SOUTHEAST COMMUNITY FACILITY COMMISSION

MEETING THURSDAY, DECEMBER 11, 2008 – 6:00 PM

1.0     CALL TO ORDER 

 

Commission Vice-President Louise C. Jones called the Thursday, December 11, 2008 meeting to order at 6:00 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.   The Sunshine Ordinance was provided by the Commission Secretary.

1.2      CONSENT CALENDAR

 

Commission Vice-President Louise C. Jones welcomed all present and announced the Consent Calendar.

 

Commissioner Brown moved to accept the consent calendar. Commissioner Churchwell seconded the motion.

 

2.0               PUBLIC COMMENT

 

None.

 

3.0            COMMUNICATIONS

 

Toye Moses, Executive Director announced the following letter was in progress:

 

a)    Letter of Invitation to Mayor Gavin Newsom to REVISIT TOWN HALL

MEETING to update/address the Commission and the residents of the BayView Hunter’s Point regarding plans for the BVHP residents before the end of his term.       

 

Carla Vaughn, Commission Secretary announced the following:

 

b)      Letter of Invitation to Deputy City Attorney John Roddy to provide a brief informational/presentation to the Commissioners, most especially the new Commissioners about the S.F. Administrative Code Chapter 54.1 that created the Southeast Community Facility Commission.

c)      Letter of Invitation to Mike Farrah, Director of the Mayor’s Neighborhood Office to address the SECFC regarding goals, activities, and how the BVHP residents benefit from the program.

d)      Letter of Invitation to Jeff Adachi, S.F. Public Defender to provide an update on the Clean Slate Program offices citywide, most especially at the SECFC office.

e)      Letter of Invitation to Dr. Mimi Silbert, Executive Director of Delancy Street Training Center.

f)        Letter of Invitation to Ms. Rhonda Simmons, Director Mayor’s Office of Economic and Workforce Development.

g)      Letter of Invitation to Dwayne Jones, Director Mayor’s Office of Communities of Opportunities.

h)      Letter of Invitation to Al and Jackie Norman regarding the African Marketplace and the BayView Christmas Tree Event.

i)        Press Release:  On New YouTube Site, Mayor Newsom Launches Second Webisode of “Interactive State of the City”.

j)        Press Release:  On New YouTube Site, Mayor Newsom Launches Third and Fourth Webisode’s of “ Interactive State of the City”.

k)      Press Release:  Mayor Newsom Announces SHOP SF, GET MORE Shopping Incentive Program For All Bay Area Residents.

l)        Press Release:  San Francisco Ranked Top Ten Business Destination.

m)    Press Release:  Mayor Gavin Newsom And Bike And Roll Launch Neighborhood Bike Share Program In San Francisco’s Historic North Beach District.

n)      Employment Opportunity Announcement from the San Francisco Fire Department for an H-2 Firefighter, an entry level position in the Fire Suppression Division.

4.0            REPORT OF THE PRESIDENT

 

None.

 

5.0     HEALTH AND HOUSING AD-HOC COMMITTEE REPORT

 

Commissioner Brown provided a summary of the Health and Housing Ad-Hoc Committee meeting which was held on December 9th.

 

Commissioner Jones moved the report be accepted and it was seconded by Commissioner Churchwell.  The report was accepted unanimously.

 

6.0     STAFF REPORT

 

Toye Moses, Executive Director announced Joseph Singh, Management Assistant would be leaving to accept a position in the Communications Division of the SFPUC.

 

Regarding the update on the 09/10 budget Director Moses reported there was a lot of support from the Assistant General Manager, Tommy Moala.

 

Joseph Singh, Management Assistant provided an update on the SECFC ADA Project and the HVAC Project.

 

Director Moses announced the extension of the Clerk Typist position held by Cheryl’Berne Adams.

 

It was moved by Commissioner Sampson and seconded by Commissioner Brown to accept the staff report.  The report was accepted unanimously.

 

7.0              INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS

 

Commissioner Jones provided a summary report of the Mayor’s Budget Briefing which was held on Thursday, December 4th at City Hall and attended by Commissioner Jones and Commissioner Chung. 

 

The synopsis of the budget revenue shortfall was made for FY 2008/2009.  The revenues for the City and County of San Francisco which were discussed were as follows:

 

Property Tax

Property Transfer Tax

Payroll Tax

Hotel Tax Growth

 

Commissioner Jones reported an effective lay-off date of February 6th, 2009 and the Governor’s budget was likely to be released on January 9th, 2009.

 

Commissioner Chung thanked Commissioner Jones for her thorough report.

 

            Carla Vaughn, Commission Secretary announced the scheduling of City College

Chancellor Dr. Don Griffin who is slated to provide a presentation at the December 22nd Commission meeting.

 

Director Moses requested the Commission direct staff to send letters of appreciation to the Assistant General Manager, Tommy Moala and Tony Flores, Operations and Maintenance Division Manager to thank them for their support regarding the budget.

 

8.0     PUBLIC COMMENT

 

None.

 

9.0     ANNOUNCEMENTS

 

Commission Secretary Carla Vaughn announced the Warriors For Christ Outreach Ministries would host their 5th annual Day of Sharing and Caring Ministry.  The event date is Tuesday, December 25 from 9am to 3pm at the BayView Opera House located at 4705 Third Street.

 

10      ADJOURNMENT

 

The meeting was adjourned at 6:25 pm.
