th at 2pm in the conference room. The presenter will be Lena Miller, Executive Director, Hunters Point Family. In closing, Commissioner Chung requested forwarding a letter requesting an update on the Shipyard and Treasure Island projects.
Facility Advisory Committee, (Chair, Commissioner Brigette R. LeBlanc, Co-Chair, Commissioner Armina Brown, and Ex-Officio: Commission President Willie B. Kennedy)
Commissioner Brigette R. LeBlanc announced the Facility Advisory Committee meeting would be held on August 21st at 4pm in the Southeast Community Facility conference room. There will be one agenda item as follows: Review/update of the schedule for construction phases for the Southeast Community Facility. An invitation has been extended to the facility tenants and the community to be a part of the construction conversation. The construction will take place in phases and it is important that everyone is on the same page.
8.0 PRESENTERS
Commission President Willie B. Kennedy introduced Ms. Pamela Calloway, Esquire, Project Administrator for the Capstone Project, the final portion of the San Francisco Public Utilities Commission/Sewer System Improvement Program/Program Management Committee’s Inaugural Summer Internship Program.
This program is a public/private venture between the San Francisco Public Utilities Commission (SFPUC) and the Joint Venture of AECOM and Parsons Corporation for the Sewer System Improvement Program (SSIP). During the final two weeks of the Summer Internship Program, the interns developed an SSIP project including design, with an implementation plan, budget, community impact and communications plan.
Ms. Calloway invited the interns who all live close to the Southeast Wastewater Treatment Facility to introduce themselves and announce the fields of career opportunities they explored.

Ms. Calloway expressed sincere pride in the fifteen students, ages 15 – 19 that live within zip codes 94124, 94134 or 94107 and were selected through a rigorous application process that included: transcripts, letters of recommendation, written essays and oral presentations. The outreach to locate students was done through Young Community Developers. The Capstone Project was designed by the students.
The Kick-Off Event was hosted by Mayor Ed Lee and four weeks of classroom training followed where Young Community Developers played a major role in engaging the youth in job readiness training. There were six weeks of workplace experience with 32 site supervisors. Included were field trips to Hetch Hetchy Water System, TransBay Terminal, Southeast and Oceanside Wastewater Treatment Plants.
The site supervisors who were professional staff from AECOM, Parsons and SFPUC volunteered their services for the summer. These experts provided worksite engagement through tasks and projects that fit the interns learning and developmental goals. They provided a rich work experience and enabled the students to learn transferable skills.
Partners in this process were the Mayor’s Youth Employment and Education Program (MYEEP)/ Young Community Developers (YCD)/ Japanese Community Youth Council (JCYC) and the San Francisco Department of Children, Youth and Their Families (DCYF)/ RDJ Enterprises.
In closing, Ms. Calloway requested letters of recommendation for the students and thanked the Commission for the opportunity to present the Capstone Project.
Commission President Willie B. Kennedy thanked the students for their presentation and opened the floor to the Commissioners for questions/comments.
Commissioners Theo Ellington, Bobbrie Brown, Al Norman, Brigette R. LeBlanc and Karen Chung commended the students and Young Community Developers.
Commissioner Al Norman encouraged the students to delve into the history of the sewage plant and the digesters, and come up with even more creative ways of dealing with the sewage overall.
Commissioner Karen Chung thanked the Public Utilities Commission for providing the opportunity to the students and asked how the students were selected.
Ms. Pamela Calloway said the program had gotten off to a late start this year and she is grateful to Young Community Developers for their help. She said in the future they would try to get started sooner so they could recruit more students.
Commissioner Brigette R. LeBlanc commended the students and the professionalism of Young Community Developers. She encouraged the students to mentor and encourage other young people.
Toye Moses, Southeast Community Facility Commission Executive Director, commended the students and thanked Mr. Dwayne Jones of RDJ Enterprises for helping to provide this opportunity to the students.
There was a discussion regarding providing letters of recommendation for the students.
Commission President Willie B. Kennedy suggested contacting Supervisor Cohen and the Mayor’s office to provide commendation letters as well.
9.0 PRESIDENT’S REPORT
Commission President Willie B. Kennedy provided an update on the possible collaboration/partnership with the BVHP/Citizen Advisory Committee (BVHPCAC). She noted the BVHPCAC would be meeting on August 13th.
President Kennedy appointed Commissioner Brigette R. LeBlanc and Commissioner Karen Chung to serve as representatives for the Southeast Community Facility Commission and work with 2 representatives from the BVHPCAC to formulate a plan for working together.
9.1 UPDATE ON THE 9910 STATIONARY ENGINEER INTERN PROGRAM
Commissioner Brigette R. LeBlanc provided copies of a quarterly report on the 9910 program and advised she communicates regularly with Catherine Curtis and Tommy Moala regarding the submission of updates for the program. She plans to shadow a class in the very near future.
Ms. Catherine Curtis, San Francisco Public Utilities/Wastewater/ Workforce Development provided information regarding the status of the 9910 program and said she would bring the participants before the Commission to personally provide their experiences in the program. Commission President Willie B. Kennedy explained there is a procedure for providing invitations for presentations to the Commission.
Ms. Curtis advised she would follow the procedure.
10.0 STAFF/DIRECTOR REPORT
Executive Director Toye Moses commented on the meeting with the Public Utilities Commission where the relocation of staff was discussed. It is his hope that Commissioner LeBlanc, as the Chair of the Facility Advisory Committee, will let the Public Utilities Commission know of the concern of staff regarding the relocation during the four months of construction.
The E.P. Mills Auditorium which is under the jurisdiction of the Commission is in bad shape and Director Moses will be meeting with Tommy Moala next week to discuss the need to acquire a custodian to clean the facility.
The annual report will be provided at the next Commission meeting.
Francis Starr, Senior Management Assistant, reported the Resource Directory has been turned over to the Reprographics Department for the printing phase of the project.

Director Moses announced a Commission retreat update would be available soon.
Commissioner Theo Ellington requested the Commission invite one presenter per Commission meeting.
11.0 SAN FRANCISCO PUBLIC UTILITES COMMISSION STAFF REPORT & UPDATES
No report.
12.0 NEW BUSINESS REQUESTS for Future Agenda Items. (Discussion)
Regarding the request from Commissioner Theo Ellington to invite one presenter per Commission meeting, Deputy City Attorney, John Roddy advised the Commission President could direct staff to act accordingly without a motion.
Commission President Willie B. Kennedy said it would be done.
Commissioner Brigette R. LeBlanc requested a Letter of Recommendation from the Southeast Community Facility Commissioners for the students from the Inaugural SSIP Summer Internship Program, and also a Certificate of Commendation from Mayor Ed Lee and Supervisor Malia Cohen.
Commission President Willie B. Kennedy requested information regarding the tour offered by the SFPUC of the water treatment plants and Commissioner LeBlanc offered to provide the information.
Francis Starr, Senior Management Assistant commented regarding the upcoming Health Fair and asked if the Commissioners had been receiving correspondence from staff regarding the Health Fair.
Commissioner Brigette R. LeBlanc responded she had received the correspondence.
Carla Vaughn, Commission Secretary requested and received clarification regarding the request from Commissioner Chung to request an update on the Shipyard and Treasure Island Projects.
Toye Moses, Executive Director thanked SECFC staff, Commissioners, especially President Kennedy, and Deputy City Attorney John Roddy for their efforts.
13.0 PUBLIC COMMENT
Ms. Emily Wade-Thompson, Director of Family & Community Engagement, Bayview Zone Schools, announced the Annual Back-Pack Giveaway sponsored by BMAGIC at the Bayview Opera House on August 18th. They will provide 3,000 backpacks filled with school supplies.
Commission President Willie B. Kennedy thanked Sunbourne Nursery for their brochure.
