FACILITY COMMITTEE MEETING

WEDNESDAY, February 8, 2006

            Acting Committee Chair, Commissioner Willie Kennedy called the Tuesday, January 10, 2006 Facility Committee meeting to order at 12:20 p.m.

 

  1. Roll Call:

RECOMMENDATION:

 

Ms. Gloria Hampton, Executive Director of JMAC and Ms. Karen Wing, Board President of Whitney Young Child Development Center will collaborate in drafting a Memorandum of Understanding (MOU) that will address the “commingling issue”, which will state the following:

 

a).       Proposed JMAC designated areas and access:

  1. Sole occupancy of West wing of Building A offices, two (2), and restroom facility: Access: Faculty & students shall enter through main entrance and go directly to designated area(s). A sign on the building at main entryway will direct visitors with arrows pointing to either JMAC or WYCDC.

ii             Shared use of EPM auditorium and adjacent kitchen area during specifically scheduled times (except during scheduled community events). Access: JMAC students shall enter EPM from the west-side door facing the parking lot from EPM Auditorium. Access to courtyard will not be allowed until fence is installed.

 

  1. Proposed WYCDC designated areas and access to same:
  2. Sole occupancy of Buildings B and C and restroom facilities: Access: Faculty & toddlers shall enter through main entrance and go directly to designated areas(s). A sign at main entryway will direct visitors with arrows pointing to either JMAC or WYCDC.

ii           Shared use of EPM auditorium area during specifically scheduled
times for before/after school care (except during scheduled community events). Access: WYCDC latchkey students shall enter EPM from the west-side door facing the parking lot. Access to courtyard will not be allowed until fence is installed.

 

Dir. Moses explained the MOU will be submitted to SECF Commission with copies going to the Department of Social Services Community Licensing, S.F. Dept. of Youth, Children & Families, and the Mayor’s Office of Community Development.

 

Once the MOU is dully signed and agreed upon by the appropriate agencies, i.e., Dept. of Children, Youth & Families, Dept. of Social Services, the SECFacility Commission will take action.

 

The Commission will seek legal counsel with the City Attorney and direct the Dept. of Real Estate to incorporate the MOU into the tenants’ agreements. The City Attorney will review the MOU agreement and ultimately present it to the full Commission for approval. Whitney Young Child Development Center is on a provisional license until October 2006.

 

The issue of tenant WYCDC using the auditorium for recreational activities is of great concern and staff was directed to monitor the situation very closely.

    There were several residents who expressed concern regarding the commingling issue, addressed the licensing regulations, and had several suggestions on how to address the problem.

Commissioner Kennedy adjourned the Facility Committee meeting at 2:25 p.m.
