SOUTHEAST COMMUNITY FACILITY COMMISSION
MEETING THURSDAY, OCTOBER 11, 2007 – 6:00 PM

1.0 CALL TO ORDER AND SUNSHINE ORDINANCE ANNOUNCEMENT:
Commission President Bobbrie Brown called the Thursday, October 11, 2007 meeting to order at 6:07 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue and announced the Sunshine Ordinance.

a) The minutes of the SECF Commission meeting of Wednesday,
September 26, 2007 were approved.
2.0 PUBLIC COMMENT
A representative from the Recreation and Parks Department provided an invitation to the Grand Reopening of the Joseph Lee Recreation Center which was scheduled for October 20, 2007 at 10 a.m. She announced that the Mayor was scheduled to attend and invited all Commissioners and guest speakers to attend.
3.0 COMMUNICATIONS
The Commission Secretary announced the following item:
The Young Community Developers, “YCD”, has an immediate opening for a full-time Deputy Director, and they are currently accepting resumes of interested and qualified candidates.
4.0 PRESENTATIONS
Mr. Lewis Harrison, Manager of Water Pollution Prevention/SFPUC and Ms. Kerri Ving, Biofuel Coordinator/SFPUC, were introduced by Mr. Sam Murray, SFPUC/Communications.
They provided a presentation of a project to locate a Biofuel program on the Southeast Community property.
Mr. Harrison provided information that showed oil and grease discharged from homes and restaurants are seriously clogging San Francisco sewers. He stated that the SFPUC is launching a pollution prevention program offering free collection of waste vegetable oil from City restaurants to recycle into biodiesel. He stated that San Francisco fleets will soon run on cleaner burning biodiesel made from the used cooking oils provided by local restaurants.
Mr. Harrison introduced Mr. Eric Smith of Green Depot. Mr. Smith stated that the Biofuel program would benefit the district by providing training and subsequent employment for the neighborhood.
Commissioner Churchwell questioned the viability of such a program when so many other programs had been launched with the promise of training and subsequent employment for the neighborhood and then did not follow through as promised.
Mr. Harrison and Mr. Smith both agreed that the process would be arduous but worthwhile because the benefits of the program include reduced sewer blockages, reduced sewer odors, increased public awareness of ecology, and locally available, sustainable fuel, just to name a few.
Mr. Smith informed the Commission that his desire was to increase residential involvement. So, starting this holiday season, residents would be encouraged to participate by bringing their used cooking oil from dinners and parties in closed containers so it could be received, settled, filtered and blended with the commercial waste vegetable oil.
Benjamin Jordan from Biofuel Recycling presented containers showing the different stages of the recycling process.
The Commissioners thanked Mr. Harrison, Ms. Ving, Mr. Smith, and Mr. Jordan for their presentation. They stated they were looking forward to receiving more information with regards to the training and hiring of BayView residents.
5.0 DIRECTOR’S REPORT
The Director advised that staff is still working on the donation for the Founder Room mural.
The Director reminded the Commission that he would be on vacation beginning Monday, October 15, 2007 and would return to work on Monday, October 22, 2007.
In closing, the Director reported that the mural dedication would be held on November 15, 2007 at 1:00 p.m. He reported that Mayor Gavin Newsom would speak.
Commissioner Brown requested a motion for the acceptance of the report. It was moved by Commissioner Fuentes, seconded by Commissioner Kennedy and accepted unanimously.
6.0 OLD & ONGOING BUSINESS
Commissioner Fuentes lead the Commissioners in a discussion regarding the Founders Mural.
7.0 INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS
The Commissioners identified items for consideration at future Commission meetings.
8.0 PUBLIC COMMENT
Commissioner Brown asked for public comment.
