The Police Commission of the City and County of San Francisco met in Room 408, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.              Â

CONSENT CALENDAR

Commissioners’ Reports (Taken out of Order)
-             Final Report from the Community Safety Initiative Youth Program              Â
               Ms. Sheryl Davis, MoMagic introduced the CSI Youths.
               Amber worked on outreach with the PAL, Cadets, Wilderness, CSI, Operation Genesis and showed a video of Officer Costello talking about the PAL Cadet Program.
               Doneta discussed recommendations. They recommend that when officers come out to events, that they be more engaged with the community; that officers don’t come in uniform all the time; that officers should share how they feel in what’s going on in regards to social injustice; advertise what the officers and Department do for the community and share what kind of programs are available for youths.
               Morgan Tucker spoke of her experience with the CSI Program and how it helps the younger kids involved and understand what the Police Department does. Morgan is now going through the process to become a police officer.              Â
               Myra described what she liked about the program.              Â
               Diante spoke of how much he learned from the program including what a Quadski is.
               Blossom spoke of her favorite about MoMagic like meeting new people.
               Kian spoke of how he enjoyed working with his peers and finding out what the police do.

               Chief Chaplin gave a brief update including recent incidents, homicide on 3/8/16 where an arrest was made. The Chief also gave a brief update in regards to redistricting including response time and calls for service.
               Deputy Chief Schmitt presented the update on roll out of body worn cameras to patrol. She explained that Facilities has been working to do all the infrastructure work in all district stations to install docking portals, internet connectivity and secured storage. On the training side, Chief Schmitt explained that there the technology side of training and the policy side of the training. On Monday, station roll out will begin with Bayview Station. All of Patrol should be finished by end November.
               Captain Connolly presented the Professional Standards Bureau report in regards to the Collaborative Review status.
               Commissioner Loftus asked about the status of OCC’s 19 recommendations. Captain Connolly stated that he has been working with a number of reports but have not seen the OCC’s recommendations. He stated he will give an update on those recommendations at his next update with the Commission.
               Captain O’Brien presented the update for the Major Crimes Unit for unsolved homicides. She also presented the homicide rates of unsolved/cleared by zip codes. She spoke of grants to get revenue to help with cold cases and to work with media to profile homicide cases and to post pictures on the website of homicide victims along with an anonymous tip line. Chief Chaplin spoke of putting together a case management software for both Special Victims Unit and Homicide to keep track of cases with mandatory box to contact families of victims and keep them up to date.

               Unidentified commended Chief Chaplin for his outreach and attention to the community and spoke of different programs available to youth in Bayview.
               Majick spoke regarding the POA Journal’s picture of black and white labs and expressed concern regarding POA Journal and articles.
               Jeffrey King spoke of incident where his mother, who has dementia, was detained 5150 and concerns about officers who are not CIT trained.
               Malia Schaffer supports Jeffrey King and continue to describe event regarding the incident of 5150 and discussed how officers conducted themselves.
               Sophia Coppel supports Jeffrey King.
               Kate, Jeffrey King’s partner, described Carol’s (the victim) dementia and concerns of police actions and asked the Commission to change the policy in making mental health determination and protect the seniors.
               Chris Gates supports Jeffrey King and discussed concerns as to how the incident was handled by taking a senior in handcuffs in police car and asked for better training for officers.
               Aaron supports Jeffrey King and asked the commission to take what they’ve heard to hear and discuss care and treatment of the elderly and how it concerns all senior citizens of San Francisco.
               Danielle brought information regarding the blame game in regards to the murder of her daughter Danielle Keller.
               Ms. Paulette Brown spoke in regards to her son, Aubrey Abrakasa, and how she is still waiting for justice for her son. She also thanked Chief Chaplin for rehiring James Spillane and spoke of how it has given her a little bit of hope.
               Gloria Barry spoke regarding cadets not being able to be a cop until after two years and recommended scholarships to keep cadets in line to be police officers and expressed her support to women becoming police officers.
               Ms. Bryant spoke about rate of homicide in her community and spoke of how her heart is breaking to hear about the elderly woman. She also went on to discuss how the POA is a concern and expressed her anger about the POA Journal.
               Shawn Jones spoke of POA Journal and the picture posted.
               Tom Gilberti spoke of how gun belt should be removed and spoke of senior officers to mentor new recruits.

               Director Hicks announced the appointment of Carlos Villareal as an OCC Investigator. The Director then spoke of attending a panel discussion hosted by the Commonwealth Club in regards to the Blue Ribbon Panel. She continued to speak of outreach including attending National Night Out.
               Director Hicks then presented the OCC’s 2015 Annual Report.              Â

-             Update on search for Chief of Police              Â
               Commissioner Loftus spoke of the FUSE Corp Program. This individual will work with the Commission to track reforms and serve the commission in these critical times. Commissioner Loftus stated that interviews will happen next week.
               Commissioner Loftus then gave a brief update in regards to the search for the Chief of Police. The surveys are done and translated to the different languages. As of today, 637 responses are in from the community input survey and 189 from the department input survey. She went on to announce various community events where commissioners will meet with members of the public to get their input regarding qualities of the new Chief of Police:
               August 15th at Alex Pitcher Community Room
               August 17th at Gordon J. Lau Elementary
               August 18th at Mission High School
               August 24th at Scottish Rite Masonic Center
               August 29th at St. Mary’s Cathedral
d.           Commission Announcements and scheduling of items identified for consideration at future Commission meetings
               Commissioner Loftus announced the update on Social Media DGO will be on for September 7th and update on the meet and confer regarding the use of force policy. Commissioner Loftus also talked about the Civil Grand Jury Report where the Commission needs to respond to some of the recommendations. Commissioner Mazzucco will do the response.
               Commissioner DeJesus would like to put on the agenda for discussion having a member of the public during the Firearm Discharge Review Board meetings. Chief Chaplin explained that some states do not have POBAR.
               Commissioner Melara spoke of recruitment qualifications.
               Commissioner DeJesus spoke of how the EIS DGO needs to be revised.              Â
               Sergeant Kilshaw announced no meeting on August 14th, 21st and 28th and announced the community meeting schedule August 15th at Alex Pitcher Community Room,            August 17th at Gordon J. Lau Elementary, August 18th at Mission High School, August 24th at Scottish Rite Masonic Center, August 29th at St. Mary’s Cathedral.              Â

               John Jones spoke of meeting at the Commonwealth Club and discussed concerns regarding the Blue Panel report and spoke of the District Attorney.               Â

               Motion by Commissioner Mazzucco to adjourn the meeting in honor of retired Officer Rich Aceret, #268, who served for 34 years, second by Commissioner DeJesus. Approved 7-0.
