The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.
PRESENT: Commissioners Loftus, Turman, DeJesus, Hwang, Melara
ABSENT: Commissioners Marshall, Mazzucco
ADOPTION OF THE MINUTES
- For the meetings of July 22, August 5, August 19, September 2, September 9, and September 16, 2015
Motion by Commissioner Melara, second by Commissioner Turman. Approved 5-0.
CONSENT CALENDAR
- Police Commission Report of Disciplinary Actions 3rd Quarter 2015
Motion by Commissioner Melara, second by Commissioner Turman. Approved 5-0.
PUBLIC COMMENT
Herbert Weiner spoke in regards to concerns about bicyclist and stated that laws have to be equal for everyone and expressed support for the police.
Clyde discussed homicides.
Paulette Brown spoke in regards to her son Aubry Abrakasa’s homicide and how there is still no closure to her son’s case and asked that flyers should have a permanent venue to post bulletins in regards to homicides and discussed concerns regarding Mayor Lee and Mr. Paul Henderson of the Mayor’s Office.
Sala Chandler spoke in regards to the homicide of her son Yalani Chinyamurindi and spoke of a citation she has received with falsified information. She also spoke of concerns about not being able to meet with the Mayor.

Chief Suhr spoke of working with the Mayor’s Office and Supervisor London Breed in regards to rewards to information regarding the homicide of Aubry Abrakasa. The Chief then gave a brief update on recent incidents in the city including an incident which injured an officer where suspects were arrested. Chief Suhr also spoke of Fleet Week preparation, Hardly Strictly Bluegrass, the arrival of President Obama, the Bruce Mahoney Football Game, Cadet Graduation, 10/10 Parade, 4th Academy Cadet Class graduation, and the Italian Heritage Parade. The Chief also spoke of Walk and Roll to Work/School and stated that the RFP for Body Cams are posted. The Chief commended Micki Callahan for being awarded the Human Resource Awards of Excellence. Sergeant Crudo presented the 3rd Quarter 2015 FDRB Findings & Recommendations & OIS Investigative Summary Reports.
b. OCC Director’s Report
- Review of recent activities
Ms. Inez Vargas Fraenkel, for Director Hicks who is in Riverside for the NACOLE conference and will be back on Friday, has no report.

Commissioner Loftus announced that the next body camera meeting will be on October 21st, at the Kroc Center, 240 Turk Street, in the Tenderloin, starting at 6 p.m. The next meeting on November 4th, the body camera item will be discussed but not an action item and the vote will be on December 2nd for action and vote on the policy. The Commissioner also announced that the Commission website will be revised and updated.
d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings
Commissioner Loftus announced that the DV DGO update will be on the agenda on October 14th.
Sergeant Kilshaw announced that the Commission will meet in the Tenderloin on October 21st, at the Salvation Army Kroc Center, 240 Turk Street, San Francisco, starting at 6 p.m.

Unidentified discussed concerns regarding contracts and police proceedings.
Ms. Paulette Brown spoke in regards to the homicide of her son Aubry Abrakasa and played a short video by the Healing Circle in regards to homicides in the city.
