NOVEMBER 10, 2021 REMOTE MEETING VIA VIDEOCONFERENCE
The Police Commission of the City and County of San Francisco met via videoconference at 5:37 p.m.
PRESENT: Commissioners Cohen, Elias, Hamasaki, Byrne, Yee
(Commissioner Lee joined the meeting at 5:57 p.m.)
GENERAL PUBLIC COMMENT
Francisco Dacosta spoke of climate change, food security, and? He asked to stop bringing people from Sacrament because San Franciscans are suffering. He stated he wants real solutions with timelines and goals.
Kit Hodge, Wealth & Disparities, read a quote from Felicia Jones in regard to anti-Black San Franciscans. She went on to talk about the FDRB report.
Susan Buckman, Wealth & Disparities, read a quote from Felicia Jones in regard to anti-Black San Franciscans traffic stops.
Victoria Juarez, Wealth & Disparities, read a quote from Felicia Jones in regard to anti-Black San Franciscans traffic stops.
Unidentified echoed what the three speakers said and talked about the drug war on the streets.
Ms. Paulette Brown spoke in regard to her son Aubrey Abrakasa’s unsolved homicide case. She spoke of all unsolved homicides and what can be done to get these cases solved.
Sgt. Reynolds read a public comment from Erinmorrow: “Elias needs to resign. I read your website and what Hamasaki tweeted using the N-word and other racist, sexist tweets. If you have an officer that used that word and you are their judge you failed. You did the hostile work order for the police and you violated it by not reporting it to human resources. Resign hypocrite. A cop has no job yet Hamasaki sits with all of you up there. You made the standards to fire people now live by them.”

Francisco Dacosta spoke of incident reports and asked if the Department is using the latest technology in regard to incident reports.
Chief’s Report

- Major/Significant Incidents
Chief Scott reported about the death of Officer Jack Nyce who passed away unexpectedly over the weekend. Officer Nyce had 17 years in the department and was last assigned to the Park Station.
Chief Scott reported on crime trends: Violent Crime up 1 percent; homicide up 10 percent; rape down 15 percent; robbery down 5 percent; assault up 9 percent; human trafficking up 32 percent. Property Crimes up 7 percent; burglary down 2 percent; motor vehicle theft down 6 percent; arson up 10 percent; larceny theft up 13 percent. Gun violence is up 37 percent total of 163 incident resulting in 192 victims YTD. Two homicides this week, total 47 homicides YTD, with 35 homicides resulting from a firearm; overall clearance rate of 87 percent.
Gun Seizure: 869 guns seized YTD; ghost guns 169 recovered
Hate Crimes: 56 anti-Asian, 6 anti-Latino, 7 anti-Jewish, 10 anti-Black, 1 anti-transgender, 2 anti-White, 5 anti-other, 1 anti-Muslim, 13 anti-LGBTQ. The Chief reported that 30 of the anti-Asian crimes were committed by one individual who have been arrested.
Significant Incidents: The Chief reported on a homicide on Nov 4th at 1400 block of Haight, in the Park District, three suspects pulled up in a vehicle and attempted to rob and possible kidnap the victim as he was leaving a clothing store; during a struggle, the victim, a 27-year old male, pulled out firearm and shot and killed one of the suspects, another suspect who also exited the vehicle also pulled out a gun and fired multiple rounds at the victim; victim was struck multiple times and is expected to survive. One suspect was killed at the scene and the two other suspects remain outstanding; investigation is ongoing. On Nov 3rd, there was a homicide at San Jose and Alemany in the Ingleside District. The victim was located near the Bart Station walkway. The victim was shot; no arrest and investigation is ongoing.
Shootings & Assaults: 4 shootings: Nov 3rd in the Tenderloin, units observed the shooting in process where witness directed the officers to a vehicle and witnesses said that the suspect in the vehicle had a weapon. The officers located the vehicle and the person and took him into custody. The victim was located a couple of blocks away, transported and is expected to survive. A second suspect was identified and arrested. Nov 6th a person walked into SF General with a gunshot wound. The individual was not cooperative as far as where the shooting happened and who shot him. Officers discovered a vehicle with bullet holes, the license plate of the vehicle came back to a vehicle that had been involved in a shooting earlier that day on Interstate 80 investigate by the California Highway Patrol. The person who walked into the hospital was arrested with outstanding warrants. Nov 7th, shooting at Juan Bautista and Font Street, in the Bayview. The victim is a 14-year-old male. The victim and a subject had an ongoing dispute, subject pulled out a gun and shot the victim. The victim refused to be transported but was treated at the scene; no arrest was made. Nov 7th, in the 200 block of Ray Street in the Ingleside, 47-year-old male victim was walking home and was shot in the lower extremity, transported to the hospital and is expected to survive; no arrest made. A bank robbery on the 1500 block of Van Ness in the Northern District. The Department have information and believes that this is part of a series of several bank robberies with similar M.O.s, investigation is ongoing.
Significant burglary: The Chief reported on a burglary at a marijuana dispensary in the 2100 block of Oakdale in the Bayview, approximately $200,000 worth of marijuana was taken, no arrest made.
Traffic Incidents: Two incidents involving bicyclists: Bicycle collision on Lombard and Divisadero in the Northern District, cyclist in critical condition; on Geary and South Van Ness in the Mission District, bicyclist struck by vehicle. The vehicle remained at the scene; bicyclist injured with non-life threatening injury.
Stunt Driving: The Chief stated that Commander Perea will report on this next week.
District strategies: Southern District have several operations to reduce auto break-ins, robbery and thefts involving plainclothes and uniformed officers with successful arrests. Also, in the Southern, because of work done in Tenderloin and UN Plaza, the district is seeing drug trafficking that moved to 7th Street and Mission in the Southern District. Southern is increasing their deployment, visibility, and foot beat as well as plainclothes operations to deal with these narcotics trafficking. Mission District, high visibility with foot beat officers on Mission and 24th Street corridor and on Valencia Street between 16th and 24th Streets. Tourism Deployment continues in the Castro/ Market Street areas particularly in the area of 18th and Market. Fixed posts are planned for Saturday Flea Markets on Mission Street between 14th and 15th Streets. Ingleside District focus on residential garage burglaries and gun violence with high visibility with increased uniformed patrols. The Community Violence Response Team and Crime Intelligence Unit is working on group violence in the Ingleside.
Major Events: MMA Fights at Kezar Stadium, Mayan Warrior Art Music Festival at Pier 35, Golden State Warriors playing at Chase Center, USF basketball game on Nov 13th. The Chief reported on the Dave Chappelle concert, no incidents were reported related to protest that occurred prior and during the event. Band Concert Series at Golden Gate Park and a 5K Run for Melanoma also at Golden Gate Park.
Domestic Terrorism: None to report.
Vaccination Update: 10 resignations due to mandate; 38 active members remain unvaccinated.
PUBLIC COMMENT
Francisco Dacosta stated that he listens to the Chief’s Report intently and stated that the Chief can join meetings around the city to see what is happening around the city.
Ms. Paulette Brown thanked the Chief for his presentation and asked if anyone knows who murdered her son and read the case number.
Ethan Looper stated he worked in the Tenderloin and talked about yellow bricks that marked safe passage for children to get around safely in the Tenderloin. He stated that that pathway goes directly through Turk and Hyde and stated that that’s the epicenter for the Tenderloin drug market. He stated that the “daily experience” is that the drug dealing is not reduced. He spoke of children walking on the “safe passage” and was attacked. He spoke of Captain Canning deploying more officers when the children go to school in the morning and at night when the children are coming home from school. He stated that things are changing with the deployment of community officers on foot patrol. He asked that the Commission take a look at the street level drug dealing task force recommendations.
DPA Director’s Report
- Report on recent DPA activities, and announcement
Director Henderson reported: 11 new cases; 36 percent issued a citation without cause; 36 percent behaved or spoke inappropriately; 9 percent displayed threatening, intimidating, or harassing behavior. 678 cases opened; 765 cases closed; 271 pending; 41 sustained; 20 past 270-day; 36 cases mediated.
Audit: Exit conference for DGO 8.10 with SFPD. The goal is for DPA to provide final draft to the Department next week for their response to the recommendations.
Director Henderson then presented the August and September 2021 Monthly Statistical reports.

Commissioner Elias reported that she had a meeting with the Chief, his staff, and DPA about DGO 3.01 and should be ready for the full Commission in December.
Commissioner Hamasaki reported about working with a coalition in regard to traffic stops and stated the coalition will be reaching out to the Chief in regard to traffic stops.
Commissioner Byrne reported that Commissioner Yee and him will be meeting with the Chief on Friday in regard to the open air drug dealing in the Tenderloin and also reported that he met with Captain Canning and spoke of demonstration in the Tenderloin regarding concerns of open drug dealing in the Tenderloin. He stated he spent four hours in the Tenderloin walking the beat with two officers. He also spoke of a command van at the corner of Turk and Hyde and stated that it is a cat-and-mouse type of thing. He stated that the officers need to be commended for safety with respect in keeping San Francisco residents safe in order to prevent overdose deaths in the city and stated that he saw the difference the officers’ presence are making.
Commissioner Yee spoke of the value of the beat officers in the Chinatown and North beach area. Commissioner Yee also reported on his recent tour with Sergeant Matthews of the Marine Unit and spoke of technology used by the Marine Unit. Commissioner Yee also talked about meeting with SF State regarding the rollout of 2022 Chinese community for safety activities throughout the city.
Commissioner Cohen stated that Supervisor Stefani will be coming on December 8th.

PRESENTATION OF THE FIREARM DISCHARGE REVIEW BOARD & IN-CUSTODY DEATH REVIEW BOARD FINDINGS AND RECOMMENDATIONS, 3RD QUARTER 2021 REPORT
Commander Steve Ford presented the 3rd quarter 2021 FDRB report and In-Custody Death Review Board Findings and Recommendations.
