1.0               Call to Order
Commission Vice President Juan Fuentes called the Wednesday, July 26, 2006 meeting to order at 6:20 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Secretary read the Sunshine Ordinance aloud.

            1.3                    Consent Calendar

          RESOLUTION (SECFC-2006-59)Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Wednesday, June 28, 2006 were approved as submitted with minor changes.

          RESOLUTION (SECFC-2006-60) Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Thursday, July 13, 2006 were approved as submitted.

2.0               PUBLIC COMMENT
Mr. Samuel Murray, SFPUC thanked the Commission and staff for their support of the Emergency Preparedness Fair sponsored by the SFPUC.
 

3.0               COMMUNICATIONS:

Ø      Correspondence included in Commission folders

a.      Letter to Supervisor Sophie Maxwell from the PAC re: Health issues, Southeast Health Center

 

PRESENTATIONS: Dr. Ghaly thanked the Commission for the invitation to present, acknowledging SEHC staff for coming out and showing their support. 

With respect to correspondence from the PAC to Supervisor Maxwell regarding the transfer of the SEHC, Dr. Ghaly confirmed discussion has begun but had nothing else to report.

Referring to a handout earlier distributed, Dr. Ghaly reported the SEHC is 1 of 10 clinics in the city and has been in operation since 1979. Currently the clinic treats 5000 unduplicated patients per year providing a range of services from primary medical care to nutritional care.



Dr. Ghaly reviewed the role of the Department of Public Health and highlighted several major health disparities in the BVHP community tracked by the department. He also noted, although not a direct health issue, violence is the leading cause of years of life lost in BVHP as compared to the rest of the city.

Dr. Ghaly reviewed issues that impact health outcomes in BVHP, the vision of the SEHC and the plan to improve quality of service through improved coordination & service expansion. Dr. Ghaly reviewed the current services offered by the SEHC and action plan for future services that will be provided in pediatrics health, adolescent health (healing Arts satellite clinic), adult care, mobile clinics, Early Intervention Program (EIP), Transitions Clinic Program, prenatal care, and mental health care.

Dr. Ghaly concluded by identifying SEHC as an advocacy agency for the community with a mission to build better relationships with other healthcare providers in the community. He reported of plans to revitalize the Community Advisory Board and assist in being the overseer of the 40 mental health/substance abuse service agencies in the BVHP.

Commissioner Brown asked whether the health center would participate in bringing awareness to prostate cancer in African American males. Dr. Ghaly responded no, although he hopes to address that as disease specific focuses are built.

Commissioner Jones voiced concern that asthma statistics among children were not addressed in the presentation. Dr. Ghaly acknowledged hospitalization rates/days missed for school are very high among African American children throughout the entire country. Surveys done in the 94124 zip code a few years back indicate rates were doubled compared to other neighborhoods in the city, which is attributed to poor housing conditions, toxic exposure, air quality. More focus is being done on how we can increase services to community.

Commissioner Person voiced concern that the SEHC does not do enough community outreach with regard to healthcare screenings, i.e., prostate cancer and stated he would like to become involved with the center to address those concerns. Dr. Ghaly explained that SEHC needs to leverage resources and encourage other groups to bring in services to the community, since SHEC is somewhat restricted by centralized efforts.

Commissioner Kennedy asked whether SEHC offers some type of cancer referral service to patients. Dr. Ghaly stated SEHC has a sub-specialty referral service through S.F. General Hospital. Dr. Ghaly also offered to provide a summery of the different statistic around common health problems faced by BVHP residents. 

Commissioner Fuentes asked how can the social factors/inequalities be addressed on a broader level and have other city agencies participate so that the entire burden does not fall on SEHC. Dr. Ghaly stated it is important to pitch other issues as health concerns, such as efforts around improving adolescent education (healing arts center), youth development, which is sort of the model SEHC hopes to propose to other agencies. Through further collaboration with other city agencies, we can explore different ways to address that.


Commissioner Parkerasked since SEHC experiences 2- to 3-times more health disparity than other parts of the city, is that shortfall made up in the allocation of funding to SECH. Dr. Ghaly responded no. However, he explained that as health director, his role will be to figure out which things are needed for the SEHC and advocate for those things within the department.

Dr. Moses commended Dr. Ghaly for his efforts in the short period of time that he’s been Director of Southeast. He voiced concern regarding the poor equipment at SEHC and also the fact that of the 40 agencies in the BVHP that are supposed to provide services to BVHP residents are not.

Ms. Tracy Senigar made comment regarding services provided at SEHC. Mr. John Lau was curious about future expansion of SEHC. Dr. Justin Morgan made comment regarding the illness of the BVHP population and voiced concern that SECH is being asked to care for a quarter of the population of the city.

Commissioner Fuentes thanked Dr. Ghaly for his presentation and
asked that he let the Commission know in what ways it can be of support.  

 

5.0               Director’s Report: e

Ø      Director Moses reported:

a.      The budget has been approved and now being implemented.  Southeast Community Facility’s ADA design drawings are complete and work will begin shortly. The damaged sidewalk in front of the Facility is being repaired and will be complete in 2 weeks.

b.      EPM childcare center fencing issue is complete. The issue of commingling is still being resolved.

MOTION: Moved by Jones, seconded by Brown to accept the Director’s Report. Motion passed unanimously to accept report as presented (7-0).

6.0               Introduction of New Business By Commissioners:
Commissioner Brown asked that representatives from Foods Co. be asked to present and give update on quality of services to BVHP & customer service practices. Commissioner Person asked that staff extend an invitation to Dr. Mitchell Katz, Director of Public Health to present re: health disparity of BVHP.

7.0               Public Comment:
There was no public comment at this time.

 

8.0               Announcements:
Commissioner Kennedy announced on the second Monday of each month the CAC meetings will be broadcasted by KPOO. She asked that any upcoming meetings be given to her prior to that broadcast so that they can be announced at that time.

Dir. Moses announced and congratulated Commissioners Brown, Sampson, and Fuentes for having been reappointed to the Commission by the Mayor Newsom. Commissioner Kennedy echoed the Director’s sentiments.
