Request for Proposals: Emergency Rental Assistance and Homelessness Prevention Program 2009-2012 (posted 5/27/09)

The Mayor’s Office of Housing (MOH) is seeking proposals from qualified nonprofit agencies to administer programs that prevent homelessness by providing renters with temporary housing subsidies in the form of cash for security deposits when moving to new homes (first and last month’s rent) and cash to prevent evictions by assisting in the retirement of past due rent. In addition to cash disbursement services, applicants should also provide appropriate housing counseling services, as well as mediation and/or negotiating services between landlords and tenants concerning optimal lease terms. Programs should develop acceptable systems for screening potential clients to select those who are most needy.

This request for proposals (RFP) is seeking qualified agencies to offer services during the period from July 1, 2009 through June 30, 2012, subject to fund availability and budget approval by the San Francisco Board of Supervisors. During the term covering the period from July 1, 2009 through June 30, 2010, a total of $350,000 will available for rent subsidy and rent deposit payments. Subject to final approval by the City, an additional $35,000 has been allocated for administrative costs. Applications are due on June 8, 2009 at 4:00 p.m.

Request for Qualifications for the Phelan Loop Land Parcel

The City and County of San Francisco, acting through the Mayor's Office of Housing ("MOH") is seeking a qualified developer to work with the City to develop affordable family housing and commercial space on a vacant parcel currently owned by the City. The parcel is located west of the Northwest Corner of Ocean Avenue and Phelan Avenue, the site of the MUNI Bus Turnaround Loop, and is referred to in planning documents as the "Phelan Loop Parcel". Responses to the Request for Qualifications are due by Friday, April 24, 2009 at 5:00PM. An optional pre-submission meeting will be held on Thursday, April 9, 2009 at 10:00AM at MOH's office at 1 South Van Ness Avenue, 5th Floor. Potential respondents are encouraged to attend.
