1.0               Call to Order
Commission President Bobbrie Brown called the Thursday, March 9, 2006 meeting to order at 6:10 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Brown read the Sunshine Ordinance aloud.
 

             1.2            Roll Call

             1.3                    Consent Calendar

(a)           RESOLUTION (SECFC-2005-51)Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Wednesday, February 22, 2006 were approved as submitted.

2.0               PUBLIC COMMENT
There was no public comment at this time.

Commissioner Brown changed the order of the agenda and asked Director Moses to give his report.

 

5.0               Director’s Report:
Dir. Moses reported: PUC approved Clean Water & General Fund budgets and are now waiting approval from the Mayor and Board of Supervisors. Dir. Moses on vacation March 10th through March 30th. Dir. Moses met with Dwayne Jones, Director of Community Opportunity, former Commissioner Heidi Hardin, and Ms. Elloise Patton, YCD to discuss the beautification program to which the Facility is applying. He briefly reviewed the process and asked that Ms. Heidi Hardin come forward to give an overview of the project.

Ms. Hardin explained that the proposed project would be a mural painted on the side of the Facility of past and present community leaders. The application packet will be submitted to the San Francisco Community Challenge Grants City’s Clean & Green Program for a small- to medium-sized grant. A small committee will also be formed to oversee the project to ensure it is what is desired and that all guidelines are met. In response to a question posed, Ms. Hardin stated that a certain percentage of the award must be matched.

Dir. Moses will present the plan that will be put in place for the selection process at a future meeting.  Commissioner Brown asked that Ms. Lynn Westry step forward to present.


 

4.0               PRESENTATIONS
Ms. Lynn Westry,
community advocate stated the purpose of her presentation is to advocate for families in the Southeast sector who are traumatized by violence. Ms. Westry explained that there
is no funding in place to assist individuals specifically affected by street/outside violence, except in the category of domestic violence. Ms. Westry spoke of one particular family who has been traumatized over and over in which the middle son was shot last year and the youngest son was shot this year.

Ms. Westry continued that the financial burden placed on families affected by violence is very difficult. She and her colleagues advocate for tangible assistance to help these families. She stated that in order to move forward, a system must be put in place to address this health issue.

Questioned about other available programs, Ms. Westry responded that the Critical Incidence Response Team (CIRT), which is now under the Community Behavior Health Program, has no funding. She continued that the Department of Public Health 1) has not set the capacity in order to provide all the necessary services needed; 2) there is no funding in place to provide tangible things, i.e., housing, etc. She stated violence is a public health issue, which affects one’s physical as well as mental health.

Commissioner Jones commented she has observed children come to school daily who have been affected by violence, i.e. hearing gunshots and/or having witnessed shootings. She feels support really is needed. Ms. Westry explained that there is a subcommittee that provides counseling services to children after an incident takes place. They also can provide counseling to staff on how to handle children affected by violence. She offered to make that service available to the district.

Commissioner Person agreed that violence is a public health issue and asked whether there was a proposal or plan in place to address it. Ms. Westry stated there is no plan in place, however precedence needs to be set given that individuals continue to be affected by not only violence but also the lack of support. Commissioner Kennedy offered to work with Ms. Westry in getting some type of assistance set in place for families affected by violence.

Dir. Moses suggested that Ms. Barbara Garcia, Deputy Director for Community Health be invited to discuss why some of the vital programs in the Bayview area are being cut and funding is being taken away from the programs.

Commissioner Brown thanked Ms. Westry for her presentation and stated that the Commission will also write a letter of support for her cause. Ms. Westry concluded by stating that Ms. Garcia has been supportive in her efforts; however immediate results are needed as families are suffering daily. 

3.0               COMMUNICATIONS:
Dir. Moses reported the following correspondence as having been sent/received: Correspondence to Ms. Denise Bradley, Director, Museum of the African Diaspora (MoAD). Captain Albert, SFPD Bayview station confirmed presentation date for April 13th, 2006.

 6.0            Introduction of New Business By Commissioners:
Commissioner Kennedy suggested that someone from S.F. Redevelopment Agency and someone from the Project Area Committee (PAC) present to discuss the
Redevelopment Plan Amendment & EIR
that was recently passed by City Planning. Commissioner Brown suggested that Mr. Fred Abadi, Director of Department of Public Works come to present before the Commission. Director Moses suggested that Mr. Jacob Moody, Executive Director of Bayview-Hunters Point Foundation present to give an overview of that programs. He also suggested that the new directory of Family Mosaic Project, Ms. Alicia Joseph-Rivers give an overview of her organization.

7.0               Public Comment:
Ms. Charlene Wayne Durley, Department of Child Support Services gave a brief overview of the services her department provides as it relates to child support. She listed office locations and briefly reviewed some of the available program offered by the Department.

8.0               Announcements:
Commissioner Brown announced that the CAC will hold several meetings on the Hunters Point Shipyard: March 13, @ 1800 Oakdale Ave. from 6:00 to 8:00; March 14, @ Lennar/BVHP Trailer from 6:00 to 8:00; and March 15, @ Lennar Trailer-HPSY from 2:00 to 4:00. There will also be a Homebuyers Assistance Workshop on Thursday, March 23rd from 6:00 to 8:00 at the Potrero Hill Neighborhood House, 953 DeHaro.

Dir. Moses announced that the annual Sunshine and Ethics Training will take place on
Monday, March 27, 2006, from 6:00 to 8:00 p.m., in Herbst Theatre in the War Memorial Veterans Building at the corner of Van Ness and McAllister. Commissioner Brown also announced that the Mayor has invited all female commissioners to join him for a celebratory picture in honor of Women’s History Month on March 22 on the steps of City Hall, Polk Street side.

Commissioner Kennedy requested that the meeting be adjourned in memory of Mary Helen Rogers, Community Activist from the Western Addition. She passed away on Saturday, March 4, 2006.


9.0               Adjournment
Commissioner Brown asked that everyone stand in a moment of silence in memory of Ms. Mary Helen Rogers. The meeting was adjourned at 6:55 in memory of Ms. Rogers.
