1.0 CALL TO ORDER
Commission Chair Willie B. Kennedy called the Thursday, August 13, 2009 meeting to order at 6:04 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue. Commissioner Kennedy read the Sunshine Ordinance.

1.2 CONSENT CALENDAR
Commission Chair Willie Kennedy announced the Consent Calendar.
It was moved by Commissioner Churchwell and seconded by Commissioner Brown to accept the minutes of Wednesday, July 22, 2009. The minutes were approved.
2.0 PUBLIC COMMENT
Mr. Sam Murray, SFPUC Public Relations Officer, announced the Garden Project, San Francisco Public Utilities Commission, the Sheriff’s Department, and the Housing Authority helped to put together the Earth Steward Summer Trainee Program. The first graduation is scheduled for August 21 and the Commissioners are invited to attend. Mr. Murray also announced a golf tournament to be held at Hiddenbrooke Golf Club in October.

4.0 PRESENTATION
Mr. Sam Murray, San Francisco Public Utilities Commission (SFPUC), Director of Outreach for the Southeast Sector, thanked Commissioners Brown and Yang for serving on the Digester Task Force Committee. Mr. Murray introduced Tyrone Jue, Greg Mayer, and Bonnie Jones from the SFPUC and thanked them for attending the meeting.
Bonnie Jones addressed the Commission and said the SFPUC had been meeting with the Digester Task Force monthly since February. She provided a handout of the San Francisco Sewer System Master Plan. Seventeen sites were evaluated for locating a new biosolids center that would replace the aging sludge handling facility now located at the Southeast Water Pollution Control Plant (SEP). The handout provides the basic criteria of acres needed. Seven to ten acres are suggested for relocating the digester. A set-aside of 5 acres is recommended for future use to take biosolids to the next level of continued re-use.
Ms. Jones provided a site selection summary. Out of seventeen evaluated sites four were recommended as follows:
Site 1) Caltrans, Asphalt Plant Lot, Southside SEP
Site 2) Central Shops, Asphalt Plant Lot, Southside SEP
Site 3) Caltrans, Parcels A&B, and BFS, Southside SEP
Site 4) Pier 94 Backlands, Southside SEP
In closing, Ms. Jones said in October a more detailed look will be taken at these four site alternatives.
Chair Kennedy thanked Ms. Jones for the report.

5.0 REPORT OF THE PRESIDENT

6.0 FACILITIES AD-HOC COMMITTEE REPORT
Chair Kennedy provided a summary of the July 23 Facilities Committee Meeting attended by representatives from the Department of Human Services, Real Estate, City Attorney’s Office, (Commissioners) Committee members, and Southeast Community Facility Commission (SECFC) staff.
The following issues were discussed:
- New tenants on premises without prior knowledge of the Commission.
- Cleanliness of the common space.
- Use of the E.P. Mills Auditorium for the community.
- Find a way to share the auditorium without confusion with regard to co-mingling issues.
The prior decision to discontinue repasts was upheld. Representatives from the city’s Real Estate Department suggested the possibility of providing a new space for both parties.
The Committee decided to allow both parties to remain and revisit the issue in six weeks.
Commissioner Sampson said the co-mingling issues should be worked out amicably between the parties.
Commissioner Chung requested a tour of the property.
7.0 STAFF/DIRECTOR REPORT
Toye Moses, Executive Director of the Southeast Community Facility Commission (SECFC) reported the budget process for 2010/2011 was beginning and the Mayor indicated there would be no increases in the upcoming budget.
Ken Olivencia, Management Assistant (SECFC) reported working closely with the Mayor’s office on the City College lobby and fifth floor renovations to accommodate the Gateway to College Program. Mr. Olivencia reported computers would be provided to access the One Stop Program, City College scheduling, and other Department of Human Services programs. New furniture, recycling containers, and a fresh paint job added to the facility facelift. The work was completed by the SFPUC crew in 6 days. Mr. Olivencia applauded the department for their remarkable work.
On August 31st a press conference will launch the Gateway to College Program. The actual classes start on August 17.
Commissioner Churchwell had questions regarding the funding for the program.
Director Moses advised the funding was facilitated by the Bill and Melinda Gates Foundation and he encouraged the Commissioners to be available for the press conference with the Mayor and other community leaders.
Ken Olivencia reported the high definition cameras have been installed for the purpose of monitoring activities in the parking lot.
8.0 NEW BUSINESS
Chair Kennedy, on behalf of the Commission, asked that a resolution be prepared supporting the United Nations Global Compact Center designated for the Hunter’s Point Shipyard.
The Facilities Committee will meet and review the City College lease and make recommendations to the full Commission and then to the SFPUC for final approval.
A meet and greet invitation will be extended to George Gascón, the new SF Police Chief.
An invitation will be extended to Dwayne Jones, Mayor’s office and City College/Southeast Dean Veronica Hunnicutt to provide an update on the Gateway To College Program.
It was moved by Commissioner Sampson and seconded by Commissioner Brown to direct staff to prepare a resolution for Commission approval supporting the Mayor’s initiative to bring the United Nations Global Compact Center to the Hunter’s Point Shipyard. The motion was carried.

11 ANNOUNCEMENTS
Carla Vaughn, Commission Secretary announced notification was received from
the Public Utilities Commission that the new date of their previously scheduled regular Commission meeting to be held in the Alex Pitcher Community Room would be October 13th at 4:00 p.m.
Mr. Henry Alvarez, III, Director San Francisco Housing Authority will address the Commission in September.
Mr. Jimi Harris, Governmental Relations and Public Affairs, Pacific Gas and Electric Company will address the Commission at the next meeting scheduled for August 26. Mr. Deems Padgett, TRC Contractor, and Mr. James A. Bryant, President, APRISF will also be a part of Mr. Harris’ presentation which will provide an update on the dismantling of the power plants located in the BayView.
