OCTOBER 14, 2015 REGULAR MEETING

 

The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.

PRESENT: Commissioners Loftus, Marshall, Mazzucco, DeJesus, Hwang, Melara
ABSENT: Commissioner Turman

PUBLIC COMMENT

Ms. Paulette Brown spoke in regards to her son Aubrey Abrakasa’s homicide and spoke of the rewards and asked that the bulletin be posted on different venues to alert the public. She spoke of the suspects who killed her son.
Clyde spoke of lawsuits against SFPD.
Unidentified, 85-year old man, spoke of how six officers evicted him out of the house in the middle of the night.

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report

Chief asked that the presentation of certificates be called first.

A/Captain Santos presented the Certificates of Appreciation.

Chief Suhr spoke of recent events including the visit of President Obama, Fleet Week, Columbus Day Parade, PAL 4th Cadet Class Graduation, Officer Jason Johnson, and the Handbags for America event. The Chief also spoke of the homicides committed by the three “drifters.” The Chief also spoke of a fatal collision involving a bicyclist.

A/Captain Santos then presented the update on DGO 6.09, “Domestic Violence.”

Beverly Upton addressed the Commission and stated that there is still work to do. She stated that tools are still not in place that the Community and the Commission is committed in doing.
Abigail Stewart-Kahn addressed the Commission and spoke of how important to have data to make sure that it is not having the chilling effect that we are all concerned about; to make sure cases are being well managed within family and children’s services, and to work with colleagues in children services and the police department to understand the deep complexities that families struggling with domestic violence experience on an everyday basis.

Barry Johnson stated that they are working on a larger law enforcement protocol with Captain Santos and the CAC.

b. OCC Director’s Report
- Review of recent activities

Director Hicks spoke of the NACOLE Conference in Riverside and outreach by OCC staff. Next year’s NACOLE Conference will be in Albuquerque, New Mexico, from September 25th to the 29th. Director Hicks went on to give a brief update on complaints received and cases opened and closed.

Commissioner Marshall spoke of how Oakland has asked him in regards to civilian oversight.

Commissioner Mazzucco spoke of attending a meeting in regards to auto break-ins and concerns about homeless suffering from mental illness and how the community is very angry. He also thanked the Chief for letting him walk with the Department at the Columbus Day Parade.

Commissioner Loftus spoke of the Community Initiative Interns and how the kids were invited to Cleveland to speak in regards to their initiatives. Commissioner Loftus also spoke of meeting in the Taraval in regards to car and house break-ins in the District.

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings

Sgt. Kilshaw announced the meeting next week will be in the Tenderloin, Kroc Center, 240 Turk Street, at 6 p.m., in regards to body work cameras.

Thereafter, the meeting was adjourned at 7:35 p.m.
