I.          Call to Order:

          Commission President John Knox called the Wednesday, January 26, 2000 meeting to order at 6:10 p.m.

II.          Roll Call:

III.          Approval of Minutes:

Action: Commissioner Richardson moved and Commissioner Hardin seconded to accept the minutes of January 13, 2000 as mailed. Motion passed.


IV.          Correspondence:

          Dr. Moses informed the Commissioners that the following would be found in
          their folders:
a) Draft "Statement of Understanding"(SOU) American Red Cross of the Bay Area (ARC/BA) re: a collaborative of effort between the ARC/BA and the City of San Francisco to provide a temporary emergency shelter for disaster displaced people.

V.          Presentation:

          Commissioner Knox introduced Mr. Ronald Colthirst, Manager of the San Francisco Census 2000 Project, Southeast Office who, after thanking the Commission for inviting him to present at this evenings Commission meeting, explained:

          Nationally the Census Bureau locates one local census office per Congressional district. However, due to several factors such as a high immigrant population, strategic location, and large commuting residency, three local offices have been established in San Francisco. The Northeast Office Manager David Schaitberger handles northeast San Francisco bordered by Market St. on the southeast and Lyon St. on the west; the West Office Manger Vu-Duc Vuong handles western San Francisco bordered by Lyon St. and the Twin Peaks; Mr. Colthirst manages the Southeast Office which includes all of San Francisco south of Market St. to the county line and east of Twin Peaks (including South of Market, the Castro, Diamond Heights, Portrero Hill, Glen Park, Bayview-Hunter’s Point, Visitation Valley, Inner and Outer Mission, Excelsior, Crocker-Amazon, and Noe Valley). The Southeast Office is located at 3108 Third St., Ste. 200 at Bayview Plaza. All three area offices are located within the boundaries of the Southeast Office and held an Open House on January 18, 2000.

The mission of Census 2000 project is to accurately count the national population; the mission of the San Francisco Census 2000 office is to accurately count San Francisco’s population paying particular attention to historically undercounted/underrepresented segments. Everyone is encouraged to participate in the actual census that provides important socio-economic information.

According to the Census 2000 timeline, a national advertising campaign began in Nov. 99 in both mainstream and ethnic media to educate (in various languages) what the Census 2000 project is and what the needs/requirements for the project are. From Oct. through Dec. 99 saw outreach and recruitment to local institutions and community-based organizations for office and future field staff and testing and training sites. After the Jan. 18 Open House and through April 2000, recruiting, testing and training for 600 - 1000 "Enumerators" (door-to-door field staff) will take place. Feb. and March will see Phase 2, of the national advertising campaign - initial census packages and reminder cards will be mailed out and enumeration of public services (shelters, soup kitchens, outdoor locations, etc.) will take place or begin.

April 1, 2000 is Census Day (deadline date for Census form to be mailed in); longer forms will be sent to one in six households, shorter forms to the other five. For Census 2000 to represent the most accurate socio-economic information possible, the public is encouraged to participate from their primary residence in providing this confidential information.

Mr. Colthirst closed his presentation by reviewing Census 2000 handouts in comparison with demographic attachments from the 1990 Census pointing out under-count rates.

VI.          Director’s Report:
- Commissioner Linda Richardson received an "unsung hero" award from Congresswoman Nancy Pelosi at the annual Martin Luther King Civic and Labor Breakfast for her work in Environmental Justice.
- Commission Millard Larkin underwent quadruple by-pass heart surgery on Thurs. Jan. 20 at Kaiser Hospital in San Francisco; however, he is now at home recuperating nicely. Staff is in touch with him and will keep the Commission updated.
- The FY 2000-01 budget request is still progressing through the approval process with our General Fund request passing intact thus far. Commission will be kept informed.
- Staff received training in the operation and maintenance of the newly installed PA system; however necessary change orders were discovered and an order for replacement equipment submitted. Additional training will be provided when the new equipment is installed and all project corrections completed.

          Action: Commissioner Richardson moved and Commissioner Brown seconded to
accept the Director’s Report. Motion passed.


VII.          Old and On-going Business:

a) The Statement of Understanding (SOU) for the American Red Cross to use the Community Room in the event of an emergency is being reviewed for language; as soon as a draft copy is received Commissioners will be updated.
b) Update on invitation to Foods Co. (Corp. Office).

VIII.          Rules of Order:

          Deputy City Attorney Robert Bryan reported that he has reviewed the document,
submitted changes to the Commission Secretary for a "red-lined" copy to be
prepared and distributed to the Commission and reminded that a 10-day prior
public notice needs to be posted before action can be taken on this topic.


IX.          Introduction of New Business:

a) Commissioner Brown suggested inviting Mr. George Smith from the Mayor’s Office on Homelessness to the Commission;
b) Commissioner Brown also requested staff to inquire into the availability of "play guns" at the Bayview Plaza Walgreens and perhaps an invitation to update the Commission on their customer service.           



VIII.          Public Comment:

a) Congratulations to Commissioner Knox for his involvement in the "Millenium Scholars";
b) Mr. Malik Luper from the Mayor’s Office of Community Development and a return resident to the Bayview-Hunter’s Point requested information on the jurisdiction and purview of the Southeast Community Facility Commission and thanked the Commission on keeping him of the mailing list.
          

IX.          Adjournment:

Action: Commissioner Brown moved and Commissioner Nguyen seconded to adjourn the meeting at 8:14 p.m. Motion passed.
