The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.              Â
PRESENT:Â Commissioners Hirsch, Taylor, DeJesus, Mazzucco, Elias, Hamasaki, Brookter

REPORTS TO THE COMMISSION
a.           Chief’s Request
-Â Â Â Â Â Â Â Â Â Â Â Â Â Weekly crime trends (Provide an overview of offenses occurring in San Francisco)
-             Significant Incidents (Chief’s report will be limited to a brief description of the significant incidents. Commission discussion will be limited to determining whether to calendar any of the incidents the Chief describes for a future commission meeting.)
-             Major Events (Provide a summary of planned activities and events occurring since the previous meeting. This will include a brief overview of any unplanned events or activities occurring in San Francisco having an impact on public safety. Commission discussion on unplanned events and activities the Chief describes will be limited to determining whether to calendar for a future meeting.)
Chief Scott reported on crime statics update: Homicide 13 year-to-date; gun violence 25 percent down; property crime down 14 percent; auto burglaries down 18 percent. The Chief talked about last week’s homicide where the suspect is responsible for three homicides, one in Oakland, one in Berkeley the one in San Francisco. The suspect was spotted in So. Lake Tahoe, which resulted in an officer-involved shooting where a Deputy was injured. Suspect is in custody in Nevada. A second incident happened on April 19th where a victim was spotted in the Mission bleeding profusely after falling down. While enroute to the hospital, victim was able to provide a statement that he had been pushed by the suspect. No arrest made. As far as traffic, there were five collisions last week and officers will continue to educate the public on traffic safety. Major events: Cinco De Mayo this weekend; How Weird Fair on Howard Street. Youth Engagement: Hiking at Mclaren Park with Our Lady of Visitacion students and a sailing trip with students from Francisco Middle School. Both are planned for tomorrow, May 2nd.
               Commissioner Brookter announced three events in the Bayview at 2600 Aurelia Walker Community Room, a candlelight vigil from 2 to 6 p.m. Tomorrow there is a cross-cultural community gathering from 6 to 8 p.m.; Friday, May 3rd, a community healing circle from 2 to 6 p.m.
b.           DPA Director’s Report
-             Report on recent DPA activities, and announcements              Â
Chief of Staff Sarah Hawkins reported on some statistics:  Complaints are up 24 percent; 207 cases closed; sustained cases up by 200 percent, 30 sustained cases year-to-date; 9 cases mediated.   She talked further of the new content management system for the DPA. Mediation team have visited Mission, Northern, and Ingleside presenting at roll call about the mediation program. Outreach: DPA Know your Rights Presentation at the SF Library; participated in Youth Advocacy Day; and, meeting with the Youth Commission for the Know your Rights Youth Initiative.

               Commissioner Brookter reported on meeting with the DPA and are glad to hear that the DPA are now part of the DOJ calls and talked of scheduling presentations from the DPA.
               Commissioner Hamasaki attended a Japantown celebration of Jeff Adachi and spoke of concerns by the community about issues that have come before the Commission.              Â

               Commissioner DeJesus spoke of the Homeless Coalition presentation to present their side and how the department can work with them in working with their issues.
               Sgt. Campbell announced that next week, May 8th, the Commission will meet at City Hall starting at 5:30.
               Commissioner Mazzucco reported watching Supervisor Haney’s hearing regarding open-air drug dealing.              Â
PUBLIC COMMENT
               Majick Altman asked about the report on tasers and that she did not hear any comments from the Chief regarding the report and that the Sunshine Task Force is getting ready to report to the Board of Supervisors.
JOINT SFPD/HILLARD HEINTZE PRESENTATION REGARDING THE COLLABORATIVE REFORM INITIATIVE PROCESS
               Executive Director Catherine Maguire presented the CRI Update. She introduced the Executive Sponsors:
               Commander Walsh – Use of Force
               Commander Lazar – Community Policing
               Commander Ewins – Bias
               Commander Yee – Accountability
               Commander O’Sullivan – Recruitment, Hiring & Diversity
               Deborah Kirby, Hillard Heintze, presented the Hillard Heintze’s report in regards to the process.
PUBLIC COMMENT:
               Clifford spoke of concerns regarding treason.
               Unidentified spoke regarding spiritual entities.
               Majick Altman discussed concerns regarding missing information from the report and asked why we are seeking more police and would like to see the DOJ Cal report.
PUBLIC COMMENT
               Clifford continued with his orders regarding the framing of Trulove and the abduction of a woman named Diamond and the arrest of Mary C. Daly.
               Unidentified requested the Chief put his input into not going forward with tasers.              Â
