1.0               Call to Order
Commission President Bobbrie Brown called the Wednesday, August 23, 2006 meeting to order at 6:12 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Brown read the Sunshine Ordinance aloud.
 

            1.2            Roll Call: Commissioners Present:  Brown, Fuentes, Jones, Person, Kennedy, Parker, and Sampson

            1.3                    Consent Calendar

          RESOLUTION (SECFC-2006-62) Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Thursday, August 10, 2006 were approved as submitted.

2.0               PUBLIC COMMENT
There was no public comment at this time.
 

3.0               COMMUNICATIONS:

Ø      Correspondence included in Commission folders:

a.      Letters of invitation to Supervisors Sophie Maxwell and Aaron Peskin re: Economic Development, youth unemployment, health/safety and welfare of residents in the Southeast sector”.

b.      Email update from Supervisor Sophie Maxwell - Visitacion Valley Planning workshop Monday, August 28th, 655 Sunnydale Ave., @ Rutland.

c.      Bayview Community Update from Captain Albert Pardini, SFPD; Free Legal Help Clinic at Providence Baptist Church, 1601 McKinnon Ave., @ Newhall from 12:00 noon to 1:30 p.m.

Commissioner Brown asked that Commander Stephen Tacchini, SFPD Field Operations Bureau come forward to discuss Operation Dream.

PRESENTATIONS: Commander Tacchini thanked the Commission for the invitation to discuss Operation Dream and the programs that fall under its purview. Operation Dream is a non-profit organization that works with community groups, underprivileged children, and children at risk. Commander Tacchini informed that although SFPD is affiliated with Operation Dream and does participate in the various

programs sponsored by the organization, SFPD is not a principal in the organization.
Commander Tacchini explained the SFPD has been involved with Operation Dream for many years having been chiefly staffed by Officer Charles McCullar as the lead of Operation Dream activities in providing services for the many different programs such as The Chief’s Night Out at the Circus, Toy Give-Away, and Easter Egg Hunts.

Commander Tacchini explained because Officer McCullar has been on disability leave and SFPD is currently understaffed by approximately 300 officers, the command staff has decided that an as-needed approach will be used for upcoming Operation Dream events. Although the SFPD does not have the ability to assign a full-time officer to Operation Dream, he assured everyone that there would be police involvement on an ad hoc basis.

Commissioner Sampson asked how many children in the BVHP community were served by the programs overseen by Operation Dreams. Commander Tacchini did not have exact numbers, but he guessed hundreds.

Commissioner Parker was curious as to how participants are selected. Commander Tacchini reviewed the selection process.

Commissioner Jones asked about the program objectives and for a current assessment of the program. Commander Tacchini stated Operation Dream is a viable program and assured that the Department would continue to be a participant in the organization. He further explained that goals/objectives are set by the Board of Directors of Operation Dream; not by the SFPD. 

Ms. Marie Arguelles asked what type of after-school programs are currently in place for youth. Captain Pardini listed several available programs held in the Milton Myers Gym sponsored by the Boys and Girls Club of America. Also accessible are satellite facilities in some of the housing developments that are opened from one to two hours daily where equipment is available, i.e., computers, televisions, VCR’s and an area to do homework. 

Commissioner Brown thanked Commander Tacchini for his presentation and asked that he let the Commission know in what ways it can be of support.

Commander Tacchini explained outside volunteers are needed for Operation Dream until an increase in staff can be attained, as the primary function of SFPD is to address violence, provide law enforcement and service to the community for police-related activities. As staff is increased, the goal is rebuild and revitalize programs participated by SFPD officers.

Switching gears,
Dir. Moses mentioned the barrage of recent vandalism at SE, and how can that be minimized and dealt with. Ms. Arguelles questioned whether police patrol has been increased around the Facility. Captain Pardini answered that more attention would be placed on the facility by increasing patrol to address the problems.

Commissioner Brown asked what the current staffing level was of Bayview station. Captain Pardini stated there are 140 sworn members assigned to Bayview station. Since his assignment to Bayview, Captain Pardini has increased beat patrols on 3rd Street, ramped up the field-training program at Bayview station, as well as increased the amount of field-training officers.

Commissioner Person asked for the breakdown of officers to residents. Capt. Pardini approximated 1 to 2000.

Commission Fuentes asked whether Operation Dream had a brochure that could be disseminated to the public explaining program components. He also suggested several possible outreach efforts to support the program.

Commissioner Kennedy voiced concern regarding the recruitment system as it relates to background checks, noting that many African American men applying for employment with SFPD were denied employment because they could not pass the background checks.  Kennedy explained when applying for employment in other counties, the men were in fact hired. Commander Tacchini interjected that the State of California has adopted new standards that are universal across the board which eliminate strict criteria.

Mr. Samuel Murray suggested creating training programs that aid individuals getting involved in “the system” by exposing them to the different programs within the Department.

Captain Pardini concluded by urging the Commission to contact him if ever there were questions or clarifications needed with regard to the Department @

SFPDBayviewStation@ci.sf.ca.us.

Mr. Tony Caruso commented about the homeless encampment in the rear of the facility near the railroad tracks and asked that Captain Pardini follow up with Officer Levin to ensure that the property owner (CalTrain) carry out their clean-up/policing procedures.

Commissioner Sampsonrequested that the Board of Directors of Operation Dream come to present before the Commission for follow-up. Dir. Moses stated staff would follow-up by calling Operation Dream to request additional information.

5.0               Director’s Report:

Ø      Director Moses reported:

a.      Email from Lynn Fong, DPW re: Gas main replacement project taking place adjacent to Foods Co. (Williams Street store).

b.      Annual Statement of Purpose & Annual Report for July 2005 – June, 2006.

Dir. Moses also gave update that the five individuals to be included in the SECFC Mural Project have been selected. Dir. Moses explained a release would need to be signed by each individual as well as the photographer.

MOTION: Moved by Parker, seconded by Sampson to accept the Director’s Report. Motion passed unanimously to accept report as presented (7-0).

6.0               ASSIGNMENT OF COMMITTEE & AD HOC COMMITTEE:
Commissioner Brown referred the Commission to long/short-term goals & committee structure and asked that they be reviewed. Dir. Moses explained the Facility Committee would be combined with the Economic Development Committee. He also reminded that Mr. Claude Everhart stated he would be happy to work closely with that Committee. Commissioner Ronald Person will chair the Health & Housing Committee and Dr. Mark Ghaly, Southeast Health Clinic has agreed to be a participant on that committee.

Commissioner Brown directed this item be calendared for the next meeting and asked everyone to review the information and bring it to the next meeting of 9/14/06 for final vote.

7.0               INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS
Letter of invitation to Operation Dream Board for further information. Long/short-term goals & committee structure to be calendared for next Commission meeting.

8.0               Public Comment:
There was no public comment at this time.

 

9.0               Announcements:
Commissioner Person asked to be excused for the month of September, as he will be out of state.

Commissioner Jones announced the new principal of Charles R. Drew is Ms. Pat Forte, who is a former principal of Sherman. The project manger is Ms. Demetrius Rice Mitchell. There is no assistant principal.

Dir. Moses asked that Commissioner Person let staff know what his vote will be with regard to the goals and committee structure. Commission Person said he would accommodate staff; however, as it stands he has no problem with it.
