               The Police Commission of the City and County of San Francisco met via videoconference at 5:35 p.m.Â

GENERAL PUBLIC COMMENTÂ
               Francisco Dacosta commented to stop bringing people from the Assembly to talk about things that they cannot achieve. He went on to talk about drugs and car break-ins in the city and quality of life in the city.
               David Aaronson, Wealth & Disparities, read a quote from Felicia Jones in regard to anti-Blackness by SFPD in San Francisco. He went on to talk about traffic stops.
               Aliana, Glide, Coalition to End Bias Stops, spoke of traffic stops and to ban pre-text stops and searches.
               Jennifer Wagner, League of Women Voters, would like to speak with Commissioner Yee and Byrne. Commissioner Byrne stated that Commissioner Yee and himself would like to meet with the League.
               Jodie Medeiros, Walk SF, & Coalition to End Bias Stops, spoke of traffic related deaths and injuries and asked to end pretext traffic stops.
               Kit Hodge, Wealth & Disparities, read a quote from Felicia Jones in regard to anti-Blackness by SFPD in San Francisco and spoke to end pretext traffic stops in San Francisco.
               Janice Lee, SF Bicycle Coalition, call to urge to end low-level traffic stops and talked about traffic related deaths and injuries.
               Cindy, Senior Government Relations Coordinator for the Council on  American Islamic Relations, spoke as a member of the Coalition to End Biased Stops and urged the Commission to end pretext stops.
               Ms. Paulette Brown spoke of her son’s, Aubrey Abrakasa, homicide case and how her son has been denied of justice.
               Jen Lu support letter sent to Commissioners to end pretext stops.
               Brian Cox spoke to end bias pretext stops.              Â

-             Major/Significant Incidents               Â
               Chief Scott reported on crime trends: Violent Crime up 1 percent; homicide up 9 percent; rape down 16 percent; robbery down 5 percent; assault up 9 percent; human trafficking up 36 percent. Property Crimes up 8 percent; burglary down 2 percent; motor vehicle theft even; arson up 8 percent; larceny theft up 13 percent. Gun violence is up 36 percent total of 164 incident resulting in 193 victims YTD. One homicide this week, total 47 homicides YTD; overall clearance rate of 85 percent.Â
               Gun Seizure: 888 recovered; ghost guns: 169 recovered                Â

               Significant Incidents: Homicide at Buchanan and Haight, officers responded to a vehicle collision, driver was in the car with gunshot wounds transported to the hospital and died this past week; Homicide on 3rd and LaSalle in the Bayview, victim is a 19 year-old male who was shot during a car to car shooting, victim was transported and later died in the hospital; investigation is ongoing. Shooting at Gerald and Bernville, in the Bayview District, victim is a 22 year-old male shot in the foot; investigation is ongoing. Shooting in the Ingleside District at the 3300 block of Mission Street, victim is a 29 year-old male walking in the area with a friend when a suspect approached them and shot a number of times at the victim; suspect ran on Mission toward Cezar, victim self-transported to the hospital and is expected to survive; investigation is ongoing. Vandalism at the Islamic Center, at the 400 block of Crescent in the Ingleside District, witness saw a subject with a beer bottle who threw the bottle at a window of the Islamic Center. Deputy Chief Lazar and Commander Vaswani have reached out to the community; investigation is ongoing. Northern district, at Fillmore and McAllister, a 71 year-old woman was pushed to the ground and hit her head when a suspect stole her purse, transported to the hospital and is expected to survive; investigation is ongoing. Robbery with a  gun in the 700 block of Steiner where a 30 year-old victim was approached by three subjects who broke into his vehicle, one of the suspects pointed a gun at the victim and took the victim’s backpack; suspects left the scene in a vehicle; no arrest made, investigation is ongoing.Â
               District strategies: Central, focus on auto burglaries, ramping up Park Smart project, ambassadors are being assigned to Fisherman’s Wharf, Union Square, Chinatown, and Powell and Market, Embarcadero, Ferry Building, along the MUNI lines. There are 23 ambassadors that are now working. Northern, focus on auto break-ins and burglaries; additional deployment in the Alamo Square, Japantown, Palace of Fine Arts; increased in traffic concerns in the Northern. Park, focus on car break-ins, increased deployment, extra patrols in the Golden Gate Park area, fixed posts in commercial corridors.  Â
               Traffic Incident; Fatal incident on Franklin and Union where officers responded to a call of a vehicle versus a pedestrian and located the victim on the ground where victim did not survive. The victim worked at a local school.Â
               Major Events: Strikes at Kaiser around the City which may go on through tomorrow; Warriors games at Chase Center, Gabriel Iglesias performing at Chase Center on Nov 27th; Golden Gate Park has a number of events including Singer/Songwriter Concert Series tonight, orchestra performance on the 21st, Turkey Trot on the 25th.   Â
               The Department is monitoring the trial in the  case of Rittenhouse in Wisconsin and the trial of the defendants in the Amal Aubrey case in Georgia.Â

               Director Henderson reported: 6 new cases; 29 percent behaved or spoke in a manner unbecoming an officer; 14 percent prepared an incomplete or inaccurate citation; 14 percent made a discourteous statement relating to ethnicity or race; 14 percent failed to take required action. 684 cases opened; 776 cases closed; 267 pending; 41 sustained; 21 past 270-day; 36 cases mediated.Â
               Audit: Letter and outline of the audit was sent to the Department.              Â
               Outreach: Can be found on  community calendar on the DPA’s website and posted on Tweeter, Facebook, Instagram and on DHR’s website. Nov 15th, DPA hosted a Law and Justice Reform International presentation. Â
