James Bryant, Western Region Director of the A. Philip Randolph Institute (APRI).  I am here as the representative of the community to remind our colleagues that there is a lot of concerns about whether or not folks like me are being considered when it comes to the racial divide.  There is some concern about whether or not when charged with something and possibly removed from their job, that this Commission should make sure that you give the opportunity for the person the utmost chance to allow them to come before you.  I just thought that I would remind you.  As I use to say at City College I’m the ghost of Christmas past and Christmas is coming up so I thought I would throw that in and give folks a little humor.  I want to say thank you all for your time and please be fair.

  • Item #13 (Appeal by Conzy Jones of the Director of Transportation’s Determination to Administratively Close her Complaint of Discrimination and Retaliation) – We received a late request for a postponement by the appellant Conzy Jones but the length of time is unknown.

HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 6)

 

 

 

  • Micki Callahan thanked the Commission for the commendation for Donna Kotake and chided Donna promises to return our phone calls, but reported she is enjoying her retirement.  DHR is currently in the process of looking for a person who will be able to figuratively step into her large shoes.
  • Ruth Bond, Deputy City Attorney, will be leaving the Labor Team to go into private practice.  We will miss her very much.  She’s been a close associate of ours ever since I’ve been here in the City and we wish her well.
  • DHR is moving forward with the Request for Proposal of a new applicant tracking system.  Although, it could still be JobApps we have engaged in a long process involving department representatives to help evaluate potential vendors.  We’ve looked at RFPs, and contracts from other public agencies and have been getting demos on functionality of different systems, so we could know what to ask for ourselves.  We are really looking for something that is going to modernize the hiring process, be more user friendly to applicants, and those who operate the system, and allow us to get better data. 
  • We are starting preparation for labor negotiations.  Basically, all contracts expire in 2019.  We will start meetings in January with our various unions and will anticipate filing MOU’s by May 15th with the Board of Supervisors as required by the Charter.  As one of the few people in management who is not represented by the MEA, I will be returning to the bargaining table myself to handle negotiations with MEA.

 

EXECUTIVE OFFICER’S REPORT  (Item No. 7)

 

 

 

  • Michael Brown stated we have narrowed down our venue for the CSC Holiday Luncheon on December 17, 2018 to two restaurants.  Once we have confirmation, additional details will follow.
  • The Rule proposals are still being worked on with the Municipal Transportation Agency (MTA).  They will be presented before the Commission at the meeting of December 17, 2018 for consideration.  Due to the holiday season, and one Commission meeting in January 2019, the Rules may not be considered for adoption until February, 2019.

Monitor and respond to alarms and resolve failures in a timely manner in accordance with Service Level Agreement.  2. Regularly install the most current released software versions and patches for all covered equipment.  3. Maintain accurate equipment records, routing guides (runbooks), and network maps that are updated after all system migrations, upgrades, relocations, redeployments, and disconnections.  4. Reduce active port counts as certain City departments migrate away from their legacy Avaya infrastructure.

Vendor will provide 18-20 person shuttle bus services, clean and in good condition, and an appropriately licensed driver, to shuttle City employees from 850 Bryant Street Hall of Justice (“HOJ”) to San Francisco District Attorney’s (DA’s) Office which is now located at 350 Rhode Island Street.  This service is needed because the DA’s office is no longer located at the HOJ.  There will be three trips in the morning (from 7:00 AM to 9:30 AM) with continual service at 20 minute intervals throughout the day.  Employees of the DA’s office require this service to allow them to bring boxes of confidential files, briefcases, laptops, exhibits and the like to court.

San Francisco’s music sector includes, among other businesses, the City’s live music venues, recording studios, rehearsal spaces, music technology companies, instrument retailers, artist managers, booking agents, attorneys and other support services.  The San Francisco music sector is a key contributor to the $6 billion local nightlife industry and $1.1 billion local outdoor festival industry, and is a vital piece of the City’s fabric as an arts and culture hub for residents and tourists alike.  At the same time, while a number of other “music cities,” including Austin, Seattle, and Toronto, have conducted studies analyzing their music sectors’ needs and opportunities, no such study has been completed for San Francisco.  The Office of Economic and Workforce Development (OEWD) is seeking a contractor to conduct this work for the City.  The selected contractor will be tasked with the creation of a report that examines the current state of the San Francisco music industry and offers recommendations to support the industry’s future growth.  The contractor will review and synthesize existing data about the local music industry, and will develop and execute a needs assessment approach to gather feedback from industry leaders.  Following the completion of this work, the contract will utilize existing best practices to develop a report offering strategies to support the music industry’s growth.

Contractors will provide an array of primary prevention services (prevention, health education, outreach, and referral services), programs, and projects for the broad age, ethnic, gender ability, and geographic diversity of San Francisco, especially in low income areas, to specific ethnic communities and neighborhoods, and including services targeted to multi-cultural/multi-lingual refugees/asylees, victims trafficking, and other immigrant communities.  Services will include community capacity building training, technical assistance and fiscal intermediary services with organizations providing community-based preventative services such as the tobacco free project, pedestrian traffic safety, initiatives, healthy eating and active living initiatives, tattoo removal, drug and alcohol problem prevention, wellness, and other health-related preventative programs.

Work will include program planning, controls, reporting, scheduling, budgeting, document control, coordination, design management, contracts management and constructability review for Airport’s Terminal 1/Boarding Area B (T1/BAB) Redevelopment Program.  The T1/BAB Program will be implemented in a multi-year phased approach and will consist of the following significant program elements:
- Demolition of the existing Boarding Area B facility, and replacement in a substantially different, more efficient configuration to accommodate the new modern aircraft requirements, as well as allow for future expansion if additional gate capacity is required, increasing capacity from 18 to 24 gate positions.
– A major renovation to Terminal 1, providing for a complete replacement of the architectural building envelope, complete electrical, HVAC and special systems replacements, interior architectural renovation, and facility upgrades including a new consolidated passenger screening checkpoint, new airline ticket counters,  and new concessions program, all consistent with the Terminal 2 standard.
- New consolidated common use baggage handling system (BHS) and checked baggage screening system, reducing the number of systems from six to one, and the number of CTX machines from 15 to 5, resulting in a much more efficient BHS operation, both in terms of operation and maintenance.

- Renovation of Boarding Area C to bring this facility up to current Airport standards.

- Various airport, airline and agency related tenant improvements.

- South Field Improvements including relocated vehicle screening checkpoint and realigned taxi lanes.

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS  (Item No. 20)

 

 

 

Commissioner Favetti stated that the Municipal Transportation Agency (MTA) Position-Based Test reporting requirement was originally a pilot program for three years.  We have surpassed that point at five years.  We should reconsider the reporting recommendations for the Position-Based Testing report from MTA.

 

As a reminder, we need to make sure to follow-up regarding the necessary training for Environmental Health Section of Public Health for a future meeting.

 

Michael Brown restated the luncheon is planned for December 17th at 11:30 am to have enough time to eat and get back to our Commission meeting.  Currently the choice is between Hayes Street Grill and Hazel Southern Bar & Kitchen.

 

Commissioner Chan requested a future meeting item be calendared to hear a report from Department of Human Resources on the most recent San Francisco Police Department promotions for Lieutenant, Sergeant and Captain.
