1.0 CALL TO ORDER
Commissioner Willie Kennedy called the Thursday, October 8, 2009 meeting to order at 6:03 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue. Commissioner Kennedy read the Sunshine Ordinance.

1.2 CONSENT CALENDAR
Commissioner Willie Kennedy announced the Consent Calendar.
It was declared that the only item on the Consent Calendar was to resolve the minutes from the Wednesday, September 23rd meeting.
Commission Secretary, Carla Vaughn, stated a change in the minutes on
pages 5 to 6, which reads as follows:
Commissioner Jones reported that the Outreach Committee decided to make arrangements for Commissioners to attend the Back to School parent meetings at all elementary schools and Willie Brown Academy. Some schools had already had their parent meetings when contacted.
Because of mixed communications, one of the two schools attended was not represented by a Commissioner.
It was moved by Commissioner Kennedy and seconded by Commissioner Jones to accept the minutes of Wednesday, September 23, 2009. The minutes were approved.
2.0 PUBLIC COMMENT
Commissioner Kennedy asked for any public comment and none was given.
3.0 COMMUNICATIONS

4.0 PRESENTATION
Chancellor Griffin spoke on the additions of many sections of classes to the overall program at the Southeast Campus. In regard to the Computer Repair class, the instructor, Mr. Collins retired last year and due to budgetary constraints, he would not be replaced. Also, they are in the process of moving the class room from Room 306 an upstairs room in the 400’s.
The Dept. of Human Services needs to be at SECF in order to provide a one-stop shop for benefits to approximately 2600 people and to prevent people from going to multiple sites across the City. Housing DHS is the plan for the utilization of one of the classrooms. The Sewing Room has been temporarily located to a location on Evans Street.
Mr. Albert Yates asked why a room that has been designated for computer repair would be moved. Chancellor Griffin stated that a computer repair class serves about 20 to 30 people and would be relocated to another room, while attempting to cluster DHS services at the SECF, would serve a larger amount of people and the whole community.
It is anticipated that the Computer Repair class will be reinstated by Fall of 2010. Chancellor Griffin reminded the Commission that 800 sections of classes have been cancelled and CCSF has a $20 million shortfall. They are also trying to keep from laying staff off and emphasized that the severity of this budget crisis year was not anticipated.
Dr. Moses asked the Chancellor as to why the lease between CCSF and SECF is 5 years and not 10 years.
Chancellor Griffin stated that circumstances are not static and things may change within five years. He reinforced the college’s commitment to the Southeast Facility.
Leilani Baptiste, Assistant Legal Counsel, ADA Compliance Director for CCSF, stated her legal answer was that when they first met five years ago, they agreed to go month-to-month.
Action Item approved that the 5-year lease with CCSF is accepted.
5.0 REPORT OF THE PRESIDENT
Commissioner Kennedy stated that for those who missed the press conference yesterday with Mayor Newsom and Chancellor Griffin, there was an announcement for the “Single Stop U.S.A.” launch at three City College campuses by end of year 2009. This is a national non-profit that
aims to reduce poverty by helping individuals and families assess billions of dollars in public benefits and resources. It is a pathway out of poverty and aims to transform students’ lives by enabling them to complete their college education through utilizing the $65 billion in government resources, $3 billion in California, and $300 million in San Francisco.
Single Stop U.S.A. offers to help families from dependency to self sufficiency by providing counselors to guide students through the application process, as well as financial counseling, legal assistance, and free tax preparation.
Single Stop Bay Area sites include CCSF, Ocean Campus; Communities of Opportunities in Partnership with CCSF, Southeast Campus; Healthy Oakland Homeless Pre-Natal Program.
6.0 FACILITY & ECONOMIC DEVELOPMENT REPORT
Heidi Hardin, Community Activist spoke on Neighborhood Mural to be placed on the side of the SECF. It is to include all of the members of the Commission, as well as chosen members of the community.
Ms. Hardin stated that the contract has been signed with the artist and the Commission Challenge Grant, which is funding the mural. The ad-hoc committee is set and tonight will be the first planning meeting with the artist and members of the community to communicate any ideas for the mural design process.
Mural artists Malik and Yustanov will be mentoring teen artists during the mural process in their private studios.
Executive Director of the SECF, Dr. Toye Moses asked Ms. Hardin about the Commissioners who have passed away and how their portraits will be reproduced. Ms. Hardin responded that all ex-Commissioners will be painted on the mural and they will go through their respective families and photographs in order to capture their likeness.
Dr. Moses also asked to give public thanks to the contributors for the founders’ mural: Tony Caruso, Suri Data, and Mr. Goldman. The previous mural will be framed and placed in the Conference Room and will be named the “Founders’ Conference Room.”
Dr. Moses asked as to when the next scheduled meeting would be. Ms. Hardin answered that it will be on October 28th after the Commission Meeting. All those who will be painted in the first two panels of the mural, need to attend in order to have their photograph taken.
Former Commissioner Palega arrived and was thanked by Ms. Hardin for his representation of the Samoan community and for the relief of the earthquake and tsunami tragedies.
Dr. Moses asked as to when the mural will be completed. Ms. Hardin’s contract with the artists is until February 2010 and would like to have the installation by March 2010.
7.0 HEALTH & HOUSING COMMITTEE REPORT
Commissioner Jones stated she did not have a report, but will be meeting tomorrow, Thursday, October 9th at 1:00 pm.
8.0 STAFF/DIRECTOR REPORT
Executive Director Toye Moses stated that the base budget for the SECF has been submitted and a copy was included in the packet for the Commissioner’s review. Per Mayor Newsom’s instructions, the budget is not to increase from last year, hence the name, base budget. He stated that the budget is less than $1 million.
Ken Olivencia, Management Assistant, stated that the Project Head Start Abatement Program is nearly complete. Plants have been replaced, sod in play area will be replaced tomorrow, and the rear lawn will be replanted. Children may use the playground by Tuesday, October 13th.
9.0 SAN FRANCISCO PUBLIC UTILITES COMMISSION STAFF REPORT AND UPDATES
Sam Murray, Director of Outreach for the Southeast Sector, SFPUC gave Former Commissioner Palega public thanks for his strong work with the community and for his mentorship.
SFPUC will be attending the meeting on Tuesday, October 13th and will be providing refreshments and food.
Mr. Murray is also grateful that the Head Start Program will be finished shortly and wanted to announce that the SFPUC has been keeping the park up the street clean so that the children would have a safe and clean environment to play during the transition.
Mr. Murray also gave an update on the “Big Blue Bucket” that was held on September 26th. It was attended by approximately 500 to 600 people, who learned about what the Southeast Plant does, embarked on plant tours, and learned about emergency preparedness.
Former Commissioner Palega announced that there is stimulus money for jobs in the Bayview Community routed through the Department of Social Services. Any person who has been in the system and has a dependent is eligible. He will route information to Dr. Moses and Steve Barcelona, the Deputy Director of Chief of Staff for Dept. of Social Services. 10.0 NEW BUSINESS REQUESTS
Carla Vaughn, Commission Secretary, announced that the new Police Chief George Gascόn is tentatively scheduled to attend the Commission meeting on November 12th.
11.0 PUBLIC COMMENT
Alma Robinson, Director of California Lawyers for the Arts, complimented the Neighborhood Mural and spoke on public art project for Hunter’s Point Shipyard and solicits young people for internship projects.
Ms. McCoy, a former student, spoke on loss of Sewing Room and Computer Room. She stated the rooms need to be returned.
Ashi Delal, a student, spoke on how all of the Computer Repair students re-enrolled for classes and still, the CCSF Board of Trustees cancelled class due to low enrollment.
12.0 ANNOUNCEMENTS
The Big Rumble on October 17th in commemoration of the 1989 Loma Prieta Earthquake from 11:00 am to 4:00 pm in the Bayview District, the Marina, the Mission, and in the Sunset districts. Participate in the largest earthquake drill ever. Please register at www.shakeout.org/sanfrancisco.
