MINUTES OF THE

SOUTHEAST COMMUNITY FACILITY COMMISSION

MEETING WEDNESDAY, JULY 22, 2009 – 6:00 PM

1.0     CALL TO ORDER 

 

Commission Chair Willie B. Kennedy called the Wednesday, July 22, 2009 meeting to order at 6:07 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.   Commissioner Kennedy read the Sunshine Ordinance.

1.2      CONSENT CALENDAR

 

Commission Chair Willie Kennedy announced the Consent Calendar.

 

It was moved by Commissioner Churchwell and seconded by Commissioner Jones to accept the minutes of Thursday, July 9, 2009.  The minutes were approved.

 

2.0      PUBLIC COMMENT

 

Mr. Sam Murray, SFPUC Public Relations Officer, announced the annual fundraiser in support of the Cal Maritime six week summer program for teens from the 94124 area.  Mr. Murray thanked the Commissioners for their previous support and invited everyone to the fundraising barbeque luncheon scheduled for July 23 at the plant.

 

Mr. Murray will return to the next Commission meeting to provide an update on the Digester Task Force project.

 

Dr. Veronica Hunnicutt, Dean of the Southeast Campus of City College of San Francisco announced an outreach event on August 3rd and invited the Commissioners to participate.  The all day event will utilize the Alex Pitcher room and upstairs lobby.  Featured performers will be the Senior Steppers as well as an exciting new youth group.  New courses have been added in an effort to make the campus a full service campus.

Chair Kennedy referred the Commissioners to the Press Release regarding the $500,000 awarded to local greening projects and noted the amount awarded to the Southeast Community Facility Mural Project.

 

Toye Moses, Executive Director noted the funding was awarded every six months and we hoped to do better next time.

 

4.0     REPORT OF THE PRESIDENT

 

Chair Kennedy announced the Facilities Committee would be meeting at 12 p.m. in the conference room to address the issues regarding the E.P. Mills Auditorium.

 

5.0      STAFF/DIRECTOR REPORT

 

Toye Moses, Executive Director announced the budget is approved and the work on the security alarm system for the facility is almost completed.

 

6.0     PRESENTATION

 

Chair Kennedy introduced Mr. Siri Datta, President, San Francisco Foliage who

addressed the Commission on behalf of the Green House Tenants Association

regarding an initiative for courses at City College.  This joint educational and

workforce development initiative involves the BayView Hunter’s Point Greenhouse Tenant’s Association, City College of San Francisco-Southeast Campus, and the Environmental Horticulture Department of SF City College, with guidance from Dr. Toye Moses, Executive Director of the Southeast Community Facility Commission.

 

Mr. Datta said the initiative merits the support of the Commission because the BayView Greenhouses are a community resource that can serve the interests of BayView residents who seek a rewarding involvement in horticultural business.

 

The Interior Landscape Training course is an entry point into the world of interior landscaping.  Interior Landscape Training has the potential to dramatically expand the mitigation impact of the greenhouse businesses in the BayView.

 

Interior plantscape businesses sell, install, and maintain interior plants, often guaranteeing the client will be free of liability for plant replacement costs for as long as a maintenance contract is maintained.  Technicians provide scheduled maintenance, cleaning, feeding and watering for plant installations in homes and offices on a regular schedule, most often weekly.  The vast majority of interior landscape businesses (78%) are small often owned by women 30-50 years old, with annual revenues of $32-215 thousand dollars.  Technician’s wages begin at $13 per hour.  The highest paid technicians earn $20 per hour.

 

The interior plantscape enterprise may be a good match for BayView residents because it allows flexible work schedules and gradual business development.  There are multiple streams of income from sales and service, so businesses can expand in good times and maintain during downturns.  The Interior Plantscape industry is easy to enter with low capital and training thresholds.

 

Interior Landscape Maintenance is conceived as an eight week course with 4 hours of instruction each week.  The Certificate Program is offered to students wishing to achieve the competencies of managing, designing, installing, and maintaining interior landscape settings.  Course work is designed for students interested in careers in tropical plant sales and brokerage, interior landscape design, installation and management.

 

Certified Interior Landscape technicians are candidates for positions with any of more than 200 area-wide interior landscape companies.  Interior landscape training is also a path to small business ownership.  The course will be free of charge to residents of BayView.

 

Mr. Datta said additional funding was needed and requested the Commission forward a letter of support for funding to the San Francisco Public Utilities Commission.

 

Dean Hunnicutt added this is a wonderful opportunity to provide entry level training in Interior Landscape occupations.  This would be a collaboration between the Southeast Commission, community leaders, City College, the Greenhouse Tenants Association, and the Public Utilities Commission.

 

Chair Kennedy thanked Mr. Datta for his presentation.

 

Toye Moses, Executive Director said Mr. Datta was asking the Commission to send a letter to the PUC requesting $3,000 to fill the funding gap.  Dr. Moses asked John Roddy, Deputy City Attorney, if the Commission had the power to request funds from SFPUC.

 

Mr. Roddy said there was no problem with sending a letter to the SFPUC.

 

Chair Kennedy directed staff to send a letter to the SFPUC requesting additional funding for the Interior Landscape Training course.

 

Mr. Sam Murray, Public Relations Officer for the SFPUC suggested addressing the letter to Water Pollution Control, which is part of the PUC and since this facility is handled by that part of the agency it would be better to address it to Water Pollution Control and cc the PUC.

 

7.0     INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS FOR FUTURE

9.0     ANNOUNCEMENTS

 

Carla Vaughn , Commission Secretary announced Mr. Jimi Harris, Governmental and Public Affairs, PG&E, will come to discuss the power plants at the August 26 Commission meeting.  He will bring with him Mr. Deems Padgett, TRC Contractor and Mr. James A. Bryant, President, APRISF.

 

Chair Kennedy announced a meeting dealing with the transportation at the Shipyard on July 29 at Bret Harte School at 6:00 p.m.

 

10.     ADJOURNMENT

 

Chair Kennedy adjourned the meeting at 7:42 p.m. in honor of the father of Claude Everhart who passed on Monday, July 20, 2009.
