Minutes of Meeting - August 8, 2002
1. Call to order and roll call
The meeting was convened at 5.30p.m. by Chair Eckman, who presided during all
aspects of the meeting. Five Commissioners (or their lawful designates) holding
valid appointments being present, the quorum requirement of Section 6 of the
Commission’s Rules & Regulations (50 percent of those eligible to vote)
was satisfied.
Commissioners in Attendance: Chair Elissa Eckman, Vice-Chair Sherri Franklin,
Secretary June Wilson, Cheryl Bentley, Jamal Modica, Jack Breslin, Dept of Health,
Carl Friedman, Animal Care & Control, Rosa Sanchez, City Attorney.
Absent with excuse: Kelly Jensen, DVM, Laurie Kennedy, Sgt. Bill Herndon, SFPD.
2. Public Comment
Eric Mills, Action for Animals, stated that a measure to ban pig-farrowing
crates would be on the November ballot in Florida. He also spoke about the State
Fair and the special performance at the SF cow palace of rodeo for school children.
3. Approval of the draft minutes of July 11, 2002
The Chair opened the meeting to public comment.
The minutes were unanimously approved by the Commission.
4. Chairperson’s report and opening remarks
The Chair welcomed and thanked everyone for coming to the meeting.
5. Commissioner Public Comment
Com. Wilson stated that for the past 4 years, she has been assisting Companion
Animal Network to get their recorded programs on Channel 29 (SF public access
station). This requires delivery of tapes once a month for a weekly broadcast.
She is looking for a replacement for this worthy cause. This weekly program
maybe viewed at 5.30p.m. each Saturday.
6. Status and tracking of letters of recommendations approved
by Commission requesting action by Board of Supervisors
a.Eric Mills stated that he visited 6 live animal markets in Chinatown
where he saw about 8 map turtles for sale. Nothing has changed in 8 years. North
Lake in Oakland is being drained to resurface the bottom. Rec & Park are
expecting to take out about 150 turtles to new homes in Castro Valley.
7. Committee Reports/Commissioner’s Reports
a.The Chair stated that Crime Stoppers have disbanded due to a lack
of funds. We can still put up posters but cannot offer any reward for people
reporting dog fighting. Com. Friedman offered to help find the money ($1000)
that would lead to arrest and conviction of the culprits. Com. Modica emphasized
the need to get the posters on the streets to get the message out.
e.City Attorney Rosa Sanchez reported on the options for AC & WC
e-mail account. After considerable discussion, it was decided that a laptop
and an e-mail address with SF City Span would best serve our needs. Ms. Sanchez
will report on this matter at the next meeting. Ms. Sanchez left at 6.05p.m.
b. Com. Franklin stated that "Guardian"/owner is still with
the city attorney and there should be a meeting in the next 2 weeks.
c. Com. Franklin stated that Rec & Parks dog policy meeting is still
going on right now and people are supporting Leland Yee’s resolution by about
5 to 1. Com. Wilson stated that 2 days beforehand at the Natural Areas hearing
41 people spoke in favor of Leland Yee’s resolutions and only 9 against.
d. Com. Franklin stated that she had had a meeting with Sup. Maxwell
who said that she would support a hearing concerning the welfare of laboratory
animals at UCSF.

Com Franklin stated that she would like to shorten the proposed logo. Com.
Breslin suggested making debarking a calendar item at the next meeting. Com.
Friedman thanked Com. Bentley and the Commission for a very nice letter sent
to him, thanking him for his efforts in bringing PetCo to court.
