1.0               Call to Order
Commissioner Juan Fuentes called the Thursday, June 14, 2007 meeting to order at 6:17 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Fuentes read the Sunshine Ordinance aloud.
 

            1.2            Roll Call: Commissioners Present:  Fuentes, Jones, Parker; Sampson, Brown

Commissioners Excused: Kennedy, Churchwell

Staff Present: Toye Moses, Executive Director; Joseph Singh, Mgmt. Assistant, Annette Price, Commission Secretary.

 

            1.3                    Consent Calendar

          RESOLUTION (SECFC-2007-82) Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Wednesday, May 23, 2007 were approved as submitted with modification.

2.0                 PUBLIC COMMENT
Mr. Samuel Murray, SFPUC thanked Commissioners Parker/Sampson for their participation at Thurgood Marshall Career Day. Mr. Murray reported that the San Francisco PUC plans on holding a canned food drive for the United Council Of Human Services. Foodbarrels will be strategically placed throughout the southeast sector beginning June 15th thru July 15th. A videotape on the history of the Southeast treatment plant has been produced and will be available for the Commission to review shortly.

3.0                 COMMUNICATION:
Dir. Moses referenced the Mayor’s Office press release re: Grand opening kick-off event for the Community of Opportunities’ satellite office located at 1030 Oakdale.

Commissioner Fuentes asked that Micki Jones, H-4 Inspector for the SFFD step forward to present on the Department’s Senior Home Safety, Fire, and Fall Prevention Program.

4.0               PRESENTATION:
Inspector Micki Jones reported: the Senior Home Safety Program funded by a Federal Emergency Management Agency (FEMA) grant began back on November 6th, 2006. The purpose of the program is to make seniors safer in their homes and reduce number of injuries/deaths caused by fire by providing free smoke alarms, fall prevention equipment and conduct fire/fall prevention presentations to senior organizations throughout the city.

Inspector Jones presented a slide presentation of damage caused by recent fires in San Francisco, outlined statistics of residential fire injuries/deaths, age groups most affected by fire, and types of smoke alarms installed by program coordinators. 

The program also addresses fall prevention for seniors, provides fall prevention equipment, and educates seniors on exercise, appropriate shoe wear, medication side effects, phone systems such as 911 (emergency services), 311 (non-emergency services), 211 (social services system), 511 (transportation), and referral services to programs throughout the Dept. of Public Health.

Also noted: Vial of Life Program has been in San Francisco for four years and provides valuable information to fire/rescue and San Francisco paramedics of someone’s medical history who is incapacitated or cannot speak English.

Inspector Jones summarized the progress of the program and noted the response from seniors has been overwhelming and the Department had to cease offering smoke alarm installation. Instead, the Department will provide individuals with free smoke alarms and encourage seniors to have them installed.

Inspector Jones mentioned grant funding ends on August 23rd and so will the program, but feels hopeful she can influence the administration in the Department to continue the program’s mission in some way.

Commission Fuentes asked if there was bilingual education and whether laws exist which require smoke alarms in residential homes. Inspector Jones explained the Department only has access to common areas in commercial building. She also stated that there are bilingual presentations in Spanish, Cantonese, and Russian at least once a week.

Commissioner Brown asked if there is any way the Commission could support the continuance of the work that is being done, especially for seniors. Inspector Jones stated her hope is that the Commission can get the administration to some how continue the mission of the program.

Commissioner Fuentes asked how much was funded for the program. Inspector Jones explained the FEMA grant covered salaries, decals, fire safety/fall prevention equipment, advertising material, etc. She stated the program has all the equipment needed and would not cost much to continue.

Commissioner Parker said from a humanitarian/economic point of view it does not seem reasonable for the program to end, as damage from fires cost the city thousands in damage.

Inspector Jones reminded that in addition to placing smoke alarms in hallways, etc., all homes should have a smoke alarm in every sleeping area.

4.0               Health & Housing Report
The Health & Housing Ad-Hoc meeting was cancelled and will be rescheduled.

5.0                 DIRECTOR’S REPORT:
Dir. Moses reported the following:

a.   A meeting will be held next week to address the lead issue @ the Head Start playground area (decorative snake). The sand has already been replaced.

b.   Renovation on the community room floor in the Alex Pitcher room will take place shortly; therefore, the next commission meeting will be held in the Suite B conference room upstairs.

c.   Wi-Fi system will be installed @ the facility hopefully by the end of the month.

d.   Update on the jurisdictional transfer – Attorney Roddy is preparing an ordinance as requested and hopefully will present it at the next commission meeting.

e.   The beautification mural is ready to be installed. Hopefully Ms. Heidi Hardin will give a status update at the next meeting.

MOTION: Moved by Jones, seconded by Brown to accept the Director’s Report. Motion passed unanimously to accept report as presented (5-0).

 

7.0                 INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS:
Commissioner Sampson suggested that Mr. Nathaniel Ford, SFMTA be invited for a follow-up meeting on the progress of the T-line and employment statistics for African Americans. Commissioner Jones suggested that Superintendent Carlos Garcia be invited to present his vision for improving education for all children, particularly African American children. Commissioner Fuentes asked that staff explore whether the S.F. Opera House’s funding has been cut. Commissioner Parker suggested that Mr. Alton Byrd be contacted re: follow-up invitation with regard to the progress of the African American Market Place.
