M I N U T E S

THURSDAY, JANUARY 13, 2000
6:00 P.M.

I.          Call to Order:

          Commission President John Knox called the Thursday, January 13, 2000 meeting to order at 6:20 p.m.


II.          Roll Call:

III.          Approval of Minutes:

Action: Commissioner Hardin moved and Commissioner Brown seconded to accept the minutes of December 9, 1999 as mailed. Motion passed.


IV.          Correspondence:

          Dr. Moses informed the Commissioners that in their folders they would find
          copies of the following:
a) letter of invitation to Mr. Gordon Smith, CEO, PG&E re: Bayview-Hunter’s Point Power Plant update;

b) Congresswoman Nancy Pelosi’s "Health Report";
c) Invitation from Census 2000 to their San Francisco Grand Opening (301 Howard St.);
d) Invitation to Census 2000 Southeast San Francisco Manager, Ronald Colthirst to update the Commission on the Census 2000 hiring, etc.


V.          Director’s Report:
- As everyone is aware, Mr. Alex Pitcher - community activist and President of the NAACP, San Francisco chapter - for whom this community room is named, passed away on Thurs., Jan. 6, after a year’s battle with throat cancer. Funeral services were held on Tues., Jan. 11 at Providence Baptist Church where he was a deacon. He will be sorely missed especially in the Bayview-Hunter’s Point where he lived and was most active for many years.
- For your information, Andy Moran, General Manger of PUC announced his retirement effective the end of January. There is currently a search to fill the vacancy created by his leaving. The process of this search will begin with the Public Utilities Commission, move to the Mayor, then to the Board of Supervisors. We will keep this Commission informed.
- The 1840 Jr. Mgmt. position requested for assistance with E. P. Mills Community Auditorium was approved by the PUC’s General Manager. This is the second time this position was approved at this level so we really need support for final approval of this position.
- The installation of the PA system should be completed by the end of the month and we (staff) anxiously await training (for operation and maintenance) from the BBR electrical shop.

          Action: Commissioner Brown moved and Commissioner Hardin seconded to
accept the Director’s Report. Motion passed.


VI.          Old and On-going Business:

a) List of all Southeast Community Facility Commission standing committee (Facility Committee and Housing, Health and Public Safety Committee) members will be sent to Commissioners before next Commission meeting.


VII. Introduction of New Business:

a) Commissioner Brown suggests inviting the Manager of the Senior Housing Center on Third and Armstrong Sts., Katherine "Kit" Anderson to present an update on the type space (units) being rented/leased, and statistical breakout of population, etc.

b) Since there was not a quorum at the last Commission meeting, perhaps someone from DHS/Will Lightbourne’s staff could return to deliver the presentation scheduled for that meeting.
c) Foods Co. has not yet confirmed a date for their presentation; however, the Commission will be kept informed.
d) Lennar BVHP Partners has confirmed for a presentation/update on the Shipyard development at the Thurs., Feb. 10 Commission meeting and the San Francisco Redevelopment wants for present at the same meeting immediately following Lennar. Since the Mayor has made the Shipyard redevelopment issue a priority in this community for this administration, Dr. Moses suggests requesting a meeting with the Mayor to discuss the Commission’s opinion after this meeting.
e) Ron Colthirst has confirmed to attend the Wed., Jan. 26 Commission meeting to present the Census 2000 Project.
f) We have not yet heard back from PG&E to update on the Power Plant closure.
g) The Commission secretary raised the issue of review and update/amendment of the Commission’s Rules of Order, paying particular attention to regular meeting dates and the scheduling/re-scheduling of meeting dates. (Reminder: Commissioners to also review the "Overview of Public Records and Public Meeting Laws" and call Deputy City Attorney Robert Bryan with any questions regarding either document.)


VIII.          Public Comment:
          
Mr. Cedric Jackson, Manager of the Southeast Career Center, in attendance at the
meeting, requested that a moment of silence be observed in recognition of Mr.
Alex Pitcher’s contributions and accomplishments.


IX.          Adjournment:

In proud reflection of an outstanding citizen, his leadership and contributions to his community and all of mankind the Southeast Community Facility Commission adjourns this meeting in memory of Alex L. Pitcher, Jr.

Action: Commissioner Brown moved and Commissioner Nguyen seconded to adjourn the meeting at 6:47 p.m. Motion passed.
