During the Coronavirus Disease (COVID-19) emergency, the Civil Service Commission’s regular meeting room, City Hall, Room 400 is closed.  Commissioners and Civil Service Commission staff will convene remotely.  The public is encouraged to submit comments in advance of the meeting in one of three ways: (1) email civilservice@sfgov.org, (2) leave a voicemail message in the CSC Office main line at 628-652-1100 or (3) use the Civil Service Commission’s dedicated public comment line 415-655-0001, Access Code 146 558 3029.  Comments submitted by 5:00 pm the Friday before the meeting will be included in the record.

 The Special Meeting was called to order at 10:00 a.m.

II. Public comment on all matters appearing on the Special Meeting Agenda Session.

III. Vote on whether to hold closed session pursuant to San Francisco Administrative Code Section 67.10 (b) and California Government Code Section 54957 (b) (1) - Public Employee Appointment – Human Resources Director (File No. 0164-20-1) (Action Item)
 
 Action:  The Commission voted to conduct item #IIIA in Closed Session.   (Vote of 5 to 0)
 
 Closed Session started at 10:06 a.m. virtually using Cisco WebEx and the following individuals were present:

 A) PUBLIC EMPLOYEE APPOINTMENT – HUMAN RESOURCES DIRECTOR (DISCUSSION AND POSSIBLE ACTION ITEM)
  
 August 3, 2020: Directed the Executive Officer to move forward to seek a budget for a recruiter for a robust recruitment not a minimal recruitment, obtain other human resources director job announcements or qualification lists from other comparable large public entities to assist in designing the appropriate job announcement for the Human Resources Director position.  Directed staff to review thoroughly the classification specification for amendment and posting.
  
 August 17, 2020: Schedule the item for a special meeting on August 31, 2020 at 11 a.m.
  
 
 

  
 August 31, 2020: Adopted the report.  Add memorandum of understanding and Workers’ compensation to the 1293 Class Specs and post the proposed class action.  Authorize Executive Officer and Department of Human Resources to negotiate with Alliance for a lower amount.
Authorize CSC President and Executive Officer to move forward with the contract with the understanding that Alliance can start right away.
  
 December 14, 2020: The Civil Service Commission identified candidates to interview in connection with the Human Resources Director’s recruitment.
  
 December 21, 2020: The Civil Service Commission discussed the item. 
  
 January 4, 2021: The Civil Service Commission took no action and used the Closed Session to prepare for interviews of candidates.
  
 January 6, 2021: The Civil Service Commission took no action and used the Closed Session to conduct interviews of candidates.
  
 January 7, 2021: The Civil Service Commission took no action and used the Closed Session to conduct interviews of candidates.
  
 January 12, 2021: The Civil Service Commission took no action in Closed Session.  The Commission discussed the applicants and determined with which candidate to take further action. 
  
 January 22, 2021: The Civil Service Commission took no action during Closed Session and prepared for further interviews with potential candidates.
  
 January 25, 2021: The Civil Service Commission took no action during Closed Session and prepared for further interviews with potential candidates. 
  
IV. Reconvened in open session at 5:09 p.m.
  
 1) Vote to elect whether to disclose any or all discussions held in closed session.  (San Francisco Administrative Code Section 67.12(a).  (Action Item)
 
 
  
 Action: The Commission voted not to disclose any or all discussions held in closed session.  (Vote of 5 to 0)
  
 2) Disclosure of action taken in closed session pursuant to California Government Code Section 54957.1 (a) (5) and San Francisco Administrative Code Section 67.12(b) (4).
  
 Action: The Civil Service Commission took no action and used the Closed Session to conduct candidate interviews.  (Vote of 5 to 0)
